AFTER proper posting of public notice, a copy of which is attached hereto, on
this the 10th day of February, A.D. 2003, the County Commissioners Court of Bell County, Texas,
met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the

Agenda #1 - Minutes
- MINUTE ORDER #059/03: It being nine a.m., JUDGE BURROWS
called the meeting to order and called to the Courts attention the
fact that they had previously received copies of the minutes of February
3, 2003. He asked if there were any corrections or additions to
the minutes. The minutes were approved subject to an amendment with
respect to the history of the "Phantom Warrior."
Agenda #2a - Fencing on Strasburger Road
- MINUTE ORDER #060/03: The County Engineer presented
the matter of awarding the bid for fencing on Strasburger Road and
recommended that the bid be awarded to P & C Construction of Belton in
the amount of $4,282.46. After due discussion, upon motion of COMMISSIONER
SCHILLER,
seconded by COMMISSIONER BROWN, the Court unanimously
approved such recommendation.
Agenda #2b - McMillan Addition Subdivision
- MINUTE ORDER #061/03: Upon motion of COMMISSIONER
SCHILLER,
seconded by COMMISSIONER CORTESE, the Court unanimously
approved the final plat for McMillan Addition Subdivision and ordered the
same filed for record.
Agenda #2c - Personnel
- MINUTE ORDER #062/03: Upon motion of COMMISSIONER
BROWN,
seconded by COMMISSIONER CORTESE, the Court unanimously
approved all employee status report forms, the same being attached hereto
and made a part of these minutes.
Agenda #3 - Purchase of Land
- MINUTE ORDER #063/03: Upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER SCHILLER, the
Court unanimously approved authorizing the County Judge to sign all
contracts and closing documents on behalf of Bell County for the purchase
of property at 120 North Blair Street, Belton, Texas commonly described as
the West 47.2 feet of Lot 1, Block 2, Rathers Addition to the town of
Belton, at a purchase price of $18,000.00.
Agenda #4 - Architects Contract
- MINUTE ORDER #064/03: Upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER FISHER, the Court
unanimously authorized JUDGE BURROWS to execute contractual
agreements with Wiginton, Hooker, Jeffry, P.C., Architects for
professional services for pre-design services and architectural services
for the Jail and District Courts remodeling and building projects.
Agenda #5 - Bids for Auctioneering Services
- MINUTE ORDER #065/03: (Prior to discuss on the
matter of awarding the auctioneering services contract, Commissioner
Fisher disqualified himself from such decision since he had been a partner
with both bidders.) JUDGE BURROWS presented the matter of
awarding bids for auctioneering services for Bell County and after hearing
a report from Russell Williams of the County Auditor's Office (the same
being attached hereto), on motion of COMMISSIONER BROWN, seconded
by COMMISSIONER SCHILLER, the Court approved the bid of Bill
Hall, with COMMISSIONER FISHER abstaining and COMMISSIONER
CORTESE voting No, the motion passed with JUDGE BURROWS,
COMMISSIONER BROWN, and COMMISSIONER SCHILLER voting
Yes.
Agenda #6 - Bid for Local and Long Distance
Telephone Services
- MINUTE ORDER #066/03: Upon the recommendation of the
County Auditor's Office, on motion of COMMISSIONER CORTESE, seconded
by COMMISSIONER BROWN, the Court unanimously approved
awarding the bid for local and long distance services to SBC. A copy
of such report of the Auditor's Office attached hereto and made a part of
these minutes.
Agenda #8 - Claims
- MINUTE ORDER #067/03: The County Auditor presented
all claims for the review of the Court. After proper review, upon
motion of COMMISSIONER BROWN, seconded by COMMISSIONER
CORTESE, the Court
unanimously approved all such claims. All according to a copy of the
same being of record in the office of the County Auditor.
(The Court then went into
executive session
to discuss the purchase of real estate with no action
being reportable on such
matter.)
(The Court then went into workshop session
to discuss
those items on the workshop agenda with
no
action being taken on any item.)
There being no further business, the meeting
adjourned.
