AFTER proper posting of public notice, a copy of which is attached hereto, on this the 10th day of June, A.D. 2002, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #205/02:  It being nine a.m., JUDGE BURROWS called the meeting to order and called to the Courts attention the fact that they had previously received copies of the minutes of June 3, 2002.  He asked if there were any corrections or additions; there being no corrections, the minutes were approved as submitted.    



  2. Agenda #2a - Salado Prairies Subdivision

    • MINUTE ORDER #206/02:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved releasing the letter of credit for the Salado Prairies Subdivision.          



  3. Agenda #2b - Glen Meadows Phase II Subdivision

    • MINUTE ORDER #207/02:   Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER SCHILLER, the Court unanimously approved releasing the performance bond for Glen Meadows Phase II Subdivision.       



  4. Agenda #2c - Killeen E.T.J. Agreement

    • MINUTE ORDER #208/02:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER STEPHENSON, the Court unanimously approved the Interlocal Agreement with the City of Killeen concerning approval of subdivisions in their ETJ.  All according to a copy of the same attached hereto and made a part of these minutes.       
          



  5. Agenda #2d - Mill Creek Courtyard Village Subdivision

    • MINUTE ORDER #209/02:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER STEPHENSON, the Court unanimously approved the final plat of Mill Creek Courtyard Village Subdivision and ordered the same filed for record.     
          



  6. Agenda #2e - Fencing for Dillard Road

    • MINUTE ORDER #210/02:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER STEPHENSON, the Court unanimously approved authorizing the County Engineer to advertise for bids for right of way fencing on Dillard Road and a portion of Amity School Road.        



  7. Agenda #2f - Personnel

    • MINUTE ORDER #211/02:    Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER STEPHENSON, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.   
          



  8. Agenda #3 & #4 - Burn Ban and Fireworks

    • MINUTE ORDER #212/02:   The Court, by consensus, agreed to leave the burn ban in plan and since Bell County does not qualify under the guidelines to pass orders against certain fireworks, no action was required.  
          



  9. Agenda #5 - Senator Fraser's New Aide

    • MINUTE ORDER #213/02:   Mr. Ralph Gower, former aide to Sen. Fraser in Bell County introduced the new aide, Mr. J. Brown.      
          



  10. Agenda #6 - AUSA Proclamation

    • MINUTE ORDER #214/02:    Mr. Ralph Gower, the new incoming AUSA President appeared before the Court to present a proclamation declaring June 12-18 as Association of U.S. Army week in Bell County.  The same being attached hereto.  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved such proclamation.   
          



  11. Agenda #7 - North and East Texas County Judges and Commissioners Conference

    • MINUTE ORDER #215/02:    JUDGE BURROWS thanked all individuals and personnel who participated in the North and East Texas County Judges and Commissioner Conference. 
          



  12. Agenda #8 - Portable and Mobile Radio Maintenance Bid

    • MINUTE ORDER #216/02:    Mr. Russell Williams, Assistant County Auditor, reported that only one bid received for the maintenance of portable and mobile radios and that he would recommend that the bid be rejected due to a non-responsive bid.  Upon motion of COMMISSIONER STEPHENSON, seconded by COMMISSIONER BROWN, the Court unanimously approved rejecting such bid.    
          



  13. Agenda #9 - TxDOT I-35 Meeting

    • MINUTE ORDER #217/02:    JUDGE BURROWS announced that TxDOT would hold a public meeting on Thursday, June 13, 2002, at the EXPO Center from 10 a.m. to 7 p.m.  
          



  14. Agenda #10 - Consolidation of Belton's Birth and Death Records to Bell County Clerk

    • MINUTE ORDER #218/02:    Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER SCHILLER, the Court unanimously approved a resolution approving the consolidation of Bell County and the City of Belton's maintenance of birth and death records, effective July 1, 2002.  All according to a copy of such resolution attached hereto and made a part of these minutes.    
          



  15. Agenda #11 - Claims  

    • MINUTE ORDER #219/02:  The County Auditor presented all claims for the review of the Court.  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims. All according to a copy of the same ON record in the office of the County Auditor.     


                    (The Court then went into workshop session to discuss various items on the workshop agenda 
                    with no action being taken on any item.)




                   
There being no further business, the meeting was adjourned.
