AFTER proper posting of public notice, a copy of which is attached hereto, on
this the 28th day of May, 2002, the County Commissioners Court of Bell County, Texas,
met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the

Agenda #1 - Minutes
MINUTE ORDER #184/02: It being nine
a.m., JUDGE BURROWS called the meeting to order and called
to the Courts attention the fact that they had previously received copies
of the minutes of May 20, 2002. He asked if
there were any corrections or additions to the minutes; there being
none, the minutes were approved as submitted.
Agenda #2a - Personnel
- MINUTE ORDER #185/02: Upon motion of COMMISSIONER
STEPHENSON, seconded by COMMISSIONER
CORTESE, the
Court unanimously approved all employee status report forms, the same
being attached hereto.
Agenda #3 - Participation in Convention
- MINUTE ORDER #186/02: Upon motion of COMMISSIONER
STEPHENSON, seconded by COMMISSIONER BROWN, the
Court unanimously approved the payment of $3,000.00 as participation in
costs for the Host Court Night for the North and East County Judges and
Commissioners' Convention.
Agenda #4 - Cession Deed for Property Leased to
Fort Hood
- MINUTE ORDER #187/02: JUDGE BURROWS presented
the matter of a requested deed of cession from the Department of the
Army. He explained that he had received a request from the
Governor's Office precipitated by the request from the Bell County
Sheriff's Department requesting concurrent jurisdiction with the military
law enforcement for 393 acres of land located in Bell County. The
land being a part of the Belton Lake Outdoor Recreation Area (BLORA) owned
by the U.S. Army Corps of Engineers, but is leased to Fort Hood. The
area is open to military personnel, their dependants, and to the general
public. The land description therefore being attached hereto and
made a part of these minutes. The above referred deed if approved by
the Governor's Office would allow both the military and civilian law
enforcement authorities to handle both civil and criminal matters in the
referred to area; with the military handling military law
enforcement issues and the Sheriff's Department handling civilian law
enforcement issues. After due discussion,
upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER
SCHILLER, the Court unanimously authorized JUDGE BURROWS to
request the Governor of Texas to execute such Deed of Cession for the
above referred and attached property.
Agenda #5 - Claims
- MINUTE ORDER #188/02: The County Auditor presented
all claims for the review of the Court. After proper review, upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all
such claims. All according to a copy of the same being of record in
the office of the County Auditor.
(The Court then went into workshop session to discuss various items as
previously posted with no
action being taken on any item.)
There being no further business, the meeting adjourned.
