this the 3rd day of June, 2002, the County Commissioners Court of Bell County, Texas,
met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the

Agenda #1 - Minutes
MINUTE ORDER #189/02: It being nine
a.m., JUDGE BURROWS called the meeting to order and called
to the Courts attention the fact that they had previously received copies
of the minutes of May 28, 2002. He asked if
there were any corrections or additions, after due amendment the minutes were approved as
amended.
Agenda #2a - Interlocal Agreement with City of
Nolanville
- MINUTE ORDER #190/02: The County Engineer presented
the interlocal agreement with the City of Nolanville for the seal coating
of approximately 2.2 miles of City Streets. After due discussion, upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER SCHILLER, the
Court unanimously approved authorizing JUDGE BURROWS to
execute such interlocal agreement on behalf of Bell County. The same
being attached hereto.
Agenda #2b - Interlocal Agreement with City of
Nolanville regarding HB 1445
- MINUTE ORDER #191/02: The County Engineer
presented the interlocal agreement with the City of Nolanville concerning
the requirements under HB 1445 with respect to approval of Subdivisions
within the ETJ of Nolanville. After due discussion, upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER CORTESE, the Court
unanimously approved authorizing JUDGE BURROWS to execute
such agreement on behalf of Bell County.
Agenda #2c - Abandonment of an Easement in
Tanglewood Subdivision
- MINUTE ORDER #192/02: The County Engineer presented
the matter of the vacation/abandonment of a drainage and utility
easement located between lots 14 and 15 of Tanglewood Subdivision. After due discussion,
upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER
SCHILLER, the Court unanimously approved such abandonment of the
easement between lots 14 and 15 of Tanglewood Subdivision.
Agenda #2d - Personnel
- MINUTE ORDER #193/02: Upon motion of COMMISSIONER
STEPHENSON, seconded by COMMISSIONER SCHILLER, the Court unanimously approved all employee status
report forms, the same being attached hereto and made a part of these
minutes.
Agenda #3 - Burn Ban
- MINUTE ORDER #194/02: The Court, upon the
recommendation of the Fire Marshal's Office left in effect the County's
burn ban until June 22, 2002, unless sufficient rain is received and the
same is lifted.
Agenda #4 - County Auction Report
- MINUTE ORDER #195/02: Mr. Russell
Williams, Assistant County Auditor gave a report (the same being attached
hereto) concerning the County's Auction, held on May 18, 2002. Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER
CORTESE, the Court
unanimously approved such report and ratified all such sales.
Agenda #5 - W.C.I.D. #5
- MINUTE ORDER #196/02: The Court
discussed the matter of the request by W.C.I.D. #5 for the Court to
advertise for request for qualifications for a Management Consultant and
Registered Engineer for the District's Texas Community Development
Program. After due discussion, upon motion of COMMISSIONER
SCHILLER, seconded by COMMISSIONER CORTESE, the
Court unanimously approved authorizing the County Auditor to advertise for
requests for qualifications for Management Consultants and Registered
Engineers for the Texas Community Development Program on behalf of Bell
County W.C.I.D. #5 for a $250,000.00 water system improvement and line
work for such District.
Agenda #6 - GASB 34
- MINUTE ORDER #197/02: The Court
discussed the matter of a policy adopting the Depreciation Approach as the
method for Infrastructure Asset Reporting under GASB 34. After due discussion, upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER STEPHENSON, the
Court unanimously approved such Depreciation Approach.
Agenda #7 - GASB 34
- MINUTE ORDER #198/02: Upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER STEPHENSON, the
Court unanimously approved authorizing the County Auditor to advertise for
request for proposals for consultants for development of a fixed asset
Inventory, Appraisal and Management System under GASB 34.
Agenda #8 - Resolution in Support of Texas Brazos
Trailblazers
- MINUTE ORDER #199/02: Ms. Jackie Mills
of Salado appeared before the Court to present a resolution in support of
Texas Brazos Trailblazers submission of a grant application to the Texas
Historical Commission under the Texas Travel Trail Program regarding the
Brazos Trail. After due discussion, upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER SCHILLER, the
Court unanimously approved the above referred to resolution.
Agenda #9 - Village of Salado's Population
- MINUTE ORDER #200/02: Upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER STEPHENSON, the
Court unanimously approved the endorsement of the Village of Salado's
population analysis figure of 2,353. Such action was at the request
of the Village of Salado since they were not incorporated at the time of
the 2000 census and census figures are required to make grant application,
etc.
Agenda #10 - Central Texas Housing Finance Single
Family Mortgage Revenue Bonds
- MINUTE ORDER #201/02: JUDGE
BURROWS presented the matter of certifications and approvals
regarding the issuance by the Central Texas Housing Finance Corporation of
Single Family Mortgage Revenue Bonds, Series 2002A, in an amount not to
exceed $ 25,000.00. Upon motion of COMMISSIONER STEPHENSON, seconded by COMMISSIONER
BROWN, the
Court unanimously approved the issuance of Series 2002A Single Family
Mortgage Revenue Bonds, by the Central Texas Housing Finance Corporation.
Agenda #11 - Report on Indigent Defense Grant Program
- MINUTE ORDER #202/02: JUDGE
BURROWS gave a report to the Court with respect to the Indigent
Defense Grant Program. He stated that it appeared that Bell County
could receive some $70,000.00 back from such grant. To qualify, you
cannot spend less that you had the preceding year and last year Bell
County spent some $809,000.00 for Indigent Defense.
Agenda #12 - North & East Texas Co Judges and
Commissioner's Convention
- MINUTE ORDER #203/02: JUDGE
BURROWS gave a brief review of the upcoming North and East County
Judges and Commissioners' Convention.
Agenda #13 - Claims
- MINUTE ORDER #204/02: The County Auditor presented
all claims for the review of the Court. Upon
motion of COMMISSIONER BROWN, seconded by COMMISSIONER
CORTESE, the Court unanimously approved all such claims. All
according to a copy of the same on record in the office of the County
Auditor.
(The Court then went into Workshop Session to discuss those items listed
on the Workshop Agenda
with no action being taken.)
