met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the

Agenda #1 - Minutes
- MINUTE ORDER #283/02: It being nine a.m., JUDGE BURROWS
called the meeting to order and called to the Courts attention
the fact that they had previously received copies of the minutes of July
23 and August 5, 2002. He asked if there were any corrections or
additions to the minutes; there being none, the minutes were approved as
submitted.
Agenda #2a - Mill Creek Springs, Phase III
Subdivision
- MINUTE ORDER #284/02: Upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER SCHILLER, the Court
unanimously approved the preliminary plat for Mill Creek Springs, Phase
III, a 25 lot 16.931 acre development in the ETJ of the Village of Salado.
Agenda #2b - Contract with Fugro-Bre
- MINUTE ORDER #285/02: The County Engineer presented
the matter of entering into a contract with Fugro-Bre to collect distress
data and determine a pavement condition index for the County's paved
roads, in the approximate amount of $41,380.00, being Task I of the
proposed contract. After due discussion, upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER STEPHENSON, the Court unanimously
authorized JUDGE BURROWS to execute such contract on behalf
of Bell County, Texas, and further authorized the amendment of the
County Engineer's budget to pay for such contract.
Agenda #2c - Culp Addition, Unit One Subdivision
- MINUTE ORDER #286/02: Upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER SCHILLER, the Court unanimously approved
the final plat for Culp Addition, Unit One Subdivision and ordered the
same filed for record.
Agenda #2d - Personnel
- MINUTE ORDER #287/02: Upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER STEPHENSON, the Court unanimously approved
all employee status report forms, the same being attached hereto and made
a part of these minutes.
Agenda #3 - Report concerning West Nile Virus
- MINUTE ORDER #288/02: Mr. Wayne Farrell, Director of
the Bell County Health Department gave an extensive report to the Court
concerning the status of the West Nile Virus issue in Bell County and
steps to take to reduce risks.
Agenda #4 - Black Mold Program
- MINUTE ORDER #289/02: Ms. Linda Fuchs reported to
the Court that the Texas Cooperative Extension Services were giving a
Black Mold Program at the Bell County EXPO Center at 7 p.m., Monday,
August 19, 2002.
Agenda #5 - Interlocal Agreement with CTCOG for
9-1-1 Addressing
- MINUTE ORDER #290/02: The Court discussed the matter
of the renewal of an Interlocal Agreement with the Central Texas Council
of Governments for the Database Maintenance for 9-1-1 addresses for FY
2003. After due discussion, upon motion of COMMISSIONER
STEPHENSON, seconded by COMMISSIONER BROWN, the Court unanimously approved
authorizing JUDGE BURROWS to execute such Agreement on
behalf of Bell County. All according to a copy of the same attached
hereto and made a part of these minutes.
Agenda #6 - Contract with SBI and Company
- MINUTE ORDER #291/02: Upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER STEPHENSON, the Court unanimously approved
a Statement of Work Amendment with SBI and Company to add or clarify
support services for CarteGraph Project Management, Fixed Asset System,
and Policies and Procedures, and Indigent Healthcare. t
Agenda #7 - Optional CIHCP Services for the County's
Indigent Health Care Program
- MINUTE ORDER #292/02: Ms. Rita Kelley of the
County's Indigent Health Care Program appeared before the Court to discuss
optional CIHCP Services for the County's Indigent Health Care
Program. Ms Kelley suggested that the County remove dental and
ambulance service from such Service and continue with the remainder of
such service. After due discussion, upon motion of COMMISSIONER
SCHILLER, seconded by COMMISSIONER CORTESE, the Court unanimously approved
the remaining guidelines and authorized JUDGE BURROWS to
sign on behalf of Bell County.
Agenda #8 - Interlocal Agreement with City of Temple
concerning Voter Files
- MINUTE ORDER #293/02: The Court discussed the matter
of approval of a one-year Interlocal Agreement with the City of Temple for
Bell County to develop computer software to process and maintain records
regarding early voting and to allow Temple to use Bell County's fiber optic
network to access these programs and the data related thereto. After
due discussion, upon motion of COMMISSIONER CORTESE, the
Court unanimously approved authorizing JUDGE BURROWS to
execute such Agreement on behalf of Bell County. All according to a
copy of the same being attached hereto and made a part of these minutes.
Agenda #9 - Appointment to Central Counties MHMR
- MINUTE ORDER #294/02: JUDGE BURROWS presented
the matter of the appointment of Dr. Louella Tate of Killeen to the
Board of Central Counties MHMR Board and moved for her appointment; COMMISSIONER
STEPHENSON seconded such motion. The motion passed
unanimously.
Agenda #10 - Claims
- MINUTE ORDER #295/02: The County Auditor presented
all claims for the review of the Court. After proper review, upon
motion of COMMISSIONER BROWN, seconded by COMMISSIONER
CORTESE, the Court
unanimously approved all such claims. All according to a copy of the
same being of record in the office of the County Auditor.
(The Court then went into workshop session to discuss the matters on the
workshop agenda
with no action being taken on any matter.)
Agenda #11 - Executive Session
- MINUTE ORDER #296/02: In accordance with Section
551.074 of the Texas Government Code, the Court went into Executive Session
at 12:44 p.m. to discuss personnel with no action being taken on any matter
and recessed it's meeting at 12:50 p.m.
There being no further business, the meeting adjourned.
