AFTER proper posting of public notice, a copy of which is attached hereto, on
this the 1st day of April, 2002, the County Commissioners Court of Bell County, Texas,
met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the

Agenda #1 - Minutes
MINUTE ORDER #108/02: It being nine
a.m., JUDGE BURROWS called the meeting to order and called
to the Courts attention the fact that they had previously received copies
of the minutes of March 25, 2002. He asked if there were
any corrections or additions; there being no corrections, the minutes
were approved as submitted.
Agenda #2a - Personnel
- MINUTE ORDER #109/02: Upon motion of COMMISSIONER
STEPHENSON, seconded by COMMISSIONER BROWN, the
Court unanimously approved all employee status report forms, the same
being attached hereto and made a part of these minutes.
Agenda #3 - Report of Tax-Assessor Collector
concerning Local Option Petition
- MINUTE ORDER #110/02: Ms. Sharon Long, Tax Assessor
Collector, presented to the Court her amended report concerning her
canvass of the Local Option Petition for the legal sale of beer and wine
within the City of Temple. Ms. Long explained that she had contacted
the Secretary of State with respect to such petition (a copy of such
letter being attached). She also provided the answer from the
Secretary of State and Mr. Bob Burleson (copies of such letters being
attached). Following the instructions of the Secretary of the State,
Ms. Long prepared her amended report (a copy being attached) which
reflected that the petition had enough signatures to now call a local
option election on the issue of whether or not "The Legal Sale of
Beer and Wine" shall be legal in the City of Temple. The next
legal date to call such election is May 4, 2002. After due
discussion, upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER
CORTESE, the
Court unanimously approved an Order of Election for the legal sale of beer
and wine in Temple, and approved a Joint Election Resolution and Agreement
with the City of Temple, all according to a copy of the same attached
hereto and made a part of these minutes for all purposes.
Agenda #4 - Auditor's Report of State Tobacco
Settlement Fund
- MINUTE ORDER #111/02: Ms. Donna Eakin presented a
report on expenditure statement submitted to the Texas Department of
Health for participation in distribution from the State Tobacco settlement
fund. All according to a copy of such report attached hereto.
Agenda #5 - Resolution
- MINUTE ORDER #112/02: JUDGE BURROWS presented
a resolution declaring April 1, 2002, as Group Study Exchange Rotary
International Day in honor of team members from Slovakia and the Czech
Republic. After due discussion, upon motion of JUDGE BURROWS, seconded by COMMISSIONER
BROWN,
the Court unanimously approved such resolution attached hereto and made a
part of these minutes. JUDGE BURROWS introduced
representatives of the study exchange from Slovakia and the Czech
Republic.
Agenda #6 - Job reclassification Procedure
- MINUTE ORDER #113/02: Ron Heuss, Director of Human
Services, presented the matter of job reclassification request
procedures. After due discussion, upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER CORTESE, the
Court unanimously approved such procedure. All according to a copy
of the same attached hereto and made a part of these minutes.
- Agenda #7 - County Auction Date
- MINUTE ORDER #114/02: Upon motion of COMMISSIONER CORTESE, seconded
by COMMISSIONER SCHILLER, the Court set May 18, 2002, as the
date for the County's annual auction.
- Agenda #8 - Consultant for Phone System
- MINUTE ORDER #115/02: The matter of RFP's for
a consultant to evaluate the County's phone system was discussed and after
due discussion, upon motion of COMMISSIONER CORTESE, seconded
by COMMISSIONER BROWN, the Court unanimously approved the
submission of such RFP's.
- Agenda #9 - Claims
- MINUTE ORDER #103/02: The County Auditor presented
all claims for the review of the Court. Upon motion of COMMISSIONER
BROWN, seconded
by COMMISSIONER CORTESE, the Court unanimously approved all
such claims. All according to a copy of the same on record in the
office of the County Auditor.
There being no further business, the meeting
was adjourned.
