AFTER proper posting of public notice, a copy of which is attached hereto, on this the 18th day of March, 2002, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #085/02:  It being nine a.m., JUDGE BURROWS called the meeting to order and called to the Courts attention the fact that they had previously received copies of the minutes of March 4 and 11, 2002.  He asked if there were any corrections or additions to the minutes; there being none, the minutes were approved as submitted.  



  2. Agenda #2a - Public Hearing on Traffic Control Devices

    • MINUTE ORDER #086/02:  JUDGE BURROWS opened the public hearing on the installation of the following traffic control devices, to-wit:  1) Install a 30 mph speed limit on Level Acres Drive, Level Acres Subdivision;  2) Install a 30 mph speed limit on Wyatt Earp Loop, Billy the Kid Drive, Jesse James Drive, and Doc Holliday Drive, all in Tumbleweed Estates;  3) Install STOP signs at the western intersections of Doc Holliday, Billy the Kid, and Jesse James Drives at Wyatt Earp Loop;  4) Install YIELD signs at the eastern intersections of Doc Holliday, Billy the Kid, and Jesse James Drives at Wyatt Earp Loop;  5) Install YIELD signs for the Northbound traffic on Northcliffe Drive at the three-way intersection with the Green Park Drive and the east-west leg of Northcliffe Drive; and 6) Install a STOP sign at the intersection of Green Park Drive at Northcliffe Drive.  He asked if there was any public comment on such installation;  there being none the public hearing was closed.  After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved such installations as above stated.    



  3. Agenda #2b - Annual Seal Coat and Level-Up Programs

    • MINUTE ORDER #087/02:  The County Engineer presented the matter of the seal coat and level-up programs after due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER SCHILLER, the Court unanimously approved such plan.  All according to a copy of the same attached hereto and made a part of these minutes. 



  4. Agenda #2c - Walnut Creek Estates, Phase I Subdivision

    • MINUTE ORDER #088/02:  The County Engineer presented the matter of amending a plat for Lots 12-14, Block 1, Walnut Creek Estates, Phase I and recommended its approval.  After due discussion, upon motion of COMMISSIONER STEPHENSON, seconded by COMMISSIONER BROWN,  the Court unanimously approved such amendment to the Plat and ordered the same filed for record. 
          



  5. Agenda #2d - McLean's Crossing, Phase One

    • MINUTE ORDER #089/02:  The County Engineer presented the final plat of McLean's Crossing, Phase One Subdivision for final approval.  After due discussion, upon motion of COMMISSIONER STEPHENSON, seconded by COMMISSIONER BROWN,  the Court unanimously approved such plat and ordered the same filed for record. 
          



  6. Agenda #2e - Personnel

    • MINUTE ORDER #090/02:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER STEPHENSON,  the Court unanimously approved all employee status report forms, including Felix Murray III of the Road and Bridge Department, previously passed March 11, 2002, all according to a copy of the such reports attached hereto and made a part of these minutes.          



  7. Agenda #3 - Rosa Black

    • MINUTE ORDER #091/02:  JUDGE BURROWS introduced the new Executive Director of CASA of Bell County, Rosa Black, to the Court.     



  8. Agenda #4 - Resolution for State Veteran's Cemetery

                
    • MINUTE ORDER #092/02:    JUDGE BURROWS presented a resolution in support of establishing a State Veteran's Cemetery in Bell County.  After due discussion, upon motion of JUDGE BURROWS, seconded by COMMISSIONER SCHILLER, the Court unanimously approved such resolution.  All according to a copy of the same attached hereto and made a part of these minutes.            

         

       
         
  9. Agenda #5 - Interlocal Agreement with Respect of Conference of Urban Counties

                
    • MINUTE ORDER #093/02:   Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER SCHILLER, the Court unanimously approved authorizing JUDGE BURROWS to execute an Interlocal Agreement with the Counties of Collin, Dallas, Harris, and Tarrant to form a local government corporation to purchase property in Austin for the use of the Conference of Urban Counties Offices and to also approve the Articles of Incorporation and By-Laws of such Corporation and further to amend the budget of the Commissioners Court for such purpose.  All such actions being subject to the receipt of a petition signed by three citizens of Bell County.             

         

       
         
  10. Agenda #6 - Claims

                
    • MINUTE ORDER #094/02:  The County Auditor presented all claims for the review of the Court.  After proper review, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the Office of the County Auditor.
