AFTER proper posting of public notice, a copy of which is attached hereto, on this the 2nd day of December, A.D. 2002, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #455/02:  It being nine a.m., JUDGE BURROWS called the meeting to order and called to the Courts attention the fact that they had previously received copies of the minutes of November 25, 2002.  He asked if there were any corrections or additions, there being no corrections, the minutes were approved as submitted. 



  2. Agenda #2a - Authority to Advertise for bids

    • MINUTE ORDER #456/02:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER SCHILLER, the court unanimously approved authorizing the County Engineer to advertise for bids for the purchase of two shredder tractors and a backhoe/integrated tool carrier. 



  3. Agenda #2b - Personnel

    • MINUTE ORDER #457/02:   Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER STEPHENSON, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.       



  4. Agenda #3 - Fire Marshal Appointment

    • MINUTE ORDER #458/02:  JUDGE BURROWS presented the matter of the appointment of a fire marshal to fill the vacancy in that office.  After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER SCHILLER, the Court unanimously approved the appointment of STEVE CASEY as Bell County Fire Marshal whose term will run from December 1, 2002 to December 1, 2003, subject to the taking of oath and the posting of a $5,000.00 bond. 
          


  5. Agenda #4 - VA Contract for Bell County Inmates

    • MINUTE ORDER #459/02:  Ms. Rita Kelley of the Killeen H.E.L.P. Center appeared before the Court to discuss contracting with the Veterans Hospital to provide follow-up mental health services and laboratory testing for Bell County Inmates.  After due discussion, upon motion of COMMISSIONER  CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously authorized JUDGE BURROWS to execute such contract with the Veterans Hospital in Temple, all according to a copy of the same attached hereto and made a part of these minutes.  
          



  6. Agenda #5 - JJAEP Furniture/Equipment Bids

    • MINUTE ORDER #460/02:  Upon motion of COMMISSIONER  CORTESE, seconded by COMMISSIONER SCHILLER, the Court unanimously approved authorizing the County Auditor to advertise for bids for JJAEP Furniture and Equipment as the same is dated November 19, 2002, all according to a copy of the same attached hereto and made a part of these minutes. 
          



  7. Agenda #6 - Bids for Communications Center Furniture/Equipment

    • MINUTE ORDER #461/02:  Upon the recommendation of the Communication Board, on motion of COMMISSIONER  BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously authorized the County Auditor to seek bids on Communications Center Furniture/Equipment request and budget modification.  All according to a copy of the same attached hereto and made a part of these minutes.  
          



  8. Agenda #7 - Amendment to Victim's Assistance Grant

    • MINUTE ORDER #462/02:  Upon motion of COMMISSIONER  BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved a resolution approving the Victim's Assistance Grant and approved amending the budget of the District Attorney's Office to provide for the matching funds necessary. All according to a copy of such resolution and grant application attached hereto and made a part of these minutes.  
          



  9. Agenda #8 - Amendment to JPO Victim's Assistance Grant

    • MINUTE ORDER #463/02:  Upon motion of COMMISSIONER  BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved a resolution approving the Victim's Assistance Grant and approved amending the budget of the Juvenile Probation Department to provide for the matching funds necessary. All according to a copy of such resolution and grant application attached hereto and made a part of these minutes.  
          



  10. Agenda #9 - Appointment to Temple Reinvestment Zone Board

    • MINUTE ORDER #464/02:  Upon motion of COMMISSIONER  CORTESE, seconded by COMMISSIONER STEPHENSON, the Court unanimously approved the appointment of COMMISSIONER SCHILLER as the County's Representative to the Temple Reinvestment Zone Board.   
          



  11. Agenda #10 - SB 873 Resolution

    • MINUTE ORDER #465/02:  The Court discussed at length the provision of Senate Bill 873 with respect to land management.  After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved supporting such bill only on a local option election basis.  
          



  12. Agenda #11 - Claims

    • MINUTE ORDER #466/02:  The County Auditor presented all claims for the review of the Court.  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same on record in the office of the County Auditor.    


             (The Court then went into workshop session and discussed those items of business  on the  
              workshop agenda with no action being taken on any items.)  



              There being no further business, the meeting was adjourned.
