APRIL  22, 2002


AFTER proper posting of public notice, a copy of which is attached hereto, on this the 22nd day of April, 2002, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #133/02:  It being nine a.m., JUDGE BURROWS called the meeting to order and called to the Courts attention the fact that they had previously received copies of the minutes of April 15,  2002.  He asked if there were any corrections or additions to the minutes; there being none, the minutes were approved as submitted.   



  2. Agenda #2a - Balcones West Subdivision

    • MINUTE ORDER #134/02:  The County Engineer presented the matter of the final plat of Balcones West Subdivision and recommended its approval.   After due discussion, upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER CORTESE, the Court unanimously approved the final plat of Balcones West Subdivision and ordered the same filed for record.        



  3. Agenda #2b - Awarding Fencing Bid

    • MINUTE ORDER #135/02:   The County Engineer presented the matter of awarding the bid for the construction of fences on Stone Road and Arthur Cemetery Road, Precinct #3.  He recommended the awarding of such bid to the low bidder P & C Construction, Belton, Texas, in the amount of $17,284.30.  After due discussion, upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER CORTESE, the Court unanimously approved the awarding of such bid as recommended by the County Engineer.    



  4. Agenda #2c - Sam Neil Subdivision

    • MINUTE ORDER #136/02:  The Engineer presented the matter of approval of the final plat of the Sam Neil Subdivision and recommended its approval.  After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE,  the Court unanimously approved the final plat of such Subdivision and ordered the same filed for record.    
          



  5. Agenda #2d - Relocation of Utilities on SH 36 Bridge Project

    • MINUTE ORDER #137/02:  The County Engineer presented the matter of an agreement with TxDOT to participate in the acquisition of right of way/relocation of utilities on the SH 36 Bridge project over Lake Belton.  After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved authorizing the County Judge to execute such agreement with TxDOT and further authorized the sending of a $400.00 check to TxDOT along with the signed agreement with the understanding if such cost total more than $4000.00, the County will be billed for the extra funds and likewise should the total be less than $4000.00, the County will get a refund.  All according to a copy of such agreement attached hereto and made a part of these minutes.  
          



  6. Agenda #2e - Personnel

    • MINUTE ORDER #138/02:    Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.  
          



  7. Agenda #3 - Management Contract with Correctional Services Corporation

    • MINUTE ORDER #139/02:    Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously authorized JUDGE BURROWS to execute the renewal contract of management with Correctional Services Corporation for the Bell County Juvenile Residential Facility.  All according to a copy of the same being attached hereto and made a part of these minutes for all purposes.  
          



  8. Agenda #4 - Health Insurance Proposals

    • MINUTE ORDER #140/02:  The County Auditor reported that proposals for health insurance would be mailed in May with the returns being due in June and then the Insurance Consultant would study the same in time to make a recommendation at budget time in June.  
          



  9. Agenda #5 - Claims

    • MINUTE ORDER #141/02:  The County Auditor presented all claims for the review of the Court.  After proper review, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.     


                    (The Court then went into Workshop Session with all present and the only items on their Workshop 
                     Agenda that was discussed was Personnel requests for assistant guardian ad litem position;  BellNET
                     fiber and plans update; SB 7 update on application procedure;  Engineering/road issues;  North and
                     East County Judges and Commissioners' Convention Planning;  and Discussion concerning H.R.
                     Navigator software and maintenance agreement, with no action being taken on any item.)


                   
There being no further business, the meeting adjourned.
