AFTER proper posting of public notice, a copy of which is attached hereto, on this the 24th day of June, 2002, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #230/02:  It being nine a.m., JUDGE BURROWS called the meeting to order and called to the Courts attention the fact that they had previously received copies of the minutes of June 18, 2002.  He asked if there were any corrections or additions to the minutes; there being none, the minutes were approved as submitted.    



  2. Agenda #2a - Public Hearing

    • MINUTE ORDER #231/02:  JUDGE BURROWS opened a public hearing to consider the matter of approval of the replat of Lots 2, 3, and 4, in block 3, tract 5 of Seven Coves Subdivision.  He asked if there were any public comments.  The County Engineer reported that he had sent certified mail to all land owners in the Subdivision and had received no complaint on the same.  Mr. Art Ballard, one of the adjacent landowners appeared and stated that he was for the replat of such lots.  There being no further comment the public hearing was closed and thereafter, upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER STEPHENSON, the Court unanimously approved such replat and ordered the same filed for record.       



  3. Agenda #2b - Traffic Control Devices

    • MINUTE ORDER #232/02:   JUDGE BURROWS opened a public hearing on the installation of certain traffic control devices and asked if there were any public comments.  The County Engineer reported to the Court that he had ran an ad with respect to the installation of the following traffic control devices:  1) Install a stop sign on Gnome Lane at Elf Trail, Escarpment Subdivision;  2) Install a Yield sign on Troll Hollow at Elf Trail, Escarpment Subdivision;  3) Install a 30 mph speed limit on George Wilson Road, from the U.S. 190 E Bound Service Road to Dog Ridge Road;  4) Install a 50 mph speed limit on Wheat Road from FM 93 to U.S. 190.  Mr. Macchi reported that he had no objections to such installations.  There being no further comment, JUDGE BURROWS closed such public hearing and thereafter, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved such installation of traffic control devices.      



  4. Agenda #2c - Walnut Creek Estates Phase 3, Section 1

    • MINUTE ORDER #233/02:  The County Engineer presented the matter of the final approval of the amended plat of Walnut Creek Estates, Phase 3, Section 1.  After due discussion, upon motion of COMMISSIONER STEPHENSON, seconded by COMMISSIONER CORTESE, the Court unanimously approved such Subdivision and ordered the same filed for record.       
          



  5. Agenda #2d - Interlocal Agreement with Holland ISD

    • MINUTE ORDER #234/02:  The County Engineer presented the matter of an interlocal agreement with Holland ISD for the prime and seal coating of school parking lots, with Holland ISD paying for materials and the County providing the labor.  After due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously approved authorizing JUDGE BURROWS to execute such agreement on behalf of Bell County.     
          



  6. Agenda #2e - Sale of two Railroad Flatcars

    • MINUTE ORDER #235/02:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously approved authorizing the County Engineer to seek bids for the sale of two railroad flatcars.  After such sale, the funds therefore are to be deposited in Precinct #2 maintenance funds.       



  7. Agenda #2f - Personnel

    • MINUTE ORDER #236/02:    Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.   
          



  8. Agenda #3 - County Clerk's Extension

    • MINUTE ORDER #237/02:   The matter of authorizing the County Auditor to advertise for bids for an addition to the County Clerk's Office was passed due to no action being needed on the same.   
          



  9. Agenda #4 - Additional Investment Pool for Tax Revenue Collections

    • MINUTE ORDER #238/02:   County Treasurer Charles Jones presented a Resolution to allow the investing of Tax Revenue Collections in the MBIA (Municipal Investors Service Corporation).  After due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER SCHILLER, the Court unanimously approved using MBIA as an additional investment pool for tax revenue collections and approved the following authorized signatories, to-wit:  Charles E. Jones, County Treasurer; Melissa T. Vrabel, Assistant County Treasurer;  and Elizabeth Urubek, Accounting Clerk.  All according to such resolution attached hereto and made a part of these minutes for all purposes.      
          



  10. Agenda #5 - Protective Order Agreement

    • MINUTE ORDER #239/02:   Mr. Nick Sernia with Lone Star Legal Aid (formerly Central Texas Legal Aid) appeared before the Court to discuss the renewal of the Agreement between Bell County and the Lone Star Legal Aid to the processing of protective orders.  After due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER STEPHENSON, the Court unanimously approved authorizing JUDGE BURROWS to execute such agreement on behalf of Bell County.  All according to a copy of the same attached hereto and made a part of these minutes.       
          



  11. Agenda #6 - Memorandum of Understanding

    • MINUTE ORDER #240/02:   Mr. Nick Sernia with Lone Star Legal Aid appeared before the Court to discuss the renewal of a Memorandum of Understanding with Lone Star Legal Aid to provide services as Juvenile Court Magistrates.  After due discussion, upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER STEPHENSON, the Court unanimously approved authorizing JUDGE BURROWS to execute such agreement on behalf of Bell County, subject to approval by the Juvenile Court.  All according to a copy of the same attached hereto and made a part of these minutes.      
          



  12. Agenda #7 - Burn Ban

    • MINUTE ORDER #241/02:   Mr. John Durham, Fire Marshal, appeared before the Court to discuss the implementing of an addition 30 day extension of the burn ban in Bell County.  He stated that he had polled the Fire Chief's Association and they were in agreement with such action.  Thereafter, upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER STEPHENSON, the Court unanimously approved effective June 24, 2002, the extension of such burn ban for 30 days.      
          



  13. Agenda #8 - Claims  

    • MINUTE ORDER #242/02:  The County Auditor presented all claims for the review of the Court.  After proper review, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims. All according to a copy of the same being of record in the office of the County Auditor.     


                    (The Court then went into workshop session to discuss various items on the workshop agenda 
                    with no action being taken on any items.)
