AFTER proper posting of public notice, a copy of which is attached hereto, on this the23rd day of July, 2002, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #260/02:  It being nine a.m., JUDGE BURROWS called the meeting to order and called  to the Courts attention the fact that they had previously received copies of the minutes of July 8, 2002.  He asked if there were any corrections or additions to the minutes; there being none, the minutes were approved as submitted.   



  2. Agenda #2a - Traffic Control Devices

    • MINUTE ORDER #261/02:   Upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER CORTESE, the Court unanimously approved the installation of a stop sign on Moffat Road at Water Supply Road; and the installation of a 40 mph speed limit on Stinnet Mill Road from East Amity Road to 0.5 miles south.       



  3. Agenda #2b - Camp Creek Estates Subdivision

    • MINUTE ORDER #262/02:  Upon motion of  COMMISSIONER SCHILLER, seconded by COMMISSIONER STEPHENSON, the Court unanimously approved the final plat for Camp Creek Estates Subdivision and ordered the same filed for record.       
          



  4. Agenda #2c - Maintenance Letter of Credit for Shiloh Terrace, Windy Hill Ranch, etc.

    • MINUTE ORDER #263/02:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER SCHILLER, the Court unanimously approved the releasing of the maintenance/warranty bonds/letters of credit for Shiloh Terrace, Windy Hill Ranch and Hillside Estates Phase III.     
          



  5. Agenda #2d - Shaw Valley Subdivision

    • MINUTE ORDER #264/02:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER SCHILLER, the Court unanimously approved the final plat of Shaw Valley Subdivision and ordered the same filed for record.   

           


  6. Agenda #2e - Bids on two railroad flatcars

    • MINUTE ORDER #265/02:  The County Engineer presented the matter of the three bids on two railroad flatcars and recommended the awarding of such sale to Dean Mikeska in the amount of $3,250.00 with such funds to be returned to Precinct #2 Maintenance Fund.  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER STEPHENSON, the Court unanimously approved such action.   

           


  7. Agenda #2f - Personnel

    • MINUTE ORDER #266/02:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER STEPHENSON, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.    

           


  8. Agenda #4 - Sale of County Property known as "East Annex"

    • MINUTE ORDER #267/02:  JUDGE BURROWS presented the matter of the sale, by sealed bid, of the County's property located on East Street in Belton known as the "East Annex."  He reported that the only bid received was from Nancy Brown.  After due discussion, upon motion of COMMISSIONER STEPHENSON, seconded by COMMISSIONER SCHILLER, the Court unanimously approved acceptance of such bid and authorized JUDGE BURROWS to proceed with the closing of the sale of such property on behalf of Bell County.  

           


  9. Agenda #5 - Architect for County Clerk Addition

    • MINUTE ORDER #268/02:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER STEPHENSON, the Court unanimously approved entering into negotiations with the Lewis Design Group for the designing of the addition to the County Clerk's Office at 550 East 2nd Avenue in Belton, Texas.   

           


  10. Agenda #6 - Firm for the fixed asset inventory, appraisal and database

    • MINUTE ORDER #269/02:  Upon motion of JUDGE BURROWS, seconded by COMMISSIONER CORTESE, the Court unanimously approved entering into negotiations with the firm of Fugro-Bro., Inc. for the supplying of a fixed asset inventory, appraisal and database for the Road and Bridge Department.   

           


  11. Agenda #7 - Vacancy on Brazos G. Regional Water Planning Group

    • MINUTE ORDER #270/02:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER SCHILLER, the Court unanimously approved the nomination of JUDGE BURROWS to fill the vacancy on the Brazos G. Regional Water Planning Group.   

           


  12. Agenda #8 - Award to HR Director Ron Heuss

    • MINUTE ORDER #271/02:  JUDGE BURROWS announced the section of Human Resources Director Ron Heuss for recognition by the Texas Association of Counties Leadership Foundation for County Best Practices Award for the Supervision 101 course he developed and presented to County Supervisors.   

           


  13. Agenda #9 - Claims

    • MINUTE ORDER #272/02:   The County Auditor presented all claims for the review of the Court.  After proper review, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER STEPHENSON, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor. 
          


                    (The Court then went into workshop session to discuss those items listed on such agenda 
                    with no action being taken on any matter.)




                   
There being no further business, the meeting adjourned.
