Agenda #0 - Burn Ban discussion
- MINUTE ORDER #330/02: (Prior to the meeting being
called to order the Judge Burrows requested Mr. Hal Pagel of the Fire
Marshal's Department to give a report concerning the burn ban situation in
Bell County. After such report JUDGE BURROWS reported that an
emergency meeting notice had been posted to consider the instigating of a
burn ban for eleven a.m.)
Agenda #1 - Minutes
- MINUTE ORDER #331/02: It being nine a.m., JUDGE BURROWS
called the meeting to order and called to the Courts attention
the fact that they had previously received copies of the minutes of August
26 and 28, 2002. He asked if there were any corrections or
additions to the minutes; there being none, the minutes were approved as
submitted.
Agenda #2a - Advertise for Fencing on Franklin Road
- MINUTE ORDER #332/02: Upon motion of COMMISSIONER
SCHILLER, seconded by COMMISSIONER BROWN, the Court
unanimously approved authorizing the County Engineer to advertise for bids
for fencing for the right of way fencing on Franklin Road.
Agenda #2b - Interlocal Agreement with Rogers ISD
- MINUTE ORDER #333/02: Upon motion of COMMISSIONER
SCHILLER, seconded by COMMISSIONER BROWN, the Court unanimously
approved authorizing the County Engineer to execute an Interlocal
Agreement with Rogers ISD for the seal coating of approximately 9,300
square yards of their parking lot.
Agenda #2c - Addition to annual Work Plan
- MINUTE ORDER #334/02: Upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER SCHILLER, the Court unanimously approved
adding to the annual work plan for the Road and Bridge Department (Precinct
#2) the right of way acquisition on Lindemann Road from
Gooseneck Road to Kelsoville Road.
Agenda #2d - Fencing for Crows Ranch and Eagle Nest
Roads
- MINUTE ORDER #335/02: Upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER STEPHENSON, the Court unanimously
authorized the advertising for bids for approximately 34 thousand feet of
fencing for Crows Ranch and Eagle's Nest Roads with such payments being
made from Precincts numbered two and four Maintenance Funds.
Agenda #2e - Abandonment of Easements between Lots
577 and 578 - Tanglewood Subdivision
- MINUTE ORDER #336/02: Upon motion of COMMISSIONER
SCHILLER, seconded by COMMISSIONER BROWN, the Court
unanimously approved the abandonment of the drainage and utility easements
between lots 577 and 578 of Tanglewood Subdivision. All according to
a copy of such easement attached hereto and made a part of these
minutes.
Agenda #2f - Personnel
- MINUTE ORDER #337/02: Upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER STEPHENSON, the Court unanimously approved
all employee status report forms, the same being attached hereto and made
a part of these minutes.
Agenda #3 - Killeen Polling Places
- MINUTE ORDER #338/02: Upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER STEPHENSON, the
Court unanimously approved deferring any action on the relocating of the
Killeen Polling Places until after the November General Election and
further research on such locations.
Agenda #4 - Agreement with Lewis Design Group
- MINUTE ORDER #339/02: Upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER BROWN, the
Court unanimously approved an agreement with Lewis Design Group for
Architectural Services for the addition to the County Clerk's Office in
the amount of $1800.00.
Agenda #5 - Audit Report of Narcotics Task Force
- MINUTE ORDER #340/02: Upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER SCHILLER, the Court unanimously approved
the audit report of proceeds of Criminal Asset Forfeitures of the Central
Texas Narcotics Task Force.
Agenda #6 - Summary of Equitable Sharing Activity of
Narcotics Task Force
- MINUTE ORDER #341/02: Upon motion of COMMISSIONER
SCHILLER, seconded by COMMISSIONER BROWN, the Court unanimously approved
the federal annual certification report on summary of equitable sharing
activities of the Central Texas Narcotics Task Force. The same being
attached hereto.
Agenda #7 - Memorandum of Understanding with TxDOT
- MINUTE ORDER #342/02: Upon motion of COMMISSIONER
STEPHENSON, seconded by COMMISSIONER CORTESE, the
Court unanimously approved a Memorandum of Understanding with TxDOT
relating to the ITS Deployment Program by and among the Texas Department
of Transportation; City of Hillsboro; City of Waco; McLennan County; Hill
County; Bell County; Fort Hood; Baylor University; Waco MPO; and the
Killeen Temple Urban Transportation Study (KTUTS). A copy of the same
being attached hereto and made a part of these minutes.
Agenda #8 - Sheriff's Report Concerning Telephone
Reimbursement
- MINUTE ORDER #343/02: Sheriff Smith reported to the
Court that the Evercom Phone contract had been audited by the Company and
the audit reflected that Bell County was owed an additional $109,426.46
which has now been remitted to the County.
Agenda #9 - Discussion of Agriculture Disaster Area
- MINUTE ORDER #344/02: Judge Burrows announced
that Bell County was now eligible to apply for low-interest emergency
loans due to being contiguous to a County declared an Agriculture Disaster
Area.
Agenda #10 - Appointment to MH/MR Board
- MINUTE ORDER #345/02: Upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER SCHILLER, the Court unanimously approved
the confirmation of Douglas Smith of Coryell County to the MH/MR Board of
Trustees.
Agenda #11 - Claims
- MINUTE ORDER #346/02: The County Auditor presented
all claims for the review of the Court. After proper review, upon
motion of COMMISSIONER BROWN, seconded by COMMISSIONER
CORTESE, the Court
unanimously approved all such claims. All according to a copy of the
same being of record in the office of the County Auditor.
(The Court then went into workshop session
in the Conference Room for the Court to discuss
those
items on the Workshop Agenda.
The Court then went into emergency session at eleven a.m. with
all members aforementioned present
in open Court, the following transpired.)
Agenda #1 - Burn Ban
- MINUTE ORDER #347/02: Upon motion of COMMISSIONER
BROWN, seconded
by COMMISSIONER CORTESE, the Court unanimously approved the
instigating of a 30 day burn ban with the authority for the County Judge to
lift the same for 72 hours if it were to rain. The ban to begin at
sundown today for 30 days.
There being no further business, the meeting adjourned.
