AFTER proper posting of public notice, a copy of which is attached hereto, on this the 30th day of September, 2002, A.D. the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #374/02:  It being nine a.m., JUDGE BURROWS called the meeting to order and called to the Courts attention that fact that they had previously received copies of the minutes of September 23, 2002.  He asked if there were any corrections or additions, there being no corrections, the minutes were approved as submitted.  



  2. Agenda #2a - Traffic Control Devices

    • MINUTE ORDER #375/02:   JUDGE BURROWS opened a public hearing for the installation of the following traffic control devices, to-wit:  1) Install a YIELD sign on Deed Run at Creek Place Drive, Creek Place Subdivision;  2) Install a STOP sign for North-bound traffic on Shallowford Road at the Shallowford-Shallowford West intersection;  3) Install a STOP sign on Olde Oaks Drive (Hartrick Estate Subdivision) at Hartrick Bluff Road;  4) Install a STOP sign on Carriage Road at Cart Road, Moffat Springs Subdivision;  5) Install a 30 MPH speed limit on Jay Line Drive; 6) Install a 50 MPH speed limit on Cedar Valley Road from Stillman Valley to Crows Ranch Road; and 7) Install a 50 MPH speed limit on Stillman Valley Road from FM 2484 to Cedar Valley Road.  He asked if there were any public comments; there being none, JUDGE BURROWS closed the public hearing and thereafter, upon motion of  COMMISSIONER STEPHENSON, seconded by COMMISSIONER CORTESE, the Court unanimously approved the installation of all such traffic control devices.      



  3. Agenda #2b - Bids on Fencing on Franklin Road

    • MINUTE ORDER #376/02:  The matter of awarding the bids for the construction of right of way fencing on Franklin Road was tabled pending the determination of whether or not the low bidder, P & C Construction, has Workmen's Compensation Insurance.    
          



  4. Agenda #2c - Regatta Oaks Subdivision

    • MINUTE ORDER #377/02:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER SCHILLER, the Court unanimously approved the final plat of Regatta Oaks Subdivision subject to the receipt of escrow documents from the developer. 
          



  5. Agenda #2d - Ivey-Sawyer Subdivision

    • MINUTE ORDER #378/02:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously approved the final plat of Ivey-Sawyer Subdivision and ordered the same filed for record.  
          



  6. Agenda #2e - Personnel

    • MINUTE ORDER #379/02:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER STEPHENSON, the Court unanimously approved all employee status report forms, the same being attached hereto.      
          



  7. Agenda #3 - Texas Family Business of the Year Award

    • MINUTE ORDER #380/02:  The matter of recognizing Cochran, Blair & Potts for being one of seven winners in the Texas Family Business of the Year Awards and for being the oldest family owned business in Texas was passed due to the inability of the Potts Family being unable to attend the Court meeting. 
          



  8. Agenda #4 - Burn Ban

    • MINUTE ORDER #381/02:  Upon the recommendation of Mr. Hal Pagel of the Fire Marshal's Office, on motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER STEPHENSON, the Court unanimously approved the passing of a 30 day burn ban for Bell County.  All according to a copy of the same being attached hereto and made a part of these minutes.  
          



  9. Agenda #5 - Appointment to Hill Country Transit Board

    • MINUTE ORDER #382/02: Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously approved appointing JUDGE BURROWS to the Hill Country Transit Board. 



  10. Agenda #6 - Appointment to Bell County Health District Board

    • MINUTE ORDER #383/02: Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER SCHILLER, the Court unanimously approved the following appointments to the Bell County Health District Board, to-wit:  Dr. Lee Erwin as a Bell County appointee from Killeen and Dr. Lucia M. Tipton from Belton.



  11. Agenda #7 - Agreements for Collection of Fines and Fees

    • MINUTE ORDER #384/02: Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously approved a contract for Court fines and fees collection services between Bell County and Linebarger, Goggan, Blair, Pena and Sampson and  an Interlocal Cooperation Contract between Bell County and the Texas Department of Public Safety to implement the provision of the Texas Transportation Code Chapter 706, and authorized JUDGE BURROWS to execute such contract on behalf of Bell County; all according to a copy of such agreements attached hereto and made a part of these minutes.  



  12. Agenda #8 - Mail Ballot Procedures

    • MINUTE ORDER #385/02: The County Clerk gave a report of the handling of those applications for ballot by mail that had been printed with the incorrect address of the Clerk's Office.  Each of those application, by law, had to be disqualified because of the incorrect address and a new application sent to each voter.  Since the Republican State Party had printed the application incorrectly, they have agreed to reimburse Bell County for the additional expense. 



  13. Agenda #9 - Claims

    • MINUTE ORDER #386/02:  The County Auditor presented all claims for the review of the Court.  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same on record in the office of the County Auditor.    


             (The Court then went into workshop session with discussions being had on those items of  
              business on the workshop agenda with no action being taken on any item.)



            There being no further business, the meeting adjourned.
