AFTER proper posting of public notice, a copy of which is attached hereto, on this the 20th day of May, 2002, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #173/02:  It being nine a.m., JUDGE BURROWS called the meeting to order and called to the Courts attention the fact that they had previously received copies of the minutes of May 13, 2002.  He asked if there were any corrections or additions to the minutes;  there being none, the minutes were approved as submitted.    



  2. Agenda #2a - Circle 85 Subdivision

    • MINUTE ORDER #174/02:  The County Engineer presented the matter of the final plat for the Circle 85 Subdivision and recommended its approval.  Upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER CORTESE, the Court unanimously approved such subdivision and ordered the same filed for record.         



  3. Agenda #2b - Shepherd's Glen Subdivision

    • MINUTE ORDER #175/02:   The matter of Shepherd's Glen Subdivision was tabled pending additional information from the Health Department.      



  4. Agenda #2c - Walnut Creek Estates, Phase III, Section II

    • MINUTE ORDER #176/02:  The County Engineer presented the matter of final plat for Walnut Creek Estates, Phase III, Section II Subdivision and reported to the Court that he had received the letter of credit and therefore recommended its approval.  After due discussion, upon motion of COMMISSIONER STEPHENSON, seconded by COMMISSIONER BROWN, the Court unanimously approved such subdivision and ordered the same filed for record.    
          



  5. Agenda #2d - Personnel

    • MINUTE ORDER #177/02:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.     
          



  6. Agenda #3 - Burn Ban

    • MINUTE ORDER #178/02:  The Court discussed the matter of a burn ban for Bell County with Fire Marshal John Durham.  After due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER SCHILLER, the Court approved the enacting of a burn ban in Bell County beginning at sun-down on Thursday, May 23, 2002, until June 22, 2002, unless revoked by the County Judge in case of sufficient rain.       
          



  7. Agenda #4 - Audit Engagement Letter

    • MINUTE ORDER #179/02:    County Auditor Eakin presented the matter of engaging out-side auditor for the fiscal year ending September 30, 2002 and recommended the employment of Brockway, Gersbach, McKinnon & Niemeier of Temple to perform the outside audit.  After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER SCHILLER, the Court unanimously authorized JUDGE BURROWS to execute on behalf of Bell County the engagement letter for the employment of Brockway, Gersbach, McKinnon & Niemeier of Temple to perform the County's outside audit.  All according to a copy of such letter attached hereto and made a part of these minutes.   
          



  8. Agenda #5 - SB 7 Grant Application

    • MINUTE ORDER #180/02:    Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER SCHILLER, the Court unanimously approved authorizing the County Judge to execute an application on behalf of Bell County for the application for a SB 7 grant from the State of Texas.  All according to a copy of the same attached hereto and made a part of these minutes.   
          



  9. Agenda #6 - Assistant Guardian Ad Litem

    • MINUTE ORDER #181/02:    Mr. Ron Heuss presented the new job description for an Assistant Guardian Ad Litem and the salary range therefore.  After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved such position, the job description, and the salary therefore and approved amending the budget for such new position.   
          



  10. Agenda #7 - Computer Equipment Replacement

    • MINUTE ORDER #182/02:    Mr. Ron Heuss presented the Policy and Procedures for Computer Equipment Replacement.  After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved such policy and procedure, the same being attached hereto.   
          



  11. Agenda #8 - Claims  

    • MINUTE ORDER #183/02:  The County Auditor presented all claims for the review of the Court.  After proper review, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims. All according to a copy of the same being of  record in the office of the County Auditor.     


                    (The Court then went into Workshop Session and discussed only those items listed on such agenda 
                    with no action being taken on the same.)




                   
There being no further business, the meeting adjourned.
