AFTER proper posting of public notice, a copy of which is attached hereto, on this the 28th day of October, A.D. 2002, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #408/02:  It being nine a.m., JUDGE BURROWS called the meeting to order and called to the Courts attention the fact that they had previously received copies of the minutes of October 15 and October 21, 2002.  He asked if there were any corrections or additions to the minutes; there being none, the minutes were approved as submitted.  



  2. Agenda #2a - Baldwin Estates Subdivision

    • MINUTE ORDER #409/02:   Upon the recommendation of the County Engineer, on motion of COMMISSIONER BROWN, seconded by COMMISSIONER SCHILLER, the Court unanimously approved the final plat of the Baldwin Estates Subdivision.       



  3. Agenda #2b - Abandonment of Sunhill Settlement

    • MINUTE ORDER #410/02:  Upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER BROWN, the Court unanimously set a public hearing on November 18, 2002, at nine a.m. in the Commissioners Courtroom for the abandonment/vacating of all roads in the Sunhill Settlement Subdivision.     
          



  4. Agenda #2c - Maintenance Bond for Eagle Rock Ranch Subdivision

    • MINUTE ORDER #411/02:  Upon the recommendation of the County Engineer, on motion of COMMISSIONER BROWN, seconded by COMMISSIONER STEPHENSON, the Court unanimously approved the releasing of the maintenance bonds for Eagle Rock Subdivision and authorized the releasing of the Bell Meadows Subdivision with ratification of such action at the next Court meeting. 
          



  5. Agenda #2d - Personnel

    • MINUTE ORDER #412/02:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.
          



  6. Agenda #3 - Authority to bid on Foreclosure Property by County Judge

    • MINUTE ORDER #413/02:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER STEPHENSON, the Court unanimously authorized  the County Judge or his designee to bid on the foreclosure sale of property at 120 Penelope Street, Belton, Texas, on behalf of Bell County.  
          



  7. Agenda #4 - 2003 Holiday Schedule

    • MINUTE ORDER #414/02:  Upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER CORTESE, the Court unanimously approved all 2003 Holidays.  All according to a copy of the same attached hereto and made a part of these minutes.      


          
  8. Agenda #5 - Labor Collection System

    • MINUTE ORDER #415/02:  The Court discussed at length the matter of a time and attendance software program for use initially at the Sheriff's Department and 9-1-1 Communication Department.  After due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER SCHILLER, the Court unanimously authorized the purchase, on RFP's, the Kronos System at a cost of $83,995.00.       


          
  9. Agenda #6 - Upgrade of AS/400 Computers

    • MINUTE ORDER #416/02:  The matter of upgrading the County's AS/400 System was tabled until after further discussion in workshop session.      


          
  10. Agenda #7 - Texas County and District Retirement System Order

    • MINUTE ORDER #417/02:  The County Auditor presented the matter of an order under Section 842.201 of the Texas Government Code to include the provisions of Section 843.602, making clear that previous prosecuting attorneys are included in Texas County and District Retirement System.  After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved an Order under section 842.201 of the Texas Government Code to include the provisions of Section 843.602 making clear that previous prosecuting attorneys are included in the Texas County and District Retirement System.  All according to a copy of such Order attached hereto and made a part of these minutes for all purposes.      


          
  11. Agenda #8 - Consultant for Phone System

    • MINUTE ORDER #418/02:  Mr. Russell Williams, Assistant County Auditor, presented the matter of employment of KL and CACC as consultants to develop RFP's and supervise the implementation of voice and data network phone system.  After due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously approved such recommendation.  All  according to a copy of Mr. Williams' report attached hereto and made a part of these minutes.      


          
  12. Agenda #9 - Appointment of Replacement Judges and Alternates

    • MINUTE ORDER #419/02:  Upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER BROWN, the Court unanimously made the following appointments for replacement Judge and Alternates for the General Election, to-wit:  Precinct #208 - Walter J. Timmerberg of Killeen, Judge; Precinct #310 - Mr. Darwin Bruggman, Cyclone, Judge; Precinct #309 - Alternate Judge David Mills of Rogers; Precinct #308 - Bud Thornton, Alternate Judge, Temple.      


          
  13. Agenda #10 - Child Welfare Board

    • MINUTE ORDER #420/02:  Upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER CORTESE, the Court unanimously approved the appointment of Cynthia Geers of Belton as a member of the Bell County Child Welfare Board.       


          
  14. Agenda #11 - Claims

    • MINUTE ORDER #421/02:  The County Auditor presented all claims for the review of the Court.  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same on record in the office of the County Auditor.    


             (The Court recessed its meeting and went into workshop session where they discussed those items 
             on the workshop agenda as well as upgrading the AS/400 and with all members aforementioned
             present in open Court Judge Burrows called the Commissioners Court meeting back to order at  
            11:30 a.m. and the following transpired.)  


  15. Agenda #6 - AS/400 Computer System Upgrading

    • MINUTE ORDER #422/02:  Mr. Ned Roehrig, Information Systems Chief, presented a review of QISV vendor quotations for the AS/400 Computers (the same being attached hereto).  After due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER STEPHENSON, the Court unanimously approved the acceptance of a quote in the amount of $295,463.00 for such upgrade.      



              There being no further business, the meeting adjourned.
