AFTER proper posting of public notice, a copy of which is attached hereto, on this the 3rd day of February, A.D. 2003, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #046/03:  It being nine a.m., JUDGE BURROWS called the meeting to order and called to the Courts attention the fact that they had previously received copies of the minutes of January 27, 2003.  He asked if there were any corrections or additions, there being no corrections, the minutes were approved as submitted.  



  2. Agenda #2a - Public Hearing on Speed Limit on Prairie Dell Church Road

    • MINUTE ORDER #047/03:  JUDGE BURROWS opened a public hearing to discuss the installation of a 30 mph speed limit on Prairie Dell Church Road.  He asked if there was public comment.  Mr. Durwood Moseley spoke for the installation of such traffic control device.  There being no other comment, JUDGE BURROWS closed the public hearing.  After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved the installation of a 30 mph speed limit on the Prairie Dell Church Road. 



  3. Agenda #2b - Annual Seal Coat and Level-Up Programs

    • MINUTE ORDER #048/03:  The County Engineer presented the report for the Court's approval of the annual seal coat and level-up programs for 2003, the same being attached hereto and made a part of these minutes.  After due review and discussion, upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER BROWN, the Court unanimously approved such programs. 



  4. Agenda #2c - Baldwin Estates, Phase Two Subdivision

    • MINUTE ORDER #049/03:  The County Engineer presented the matter of the final plat for the Baldwin Estates, Phase Two Subdivision and recommended its approval with a variance of the item of the County's Subdivision Regulations with respect to such subdivision being on a County Road.  The road to such subdivision is a private road and will remain so.  After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER FISHER, the Court unanimously approved such final plat of the Baldwin Estates, Phase Two Subdivision with such variance. 



  5. Agenda #2d - Rosencrans Subdivision

    • MINUTE ORDER #050/03:  The County Engineer presented the final plat for Rosencrans Subdivision and recommended its approval.  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved such final plat and ordered the same filed for record.  



  6. Agenda #2e - Personnel

    • MINUTE ORDER #051/03:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes for all purposes. 



  7. Agenda #3 - Annual Report for 2002 for the Road and Bridge Department

    • MINUTE ORDER #052/03:   The County Engineer gave the Road and Bridge Department's 2002 annual report, the same being attached hereto and made a part of these minutes.        



  8. Agenda #4 - Naming of SH #195 as Phantom Warriors Highway

    • MINUTE ORDER #053/03:  Upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER BROWN, the Court unanimously approved the naming of SH 195 "Phantom Warriors Highway" from the overpass on Highway 190 to just north of the town of Florence.   
          


  9. Agenda #5 - Bids for Voice Over IP and Data Network

    • MINUTE ORDER #054/03:  No action was taken by the Court on the matter of awarding of the bid for Voice Over IP and Data Network pending further study by the Court.  
          



  10. Agenda #6 - Jail and District Courts Building Renovation Projects Architect

    • MINUTE ORDER #055/03:  JUDGE BURROWS presented the matter of the selection of and entering into negotiations with an Architect for the designing of jail expansion and the renovation of the District Courts Building.  The Court discussed at length the two presentations of the two selected architects.  COMMISSIONER FISHER abstained from the discussion due to the fact that he had been attending a new Commissioners School.  After due discussion, COMMISSIONER BROWN moved to employ the firm of Wigginton, Hooker and Jeffers; COMMISSIONER SCHILLER seconded such motion.  The motion was approved with COMMISSIONER CORTESE voting 'YES'; COMMISSIONER FISHER abstaining; and JUDGE BURROWS voting 'NO'.      
          



  11. Agenda #7 - Proclamation for Food Check Out Day

    • MINUTE ORDER #056/03:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER SCHILLER, the Court unanimously approved a Proclamation declaring February 6 as Food Check Out Day in Bell County.  All according to a copy of such Proclamation attached hereto and made a part of these minutes.  



  12. Agenda #8 - Update on 78th Legislative Session

    • MINUTE ORDER #057/03:  The Court discussed various pieces of Legislation that would affect Counties and also which Committees that our State Representatives and State Senator were on.



  13. Agenda #9 - Claims

    • MINUTE ORDER #058/03:  The County Auditor presented all claims for the review of the Court.  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same on record in the office of the County Auditor.    



             (The Court then went into workshop session to discuss those items on the workshop agenda with 
              no action being taken on the same.)    



              There being no further business, the meeting was adjourned.
