met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the

Agenda #1 - Minutes
MINUTE ORDER #220/02: It being nine
a.m., JUDGE BURROWS called the meeting to order and called
to the Courts attention the fact that they had previously received copies
of the minutes of June 10, 2002. He asked if
there were any corrections or additions to the minutes; there being none, the minutes were approved as
submitted.
Agenda #2 - Telephony and Data Network Consultant
- MINUTE ORDER #221/02: Mr. Russell Williams,
Assistant County Auditor, gave a report concerning the RFP's for telephony
and data network consultant to study the County's telephone needs. After due discussion, upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER STEPHENSON, the
Court unanimously approved, upon the recommendation of Mr. Williams, the
awarding of the RFP to KL Technologies and CACC. Such recommendation
being attached hereto.
Agenda #3 - Bids for Property at 102-104 South East
Street in Belton
- MINUTE ORDER #222/02: The Court discussed the
sale of the property known as the "East Annex" and now placed
with Gregg Davis Properties for sale. It has been reported to the
Court by the Realtor that a bid for such property has been received.
After due discussion, upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER SCHILLER, the Court
unanimously approved the advertising for bids for the sale of such
property.
Agenda #4 - Quarterly Report of County Treasurer
- MINUTE ORDER #223/02: County Treasurer, Charles
Jones, presented his internal management quarterly report as investment
officer for Bell County and after due discussion,
upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER
CORTESE, the Court unanimously approved such report. A copy
of the same being on file in the County Clerk's Office.
Agenda #5 - Extension of IV-D Contract with the
Attorney General's Office
- MINUTE ORDER #224/02: Ms. Shelia Norman, District
Clerk, appeared before the Court to request the extension of the IV-D
contract with the Attorney General's Office. A copy of such report
being attached hereto. After due discussion, upon motion of COMMISSIONER
STEPHENSON, seconded by COMMISSIONER SCHILLER, the Court unanimously approved
the extension of the aforementioned contract to August 31, 2003.
Agenda #6 - Order concerning the keeping of Wild
Animals
- MINUTE ORDER #225/02: The County Attorney, Rick
Miller, presented an Order with respect to the keeping of Wild Animals in
Bell County. After due discussion, upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER SCHILLER, the Court
unanimously approved the replacing of Orders previously passed on
September 2, 1997 and November 19, 2001 with the attached order.
Agenda #7 - Addition to County Clerk's Office
- MINUTE ORDER #226/02: The matter of an
addition to the County Clerk's Office was discussed and upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER
CORTESE, the Court
unanimously approved entering into a contract for a design building with
Baird and Williams at an estimated cost of $68,000.00, subject to approval
of the legality of such contract with the County Attorney.
Agenda #8 - King's Daughters Hospital Association
Financing Resolution
- MINUTE ORDER #227/02: Mr. John Messer,
the County's Attorney for the Health Facilities Corporation, appeared
before the Court to present a Resolution of the Court, approving the
financing or refinancing of a health facility and the incurrence of loans
for the purpose. Authorizing the County Judge to approve the loans
and the project in accordance with Internal Revenue Code Section 147(f),
and to declare the County's current compliance with, and its intention to
comply with, the requirements of Internal Revenue Code Section 265(b), all
in connection with the King's Daughters Hospital Association financing,
Series 2002. After due discussion, upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER STEPHENSON, the
Court unanimously approved such resolution. All according to a copy
of the same attached hereto and made a part of these minutes for all
purposes.
Agenda #9 & #10 - Renewal of Agreement and MOU
with Lone Star Legal Aid
- MINUTE ORDER #228/02: JUDGE
BURROWS presented the matters of a renewal of Agreement with Lone
Star Legal Aid (formerly Central Texas Legal Aid) to process protective
orders for Bell County and the renewal of a Memorandum of Understanding
with Lone Star Legal Aid to provide services as Juvenile Court Magistrates
upon appointment by the Juvenile Court. The Court took no action on
such matters, pending the receipt of further information.
Agenda #11 - Claims
- MINUTE ORDER #229/02: The County Auditor presented
all claims for the review of the Court. After proper review, upon
motion of COMMISSIONER BROWN, seconded by COMMISSIONER
STEPHENSON, the Court unanimously approved all such claims. All
according to a copy of the same being of record in the office of the County
Auditor.
(The Court then went into workshop session to discuss various items on the
workshop agenda
with no action being taken on any items.)
There being no further business, the meeting adjourned.
