met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the

Agenda #1 - Minutes
- MINUTE ORDER #004/03: It being nine a.m., JUDGE BURROWS
called the meeting to order and called to the Courts attention the
fact that they had previously received copies of the minutes of December
23, 2002 and January
6, 2003. He asked if there were any corrections or additions to
the minutes; there being none, the minutes were approved as submitted.
Agenda #2a - Purchase of Equipment
- MINUTE ORDER #005/03: The County Engineer presented
the matter of the summary of bids for the purchase of a backhoe/integrated
tool carrier and two shredder tractors. After due discussion, upon motion of COMMISSIONER
BROWN,
seconded by COMMISSIONER CORTESE, the Court unanimously
approved accepting the low bid for each item as recommended by the County
Engineer. All according to the attached memo from the Engineer
concerning such bids.
Agenda #2b - Double R Subdivision
- MINUTE ORDER #006/03: Upon the recommendation of the
County Engineer, on motion of COMMISSIONER SCHILLER,
seconded by COMMISSIONER CORTESE, the Court unanimously
approved the final plat of the Double "R" Subdivision and
ordered the same filed for record.
Agenda #2c - Personnel
- MINUTE ORDER #007/03: Upon motion of COMMISSIONER
CORTESE,
seconded by COMMISSIONER BROWN, the Court unanimously
approved all employee status report forms, the same being attached hereto
and made a part of these minutes.
Agenda #3 - Change Order for JPO Building
- MINUTE ORDER #008/03: The matter of approval of a
change order to J.J.A.E.P. Juvenile Education Building Contract for a net
increase of $10,655.00 for additions required by the City of Killeen's
building codes to add three fire hydrants and other minor changes was
presented and after due discussion, upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER SCHILLER, the Court
unanimously approved such changes; all according to a copy of the same
attached hereto and made a part of these minutes.
Agenda #4 - Engineering Services to Evaluate Jail
Foundation Pillars
- MINUTE ORDER #009/03: The Court discussed
authorizing the County Auditor to advertise for quotes to acquire the
services of an engineering service to evaluate the jail's foundation
pillars for insurance purposes and after due discussion, upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER CORTESE, the Court
unanimously approved the employment of Trinity Engineering to make such
tests and recommendations to the Court.
Agenda #5 - Resolution concerning HB #1689
- MINUTE ORDER #010/03: The Court discussed the matter
of a resolution approving the granting of ad valorem tax exemption for
primarily charitable organizations specified and qualifying under House
Bill #1689 and after due discussion, upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER SCHILLER, the Court
unanimously approved a resolution granting of ad valorem tax exemption for
primarily charitable organizations specified under HB #1689, all according
to a copy of the same attached hereto and made a part of these
minutes.
Agenda #6 - Tax Abatement Agreement for Wilsonart
International, Inc.
- MINUTE ORDER #011/03: Upon motion of COMMISSIONER
SCHILLER, seconded by COMMISSIONER CORTESE, the Court
unanimously authorized the County Judge to execute the Tax Abatement
Agreement authorizing a tax abatement agreement with Wilsonart
International, Inc. for property consisting of approximately 38.0 acres
located at 10501 NW H.K. Dodgen Loop, Temple, Texas. All according
to a copy of the same attached hereto and made a part of these minutes for
all purposes.
Agenda #7 - Appointment of Member to Public Power
Pool Transactions
- MINUTE ORDER #012/03: Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER
FISHER, the Court
unanimously approved the appointment of COMMISSIONER BROWN
as Bell County's representative on the Conference of Urban Counties Public
Power Tool Transactions.
Agenda #8 - Salary Grievance Committee
- MINUTE ORDER #013/03: In according with according
with Section 152.014(b) and Section 152.015 (a & b) the Court, by
consensus, approved the following members of the previous year's Grand
Jury as the nine member Salary Grievance Committee from those individuals
drawn by the County Judge, to-wit: John B. Elswick, Temple;
Beverly Koops, Salado; Roe Sanders, Temple; Janice Ward, Killeen; Marlene
Gillman, Killeen; Francisco R. Corona, Temple; Larry Hall, Belton; Judy
Linville, Killeen; Church Douglas, Belton.
Agenda #9 - Authorizing bids for Auction Services
- MINUTE ORDER #014/03: Upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER FISHER, the Court
unanimously approved authorizing the County Auditor to advertise for bids
for auction services for Bell County.
Agenda #10 - Claims
- MINUTE ORDER #015/03: The County Auditor presented
all claims for the review of the Court. After proper review, upon
motion of COMMISSIONER BROWN, seconded by COMMISSIONER
CORTESE, the Court
unanimously approved all such claims. All according to a copy of the
same being of record in the office of the County Auditor.
(The Court then went into workshop session
to discuss
those items of business listed on their
workshop agenda with no
action being taken on any matter.)
There being no further business, the meeting
adjourned.
