AFTER proper posting of public notice, a copy of which is attached hereto, on this the 29th day of April, A.D. 2002, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #142/02:  It being nine a.m., JUDGE BURROWS called the meeting to order and pointed out to the Court that they had previously received copies of the minutes of April 22, 2002.  He asked if there were any corrections or additions; there being none, the minutes were approved as submitted.   



  2. Agenda #2a - Public Hearing on Traffic Control Devices

    • MINUTE ORDER #143/02:  County Judge BURROWS opened the public hearing  to consider the installation of the following traffic control devices, to-wit:  a) Install a stop sign on Hillside Drive (Hillside Estates) at Old 81;  b) Install a stop sign on South Lake Drive (South Lake Harbor) at West Drive;  c) Install a 55 mph speed limit on South St. Joseph;  d) Install a 50 mph speed limit on Southerland Road from SH 317 to Willow Grove Road;  e) Install a stop sign on Shanklin Lane at Shanklin Road;  f) Install a stop sign on Lakeview Lane at Circle Drive, Lakeview Terrace Subdivision;  and g) Install a yield sign on Terrace Drive at Lakeview Drive, Lakeview Terrace  Subdivision.  He asked if there were any public comments; there being none, the public hearing was closed.  Thereafter, upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER BROWN, the Court unanimously authorized the installation of such traffic control devices.        



  3. Agenda #2b - Satch Addition Subdivision

    • MINUTE ORDER #144/02:   The County Engineer presented the matter of the final approval of Satch Addition Subdivision and stated to the Court that a cashier's check in the amount of $1,173.75 in lieu of a warranty bond or letter of credit had been posted and he recommended the approval of such subdivision.  After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved such subdivision plat and ordered the same filed for record.     



  4. Agenda #2c - Grant Application for City of Belton for Improvements to Quail Meadow Community Park

    • MINUTE ORDER #145/02:  No action was taken on the City of Belton's grant application for improvements to the Quail Meadow Community Park pending further study.   
          



  5. Agenda #2d - Personnel

    • MINUTE ORDER #146/02:    Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER SCHILLER, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.  
          



  6. Agenda #3 - Letter of Commendation to Tim Stevens

    • MINUTE ORDER #147/02:    JUDGE BURROWS read a letter from Mr. Shad Meshad, President of the National Veterans Foundation commending Tim Stevens and his staff at the Expo Center during the George Jones benefit for the National Veterans Foundation held on March 23, 2002, a copy of the same being attached hereto.
          



  7. Agenda #4 - Final Approval of CUC Building Purchase in Austin

    • MINUTE ORDER #148/02:  COMMISSIONER BROWN discussed the purchase of a building in Austin for the Conference of Urban Counties of which Bell County is a member.  He reported that Bell County's prorata share of the cost of the building was $65,536.00 of which $12,000.00 would be returned since Bell County had put up the initial fund in escrow for the building.  After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved the payment of the above funds for the purchase of such building. 
          



  8. Agenda #5 - Consultant Services for Telephone Bids

    • MINUTE ORDER #149/02:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously approved rejecting all bids on the telephone consultant services and rebidding the same to include additional items in such bid package.     



  9. Agenda #6 - Sexually Oriented Business Ordinance

    • MINUTE ORDER #150/02:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved modification to the Sexually Oriented Business Ordinance.  All according to a copy of the same attached hereto and made a part of these minutes.      




  10. Agenda #7 - Population of Texas Ceremony

    • MINUTE ORDER #151/02:  JUDGE BURROWS gave a brief report on the Population Center of Texas Ceremony for May 1, 2002 in Holland, Texas, at ten a.m.   



  11. Agenda #8 - Claims

    • MINUTE ORDER #152/02:  The County Auditor presented all claims for the review of the Court.  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same on record in the office of the County Auditor.     




                    (The Court recessed its meeting until 2 p.m. and went into workshop session to discuss the items on 
                    the workshop agenda with no action being taken on any item and with all members aforementioned
                    in open Court at 2 p.m., the following transpired.)




Agenda #2c - Belton's Grant Application

  • MINUTE ORDER #153/02:   Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously approved participation in the City of Belton's application for a grant for the improvement of Quail Meadows Community Park. r
