AFTER proper posting of public notice, a copy of which is attached hereto, on this the 26th day of August, 2002, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #308/02:  JUDGE BURROWS called the meeting to order at nine a.m. and called to the Courts attention the fact that they had previously received copies of the minutes of August 19, 2002.  He asked if there were any corrections or additions; the minutes were approved as corrected. 



  2. Agenda #2a - Public hearing concerning traffic control Devices

    • MINUTE ORDER #309/02:   JUDGE BURROWS opened the public hearing for the installation of certain traffic control devices.  He asked if there were any public comments;  there being none, the public hearing was closed.  Thereafter, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER SCHILLER, the Court unanimously approved the installation of the following  traffic control devices, to-wit:  1) Installation of a 30 mph speed limit on Shiloh Terrace, Bremond, Grace and Rosemont, all in Shiloh Terrace Subdivision;  2) Install a YIELD sign on Pointer Street at Airedale, for east-bound traffic.     



  3. Agenda #2b - Vacation/Abandonment of a portion of Wells Lane

    • MINUTE ORDER #310/02:  The matter of the vacating/abandoning of a portion of Wells Lane and the acceptance the road and right of way for the new connection of Wells Lane to FM 2843 was discussed.  JUDGE BURROWS pointed out that a public hearing had previously been held on this matter, but he would still allow anyone present to make comments on the same.  After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER STEPHENSON, the Court unanimously approved the abandonment of Wells Lane and the acceptance of the new right of way for the re-routing of Wells Lane to State standards into FM 2843.  All according to a copy of such plat attached hereto and made a part of these minutes for all purposes.       
          



  4. Agenda #2c - Amending the Plat of Salado Prairies Subdivision

    • MINUTE ORDER #311/02:  The County Engineer presented the matter of the amending of the plat of Salado Prairies and after due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER SCHILLER, the Court unanimously approved such amendment to the Salado Prairies Subdivision and ordered the same filed for record. 
          



  5. Agenda #2d - Construction Bond for Hidden Springs Subdivision

    • MINUTE ORDER #312/02:  The County Engineer presented the matter of the releasing of the $827,610.00 construction bond for Hidden Springs Subdivision and the posting of an $87,590.00 maintenance bond and recommended its approval.  Thereafter, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER SCHILLER, the Court unanimously approved the release of such construction bond and the posting of the aforementioned maintenance bond for the Hidden Springs Subdivision. 
          



  6. Agenda #2e - Renaming of Griffin Drive

    • MINUTE ORDER #313/02:  The County Engineer reported to the Court that an incident had occurred due to a street name being duplicated in the southwest Bell County area of 911.  This matter had been called to his attention by 911 and they recommended that the street name of Griffin Drive be changed to Hope Drive.  After due discussion, by consensus, the matter was tabled pending further information with respect to notification of the individuals living on Griffin Drive. 
          



  7. Agenda #3 - County Treasurer's Quarterly Report

    • MINUTE ORDER #314/02:  Mr. Charles Jones, County Treasurer, in accordance with the laws governing such matters made his quarterly report of the interest earned by Bell County Funds, a copy of the same being on file in the office of the County Clerk.  
          



  8. Agenda #2h - Personnel

    • MINUTE ORDER #315/02:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER SCHILLER, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.      
          



  9. Agenda #2e - Reconsideration of the Renaming of Griffin Drive

    • MINUTE ORDER #316/02:  COMMISSIONER BROWN reported to the Court that he had checked with CTCOG and that they would notify the individuals living on Griffin Drive of any changes made to their Street name.  Thereafter, upon motion of COMMISSIONER STEPHENSON, seconded by COMMISSIONER BROWN, the Court  unanimously approved the renaming of Griffin Drive to Hope Drive.     
          



  10. Agenda #2f - Ryan Addition Preliminary Plat

    • MINUTE ORDER #317/02:  After presentation by the County Engineer, on motion of  COMMISSIONER BROWN, seconded by COMMISSIONER STEPHENSON, the Court unanimously approved the preliminary plat of Ryan Addition Subdivision.   
          



  11. Agenda #2g - Preliminary Plat of Diana Addition

    • MINUTE ORDER #318/02:  After presentation by the County Engineer, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER SCHILLER, the Court unanimously approved the preliminary plat of Diana Addition Subdivision. 
          



  12. Agenda #4 - Change of Killeen Polling Place

    • MINUTE ORDER #319/02:  No action was taken on the matter of changing the previously approved polling places within the City of Killeen at the present time until further study is done.        
          



  13. Agenda #5 - Award to HR Director Ron Heuss

    • MINUTE ORDER #320/02:  JUDGE BURROWS recognized Bell County's HR Director Ron Heuss for his receiving the Texas Association of Counties Best Practices Invitation Award for his training program "Supervision 101" course given to Bell County Supervisors.      
          



  14. Agenda #6 - Bell County FY 2002-2003 Budget

    • MINUTE ORDER #321/02:  JUDGE BURROWS presented the matter of the County's FY 2002-03 budget and after due discussion, upon motion of COMMISSIONER STEPHENSON, seconded by COMMISSIONER BROWN, the Court unanimously approved the County's FY 02-03 budget; a copy of the same being of record in the County Clerk's Office.    
          



  15. Agenda #7 - Soil Testing for the Bell County Museum and the Guffey Building

    • MINUTE ORDER #322/02:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously approved the awarding of a contract to Fisher Haygood for soil testing at the Bell County Museum and the Guffey Building. r      
          



  16. Agenda #8 - Renewal of Child Protective Services Contract

    • MINUTE ORDER #323/02:  Upon motion of COMMISSIONER STEPHENSON, seconded by COMMISSIONER BROWN, the Court unanimously approved the renewal of the Staff Contribution  contract with the Texas Department of Protective and Regulatory Services for child protective services, effective September 1, 2002 to August 31, 2003, in the amount of $57,814.00; all according to a copy of the same attached hereto and made a part of these minutes.     
          



  17. Agenda #9 - Texas Community Development Program Grant Application

    • MINUTE ORDER #324/02:  (Commissioner Brown recused himself in the matter of the Grant Application due to his position on the CTCOG Review Board).  Mr. Steve Kirbo appeared before the Court to present the matter of the County's approval of a resolution authorizing the submission of a 2003-2004 Texas Community Development Program grant application on behalf of Bell County W.C.I.D. #5.  After due discussion, upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER CORTESE (with Commissioner Brown abstaining), the Court unanimously approved such resolution for the submission of such grant application.   
          



  18. Agenda #10 - Texas Community Development Grant

    • MINUTE ORDER #325/02:  (Commissioner Brown recused himself in such matter due to his membership on the CTCOG Review Board of such grants).  The matter of a resolution of intent to employ an engineer and management consultant for the 2003-04 Texas Community Development Program on behalf of the Bell County W.C.I.D. #5 was discussed and after due discussion, upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER CORTESE, the Court unanimously approved such resolution; all according to a copy of the same attached hereto and made a part of these minutes.    
          



  19. Agenda #11 - Requests for Qualifications for Architects

    • MINUTE ORDER #326/02:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously authorized the advertising for requests for qualifications for architects for the jail and District Courts Building expansion/renovation.   
          



  20. Agenda #12 - Claims

    • MINUTE ORDER #327/02:  The County Auditor presented all claims for the review of the Court.  After proper review, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.    


             (The Court then went into workshop session to discuss those items on the Workshop Agenda 
              with no action being taken on any matter.)

                    There being no further business, the meeting adjourned.
