AFTER proper posting of public notice, a copy of which is attached hereto, on this the 15th day of October, A.D. 2002, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #385/02:  It being nine a.m., JUDGE BURROWS called the meeting to order and called to the Courts attention the fact that they had previously received copies of the minutes of October 7, 2002.  He asked if there were any corrections or additions to the minutes; there being none, the minutes were approved as submitted.



  2. Agenda #2a - A subdivision in Miguel Davilla Survey

    • MINUTE ORDER #386/02:   Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER SCHILLER, the Court unanimously approved the final plat of a subdivision of 6.674 acres in the Miguel Davilla Survey off of FM 2268 and ordered the same filed for record.       



  3. Agenda #2b - Bid for Asphalt Distributor

    • MINUTE ORDER #387/02:   Upon the recommendation of the County Engineer, upon motion of COMMISSIONER STEPHENSON, Court unanimously approved the awarding of the bid for the asphalt distributor to Conley Lott Nichols in the amount of $113,257.65.  Such written recommendation of the County Engineer being attached hereto and made a part of these minutes.       



  4. Agenda #2c - Renaming of Roads

    • MINUTE ORDER #388/02:   Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved renaming Oak Vista to Shady Oaks and Creekview Drive to East Creekview Drive in the Hidden Springs, Section One Subdivision.        



  5. Agenda #2d - Hidden Springs, Section Two Subdivision

    • MINUTE ORDER #389/02:   Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER STEPHENSON, the Court unanimously approved the final plat of Hidden Springs, Section Two Subdivision and ordered the same filed for record.       



  6. Agenda #2e - Windy Hill Ranch Subdivision

    • MINUTE ORDER #390/02:   Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER STEPHENSON, the Court unanimously approved the replat of Windy Hill Ranch Subdivision and ordered the same filed for record.       



  7. Agenda #2f - Personnel

    • MINUTE ORDER #391/02:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER STEPHENSON, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.     
          



  8. Agenda #3 - Burn Ban

    • MINUTE ORDER #392/02:  The Court reviewed the status of the burn ban in Bell County and after due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously approved lifting the Bell County Burn Ban until further notice. 
          



  9. Agenda #4 - Annual Report from Bell County Child Welfare Board

    • MINUTE ORDER #393/02:  Mrs. Barbara Keetch, Chairman of the Bell County Child Welfare Board appeared before the Court to give a report of the activities of the Bell County Child Welfare Board, the same being attached hereto and made a part of these minutes.       
          



  10. Agenda #5 - Contract with Kerr County for MH/MR

    • MINUTE ORDER #394/02:  JUDGE BURROWS presented the matter of an Interlocal Agreement with Kerr County for Mental Health, Mental Retardation and Chemical Dependency Commitment Hearings and Psychoactive Medication Hearings at Kerrville State Hospital for Bell County residents being treated in State Hospital in Kerr County.  After due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously authorized JUDGE BURROWS to execute such Agreement on behalf of Bell County. 
          



  11. Agenda #8 - Indigent Defense Grant Application

    • MINUTE ORDER #395/02:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER STEPHENSON, the Court unanimously approved the submission for a 2002-2003 Indigent Defense Grant Application.      
          



  12. Agenda #9 - Authority to bid Vehicles

    • MINUTE ORDER #396/02:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously approved advertising for bids for all Bell County Departments for their FY 02-03 budgeted vehicles for various departments.      
          



  13. Agenda #10 - HIPAA Implementation Consultant

    • MINUTE ORDER #397/02:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved the employment of a consultant for the HIPAA Extension Request and for the Implementation of such HIPAA program in the approximate amount of some $4000.00. 
          



  14. Agenda #11 - Claims

    • MINUTE ORDER #398/02:  The County Auditor presented all claims for the review of the Court.  After proper review, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.    


             (The Court then went into executive session under Section 551.071, et seq of the Texas Government 
              Code to discuss pending litigation under Section 551.071 and Real Property under Section 551.072
             with no action being taken on any matter.)
            (The Court then went into workshop session to discuss those items on the Workshop Session Agenda
              with no action being taken on any matter.)


            There being no further business, the meeting adjourned.
