OCTOBER  21, 2002


AFTER proper posting of public notice, a copy of which is attached hereto, on this the 21st day of October, A.D. 2002, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #399/02:  It being nine a.m., JUDGE BURROWS called the meeting to order and waived presentation of the minutes of October 15, 2002, at the present time. 



  2. Agenda #3 - Potts Family Award

    • MINUTE ORDER #400/02:   JUDGE BURROWS recognized the Potts family of Belton for their selection of Cochran, Blair & Potts as one of seven winners in the Texas Business of the Year Awards and for being the oldest family owned business in Texas.      



  3. Agenda #2a - Annual Road and Bridge Department Bids

    • MINUTE ORDER #401/02:  The County Engineer presented his recommendations for the awarding of bids for the purchase of crushed Limestone Base, Reinforcing steel, corrugated metal culverts and oil & grease, such recommendations being attached hereto and made a part of these minutes.  After due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER SCHILLER, the Court unanimously approved all recommendations for the awarding of bids by the County Engineer.    
          



  4. Agenda #6 - Update on the West Nile Virus

    • MINUTE ORDER #402/02:  Mr. Wayne Farrell, Executive Director of the Bell County Health Department and Mr. James Davis of the County Extension Service gave a report to the Court concerning the West Nile Virus in Bell County.
          



  5. Agenda #4 - MOU with Killeen ISD

    • MINUTE ORDER #403/02:  JUDGE BURROWS presented the matter of the annual Memorandums of Understanding with the Killeen ISD concerning Juvenile Detention Center and Juvenile Justice Alternative Education Programs and after due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved authorizing JUDGE BURROWS to execute such MOUs on behalf of Bell County.  All according to copies attached hereto and made a part of these minutes.  
          



  6. Agenda #5 - Utility Easement for Juvenile Center

    • MINUTE ORDER #404/02:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved an Interlocal Agreement with Central Texas Councils of Government for participation in the Regional Hazard Mitigation Action Plan Project.  All according to a copy of such Agreement attached hereto and made a part of these minutes. 
          



  7. Agenda #8 - Appointment to Solid Waste Advisory Committee

    • MINUTE ORDER #406/02:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously approved ratifying the appointment of Richard Macchi, County Engineer, as Bell County's representative to the Solid Waste Advisory Committee.      


          
  8. Agenda #9 - Claims

    • MINUTE ORDER #407/02:  The County Auditor presented all claims for the review of the Court.  After proper review, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.    


             (The Court then went into Workshop Session to discuss those items on the Workshop Agenda with 
              no action being taken on any item.)  


              There being no further business, the meeting adjourned.
