JANUARY  21, 2003


AFTER proper posting of public notice, a copy of which is attached hereto, on this the 21st day of January, A.D. 2003, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #028/03:  It being nine a.m., JUDGE BURROWS called the meeting to order and called to the Courts attention the fact that they had previously received copies of the minutes of January 13, 2003.  He asked if there were any corrections or additions to the minutes; there being none, the minutes were approved as submitted. 



  2. Agenda #2a - Road and Bridge Department Annual Bids

    • MINUTE ORDER #029/03:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously approved advertising for bids for asphalt, cold mix, hot mix, pit run gravel, and concrete for the Road and Bridge Department.   



  3. Agenda #2b - Awarding bid for Sale of Two Railroad Flatcars

    • MINUTE ORDER #030/03:  The County Engineer reported to the Court that Mr. Edmond Spieglehauer had submitted the highest bid for the railroad flatcars in the amount of $4322.00 and therefore he recommended the awarding of such contract to Mr. Spieglehauer.  After due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously approved acceptance of Mr. Spieglehauer's bid in the amount of $4322.00 for said flatcars. 



  4. Agenda #2d - Personnel

    • MINUTE ORDER #031/03:  Upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER SCHILLER, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes. 



  5. Agenda #3 - Re-draw for Position on Salary Grievance Committee

    • MINUTE ORDER #032/03:   In accordance with Section 152.015(b) of the Local Government Code, JUDGE BURROWS re-drew from a box containing those names of individuals who had served on a grand jury in Bell County during the preceding calendar year to replace John Elswick a previous drawn name who has moved from Bell County and cannot serve on such Grievance Committee.  The name drawn was WILLIE ROBERTSON of Temple, Texas.        



  6. Agenda #2c - Hendrick's Development Addition Subdivision

    • MINUTE ORDER #033/03:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER FISHER, the Court unanimously approved the plat for Hendrick's Development Addition Subdivision and ordered the same filed for record. 
          


  7. Agenda #4 - Update on 78th Legislative Session

    • MINUTE ORDER #034/03:  The Court and the County Clerk discussed at length various items that could be presented to the 78th Legislative Session.  
          



  8. Agenda #5 - Update on Indigent Defense Task Force

    • MINUTE ORDER #035/03:  JUDGE BURROWS gave a report to the Court concerning the amount of funds expected to be received by Bell County on Indigent Attorney fees and the fact that Bell County had received the grant for a laptop computer and scanner for use by the Indigent Defense individual for Bell County. 
          



  9. Agenda #6 - Update on I-35 Issues

    • MINUTE ORDER #036/03:  JUDGE BURROWS and JIM REED of CTCOG gave a report of the recent issues raised concerning the widening of I-35 through Bell County.     
          



  10. Agenda #7 - Claims

    • MINUTE ORDER #037/03:  The County Auditor presented all claims for the review of the Court.  After proper review, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.    


             (The Court then went into workshop session to discuss those items on the workshop agenda with 
              no action being taken on any item.)    



              There being no further business, the meeting adjourned.
