NOVEMBER  25, 2002


AFTER proper posting of public notice, a copy of which is attached hereto, on this the 25th day of November, A.D. 2002, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #448/02:  It being nine a.m., JUDGE BURROWS called the meeting to order and called to the Courts attention the fact that they had previously received copies of the minutes of November 18, 2002.  He asked if there were any corrections or additions to the minutes; there being none, the minutes were approved as submitted. 



  2. Agenda #2a - Personnel

    • MINUTE ORDER #449/02:   Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER SCHILLER, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.       



  3. Agenda #3 - County Vehicle Bids

    • MINUTE ORDER #450/02:  The matter of bids for all county vehicles for the FY 02-03 budget was presented by Mr. Russell Williams, Assistant County Auditor, the same being attached hereto and action thereon was taken as follows: 

                  Upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER BROWN, the bid for 6 patrol cars was unanimously awarded to John McClaren Chevrolet for the amount of $93,517.08.
                  Upon motion of COMMISSIONER STEPHENSON, seconded by COMMISSIONER CORTESE, the Court unanimously approved awarding the bid for one program SUV for the Sheriff's Office to Dodge Country in the amount of $16,785.00.
                  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved awarding the bid for three 3/4 ton pickups to Allen Samuels in the amount of $45,307.83.
                  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER STEPHENSON, the Court unanimously approved awarding the bid for three 1/2 ton pickups to John McClaren Chevrolet in the amount of $37,571.40
                  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER STEPHENSON, the Court unanimously approved awarding the bid for seven full size program sedans in the amount of $81,795.00 to Dodge Country. 
                  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER STEPHENSON, the Court unanimously approved awarding the bid for one 1-ton service pickup to Dodge Country in the amount of $23,424.00.
                  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved awarding the bid for one small cargo van to Dodge Country in the amount of $15,590.00.      
          


  4. Agenda #4 - Disaster Area Loans

    • MINUTE ORDER #451/02:  JUDGE BURROWS announced that Bell County has been designated by the Secretary of Agriculture as being designated eligible to apply for low-interest loans due to being contiguous to a county declared as a natural disaster are (Lampasas) due to previously existing drought and excessive temperatures earlier this year.  
          



  5. Agenda #5 - TERF Allocations

    • MINUTE ORDER #452/02:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved the submission of 2003 Allocations request by Bell County Human Services/H.E.L.P. Centers (Temple and Killeen) to Bell County Temporary Emergency Relief Fund (TERF) Board.  
          



  6. Agenda #7 - Claims

    • MINUTE ORDER #453/02:  The County Auditor presented all claims for the review of the Court.  After proper review, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.    


             (The Court then went into workshop session and discussed those items on their workshop agenda 
              and at 11 a.m. with all members present in open Court as aforementioned, the following transpired.)  


  7. Agenda #6 - Indigent Defense Grant

    • MINUTE ORDER #454/02:  The matter of a discretionary grant for the Indigent Defense Program was presented and after due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER STEPHENSON, the Court unanimously approved the submission of the same.  All according to a copy of the same attached hereto and made a part of these minutes.    


              There being no further business, the meeting adjourned.
