AFTER proper posting of public notice, a copy of which is attached hereto, on this the 8th day of April, 2002, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #117/02:  It being nine a.m., JUDGE BURROWS called the meeting to order and waived presentation of the minutes of April 1, 2002, at the present time.  



  2. Agenda #2a - Interlocal Agreement with City of Holland

    • MINUTE ORDER #118/02:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously approved authorizing JUDGE BURROWS, to execute an interlocal agreement with the City of Holland for the reconstruction of 2200 feet of East Travis Street on behalf of Bell County.  Such Agreement being attached hereto and made a part of these minutes.     



  3. Agenda #2b - Bids for Fencing

    • MINUTE ORDER #119/02: Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously authorized the advertising for bids for fencing of 7200 feet of fence for right of way on Kuykendall Branch Road.  Such costs to be paid from Precinct #4 Maintenance Funds.   



  4. Agenda #2c - Personnel

    • MINUTE ORDER #120/02:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE,  the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.  
          



  5. Agenda #3 - ETJ Interlocal Agreement with the Cities of Belton and Temple

    • MINUTE ORDER #121/02:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER STEPHENSON, the Court unanimously authorized JUDGE BURROWS to execute an ETJ Interlocal Agreement with the Cities of Belton and Temple for the regulating of subdivisions within the ETJ's of both cities. 
          



  6. Agenda #4 - Consulting Agreement for Financial Matters

    • MINUTE ORDER #123/02:  The Court discussed with the County Auditor the Consulting Agreement with SBI for the acquiring of financial software modifications, implementation, and training.  Since the purchase of these items will be in excess of $25,000 normally competitive bidding or proposals would be required.  However, since the County already has financial software from J.D. Edwards, the Court claims the exemption referred to in Section 262.024(7) of the Local Government Code as an item that can be obtained from only one source. After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER SCHILLER, the Court unanimously authorized JUDGE BURROWS to execute a Consulting Agreement with SBI for financial software modification, implementation, and training.       



  7. Agenda #5 - Brazos G Regional Water Planning Group

                
    • MINUTE ORDER #124/02:    The court authorized JUDGE BURROWS to work with CTCOG on the response to Brazos G. Regional Water Planning Group on population projections.            

         

       
         
  8. Agenda #6 - TNRCC permit approval

                
    • MINUTE ORDER #125/02:   The matter of a resolution concerning TNRCC permit approval was deferred pending the obtaining of additional information.             

         

       
         
  9. Agenda #7 - Claims

    • MINUTE ORDER #126/02:  The County Auditor presented all claims for the review of the Court.  After proper review, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same on record in the Office of the County Auditor.          
       
         


                    (The Court then went into workshop session and the only matters discussed were those on the
                     workshop agenda with no action being taken on any matter.)


                   
There being no further business, the meeting was adjourned.
