Agenda #1 - Minutes
MINUTE ORDER #095/02: It being nine
a.m., JUDGE BURROWS called the meeting to order and called
to the Courts attention the fact that they had previously received copies
of the minutes of March 18, 2002. He asked if there were
any corrections or additions to the minutes; there being none, the minutes
were approved as submitted.
Agenda #2a - Barnes and Hart Addition Subdivision
- MINUTE ORDER #096/02: The County Engineer presented
the matter of final approval of the subdivision plat of Barnes and Hart
Addition and recommended its approval. After due discussion, upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER BROWN, the
Court unanimously approved such final plat and ordered the same filed for
record.
Agenda #2b - Goodnight's Prairie Dell Subdivision
- MINUTE ORDER #097/02: The County Engineer presented
the matter of final approval of the subdivision plat of Goodnight's
Prairie Dell Subdivision and recommended its approval. After due
discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER
SCHILLER, the
Court unanimously approved such final and ordered the same filed for
record.
Agenda #2c,d & e - Interlocal Government
Agreement with respect to HB 1445
- MINUTE ORDER #098/02: The County Engineer
presented the matter of approval of Interlocal Agreements with the Cities
of Morgan's Point Resort City, the City of Troy, and the City of Copperas
Cove, with respect to approval of subdivision plat in the ETJ of the
aforementioned cities. He reported that the Cities of Morgan's Point
Resort and the City of Troy wanted the Commissioners Court, through the
County Engineer's Office, to review and approve any subdivision in their
ETJ, and the City of Copperas Cove wanted the Engineering Department to
approve subdivision in their ETJ. After due
discussion, upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER
CORTESE,
the Court unanimously authorized JUDGE BURROWS to execute
interlocal agreements on behalf of Bell County as stated above. All
according to a copy of the same attached hereto and made a part of these
minutes.
Agenda #2f - Advertising for bids for Fencing by
the Road and Bridge Department
- MINUTE ORDER #099/02: Upon motion of COMMISSIONER
SCHILLER, seconded by COMMISSIONER
BROWN,
the Court unanimously authorized the County Engineer to advertise for bids
for the fencing of new right of way on Stone Road and Arthur Cemetery
Road.
Agenda #2g - Personnel
- MINUTE ORDER #100/02: Upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER BROWN, the
Court unanimously approved all employee status report forms, the same
being attached hereto.
- Agenda #3 - Academy Bumblebee Day
- MINUTE ORDER #101/02: JUDGE BURROWS presented
a resolution declaring March 28, 2002, as Academy Bumblebee Day in Bell
County, Texas honoring and recognizing the Basketball Team for their
recent winning of the Class 2A State Basketball Championship. After
due discussion, upon motion of COMMISSIONER CORTESE, seconded
by COMMISSIONER BROWN, the Court unanimously approved such
resolution; the same being attached hereto and made a part of these
minutes.
- Agenda #4 - Narcotics Task Force Grant
- MINUTE ORDER #102/02: Upon motion of COMMISSIONER
SCHILLER, seconded
by COMMISSIONER BROWN, the Court unanimously approved the
amending of the Central Texas Narcotics Task Force Grant
Application. All according to a copy of such grant application attached hereto
and made a part of these minutes.
- Agenda #5 - Appointment of Bell County's Member to the Board of
Texas Urban Counties Local Government Corporation
- MINUTE ORDER #103/02: JUDGE BURROWS presented
the matter of the appointment by the Bell County Court of a Bell County
Representative to serve on the Board of Texas Urban Counties Local
Government Corporation for the purpose of obtaining property to house the
Texas Urban Counties in Austin. After due discussion, upon motion of
JUDGE BURROWS, seconded
by COMMISSIONER CORTESE, the Court unanimously approved the
appointment of COMMISSIONER BROWN as Bell County's
Representative.
- Agenda #6 - Report of Senate Bill 7 Indigent Defense Plan
- MINUTE ORDER #104/02: JUDGE BURROWS gave
a report prepared by The Equal Justice Center and Texas Appleseed on
Indigent Defense Plans submitted by Counties pursuant to the Fair Defense
Act. Such report reflecting that Bell County's plan was one of the
top 21 plans presented. All according to a copy of the same attached
hereto.
- Agenda #7 - Report concerning the Trans Texas Corridor Plan
- MINUTE ORDER #105/02: COMMISSIONER BROWN
gave a brief report on his meeting with the TxDOT Executive
Director and the Governor's Office on the Trans Texas Corridor Plan.
- Agenda #8 - Annual Audit Report
- MINUTE ORDER #106/02: A representative of the
County's Outside Auditors, Brockway, Gersbach, & Niemeier, of Temple
presented the County's audit for 2001. A copy of the same being of
record in the office of the County Clerk. Upon motion of
JUDGE BURROWS, seconded
by COMMISSIONER SCHILLER, the Court unanimously approved
such audit and ordered the same filed for record.
- Agenda #9 - Claims
- MINUTE ORDER #107/02: The County Auditor presented
all claims for the review of the Court. After proper review, upon
motion of COMMISSIONER BROWN, seconded by COMMISSIONER
CORTESE, the Court unanimously approved all such claims. All
according to a copy of the same being of record in the Office of the
County Auditor.
There being no further business, the meeting
was adjourned.
