AFTER proper posting of public notice, a copy of which is attached hereto, on
this the 27th day of January, A.D. 2003, the County Commissioners Court of Bell County, Texas,
met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the

Agenda #1 - Minutes
- MINUTE ORDER #038/03: It being nine a.m., JUDGE BURROWS
called the meeting to order and called to the Courts attention the
fact that they had previously received copies of the minutes of January
21, 2003. He asked if there were any corrections or additions to
the minutes;
there being none, the minutes were approved as
submitted.
Agenda #2a - Mill Creek Springs Overlook
Subdivision Plat
- MINUTE ORDER #039/03: The County Engineer presented
the matter of the Mill Creek Springs Overlook Subdivision Plat and waive
certain street construction with reference to the fact that the street
plans call for a ribbon curb. Because guard rails would be required
at a high fill area, and this guard rail would severely limit access to
one or more of the lots, the County Engineer recommended the installation
of a standard curb and gutter section at the location of the fill.
Bell County's specs state that a curb and gutter section road shall be no
less than 31 feet wide. This road is 20 feet, widening to 22 at the
curb and gutter section. He reported that the road in question was a
short road, with only five lots fronting onto it, he felt that a variance
is justified. After due discussion, upon motion of COMMISSIONER
BROWN,
seconded by COMMISSIONER SCHILLER, the Court unanimously
approved the Preliminary Approval of the Plat for Mill Creek Springs
Overlook Subdivision and the variance concerning the curb and gutter
section.
Agenda #2b - Personnel
- MINUTE ORDER #040/03: Upon motion of COMMISSIONER
FISHER,
seconded by COMMISSIONER CORTESE, the Court unanimously
approved all employee status report forms, the same being attached hereto
and made a part of these minutes.
Agenda #3 - Annual Sheriff's Award
- MINUTE ORDER #041/03: SHERIFF DAN SMITH presented
the annual awards granted by the Sheriff's Department. A copy of the
same being attached hereto and made a part of these minutes.
Agenda #4 - Annual Report from Bell County Museum
- MINUTE ORDER #042/03: Ms. Stephanie Turnham, presented
the annual report of the Bell County Museum, the same being attached
hereto and made a part of these minutes. Thereafter, upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER SCHILLER, the Court
unanimously approved such report and approved the Board of Trustee as
attached hereto.
Agenda #5 - Bell County Historical Commission's
Annual Report
- MINUTE ORDER #043/03: Ms. Shirley Hollaman, Chairman
of the Bell County Historical Commission gave the report for the
Commission. After due discussion, upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER CORTESE, the Court
unanimously approved such report and the officers of such
Commission. All according to a copy of such report attached hereto
and made a part of these minutes.
Agenda #7 - Report concerning Tribute to Vada
Sutton for 50 Years of Service
- MINUTE ORDER #044/03: Mr. Dan Corbin, representing
the Bell County Bar Association gave a report concerning the planned event
by the Bar with respect to the planned tribute to be held on January 31,
2003, honoring Vada Sutton for her 50 years of service to Bell
County.
Agenda #8 - Claims
- MINUTE ORDER #045/03: The County Auditor presented
all claims for the review of the Court. After proper review, upon
motion of COMMISSIONER BROWN, seconded by COMMISSIONER
CORTESE, the Court
unanimously approved all such claims. All according to a copy of the
same being of record in the office of the County Auditor.
(The Court then went into workshop session
to discuss
those items of business listed on the workshop
agenda with no
action being taken on any item.)
There being no further business, the meeting
adjourned.
