AFTER proper posting of public notice, a copy of which is attached hereto, on
this the 11th day of December, A.D. 2002, the County Commissioners Court of Bell County, Texas,
met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the

Agenda #1 - Minutes
- MINUTE ORDER #467/02: It being nine a.m., JUDGE BURROWS
called the meeting to order and called to the Courts attention the
fact that they had previously received copies of the minutes of December
2, 2002. He asked if there were any corrections or additions,
there being no corrections, the minutes were approved as
submitted.
Agenda #2b - Sale of 2 Railroad Flatcars
- MINUTE ORDER #468/02: Upon motion of COMMISSIONER
SCHILLER,
seconded by COMMISSIONER STEPHENSON, the Court unanimously
authorized the County Engineer to advertise for the auction sale of two
railroad flatcars currently located on Stone Road in Precinct #3.
Agenda #2c - Bids for Grade 4 Aggregate
- MINUTE ORDER #469/02: Upon the recommendation of the
County Engineer, on motion of COMMISSIONER BROWN,
seconded by COMMISSIONER SCHILLER, the Court unanimously
approved awarding the bid for grade 4 aggregate to all bidders so that the
Court can purchase from the pit that is the most economical. All
according to a copy of such recommendation attached hereto.
Agenda #2d - Releasing the escrow letter from
Regetta Oaks Subdivision
- MINUTE ORDER #470/02: The County Engineer
reported to the Court that since the City of Belton has incorporated the
Regetta Oaks Subdivision into the City that it was not necessary that the
escrow letter posted by the developer be retained by the county,
therefore, he recommended the release of the same. Upon motion of COMMISSIONER
BROWN,
seconded by COMMISSIONER SCHILLER, the Court unanimously
approved releasing the same.
Agenda #2e - Personnel
- MINUTE ORDER #471/02: Upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER SCHILLER, the
Court unanimously approved all employee status report forms, the same
being attached hereto and made a part of these minutes.
Agenda #3 - Awarding contract for Engineering Firm
for Outside Installation of Fiber
- MINUTE ORDER #472/02: Upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER STEPHENSON, the Court
unanimously approved the awarding of the contract for Engineering for
Outside Installation of Fiber to GXT of Dallas. All according to a
copy of such report from Russell Williams, Assistant County Auditor,
attached hereto.
Agenda #4 - Report from Tax Assessor/Collector
- MINUTE ORDER #473/02: The Court received a report
from Sharon Long, Tax Assessor/Collector on 2001-2002 Child Safety Fee
Allocations, all according to a copy of the same attached hereto.
Agenda #5 - Accountability Incentive Block Grant
- MINUTE ORDER #474/02: Upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER
SCHILLER, the Court unanimously approved a resolution approving
the Juvenile Accountability Incentive Block Grant for 2003/2004 in the
amount of $70,428.00 with the County's matching fund in the amount of
$7,825.00. All according to a copy of such resolution attached
thereto.
Agenda #6 - Budget Amendments for FY 2002-2003
- MINUTE ORDER #475/02: Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER
SCHILLER, the Court unanimously approved all budget amendments as
presented by the County Auditor for FY 2002-2003. The same being
attached hereto and made a part of these minutes.
Agenda #7 - Claims
- MINUTE ORDER #466/02: The County Auditor presented
all claims for the review of the Court. Upon
motion of COMMISSIONER BROWN, seconded by COMMISSIONER
STEPHENSON, the Court
unanimously approved all such claims. All according to a copy of the
same on record in the office of the County Auditor.
(The Court then went into workshop session
to discuss
those items of business on the
workshop agenda with no
action being taken on any items. The Court again met in workshop
session on
Thursday, December 12, 2002, to receive a report from SBI Consultants at 1:30
p.m.
with no action
being taken.)
There being no further business, the meeting
was adjourned.
