Agenda #1 - Minutes
- MINUTE ORDER #068/03: It being nine a.m., JUDGE BURROWS
called the meeting to order and called to the Courts attention the
fact that they had previously received copies of the minutes of February
10, 2003. He asked if there were any corrections or additions to
the minutes; there being none, the minutes were approved as submitted.
(Item not on Agenda - Law Enforcement Contract
with Corps of Engineers)
- MINUTE ORDER #069/03: Sheriff Dan Smith and Mr. Dan
Thomasson spoke to the issue of a Law Enforcement Services Contract for
2003 for area lakes. Since the item was not on the agenda, the
Court, by consensus agreed to place the matter on the agenda for their
next meeting.
Agenda #2b - Bids on Hot Mix
- MINUTE ORDER #070/03: Upon the recommendation of the
County Engineer, on motion of COMMISSIONER CORTESE,
seconded by COMMISSIONER SCHILLER, the Court unanimously
approved the awarding of the bid on Hot Mix to Odell Geer and Central
Texas Asphalt at $28.00 per ton with the authority to purchase from the
site that is closest to a particular project.
Agenda #2b - Bids on Cold Mix
- MINUTE ORDER #071/03: Upon the recommendation of the
County Engineer, on motion of COMMISSIONER CORTESE,
seconded by COMMISSIONER FISHER, the Court unanimously
approved the awarding of the bid on Cold Mix to Vulcan Materials, of
Dabney, Texas in the amount of $31.23 per ton, delivered.
Agenda #2b - Bids on Concrete
- MINUTE ORDER #072/03: Upon the recommendation of the
County Engineer, on motion of COMMISSIONER FISHER,
seconded by COMMISSIONER SCHILLER, the Court unanimously
approved awarding the primary bid to ProMix at $50.00 (5 sac); and $47.00
(4 sac); and $52.00 (6 sac), with plants in Temple and Killeen.
Since the Department sometimes experiences delays, or a plant may be shut
down for some reason, it was recommended and approved by the Court that a
secondary bid to Bell Crete of Belton be awarded.
Agenda #2b - Bids on Pit-Run Gravel
- MINUTE ORDER #073/03: Upon recommendation of the
County Engineer, on motion of COMMISSIONER CORTESE,
seconded by COMMISSIONER BROWN, the Court unanimously
approved awarding the primary bid to Sunshine Sand & Gravel in the
amount of $2.50 per cubic yard ($2.00 per cubic yard if we load our own
trucks). The Court further approved a secondary site should the
Sunshine Site not be available for some reason that an alternate bid to
Billie Fleming in the amount of $2.00 per cubic yard be awarded.
Agenda #2b - Bids on Liquid Asphalt Products
- MINUTE ORDER #074/03: The matter of awarding bids on
liquid asphalt products was tabled pending further study. A copy of
the recommendations of the County Engineer on all of the above annual bids
for materials for the Road and Bridge Department is attached hereto and
made a part of these minutes for all purposes.
Agenda #2c - Martinez Subdivision Final Plat
- MINUTE ORDER #075/03: Upon the recommendation of the
County Engineer, on motion of COMMISSIONER SCHILLER,
seconded by COMMISSIONER CORTESE, the Court unanimously
approved the final plat of the Martinez Subdivision and ordered the same
filed for record.
Agenda #2d - Releasing Letter of Credit
- MINUTE ORDER #076/03: The County Engineer reported
that the Letter of Credit #50000000986 in the amount of $7500.00 for the
warranty of streets in Northcliffe #7 Subdivision expired on February
24. He further reported that the roads in the subdivision were
alright and that he recommended the release of such Letter of
Credit. After due discussion, upon the recommendation of the
County Engineer, on motion of COMMISSIONER CORTESE,
seconded by COMMISSIONER BROWN, the Court unanimously
approved the releasing of Letter of Credit #50000000986 in the amount of
$7500.00.
Agenda #2e Abandonment of Drainage & Utility
Easement Tanglewood Subdivision
- MINUTE ORDER #077/03: (Note to Commissioners:
I am going to have to have the exact Subdivision Definition before I can
identify this properly for title purposes. There are some 29
Tanglewood Subdivisions in various replats of certain lots and North and
South, etc. I need a definite Tanglewood Subdivision that this
abandonment is in). We can approve these minutes subject to this
minute order unless Richard has the exact Subdivision. Commissioner
Schiller moved on this item and Commissioner Brown seconded it.
Agenda #2f - Final Plat of Crossland Estates
Subdivision
- MINUTE ORDER #078/03: The County Engineer presented
the matter of the final plat for Crossland Estates Subdivision. He
reported that the developer has decided to post a Letter of Credit in the
amount of $255,163.93 (Being Letter of Credit #552) from the First
National Bank of Killeen, Texas to cover the costs of completing the roads
in the development. The Engineer recommended the approval of such
subdivision. After due discussion, upon motion of COMMISSIONER
BROWN,
seconded by COMMISSIONER FISHER, the Court unanimously
approved the final plat for Crossland Estates Subdivision and ordered the
same filed for record.
Agenda #2g - Bell County Infrastructure Requirements
for Rental Manufactured Home
- MINUTE ORDER #079/03: Upon motion of COMMISSIONER
BROWN,
seconded by COMMISSIONER FISHER, the Court unanimously
approved Bell County's Infrastructure Requirements for Manufactured Home
Rental Communities. All according to a copy of such Requirements
attached hereto and made a part of these minutes for all purposes.
Agenda #2a - Personnel
- MINUTE ORDER #080/03: Upon motion of COMMISSIONER
BROWN,
seconded by COMMISSIONER CORTESE, the Court unanimously
approved all employee status report forms, the same being attached hereto
and made a part of these minutes.
Agenda #3 - TxDOT Road Projects
- MINUTE ORDER #081/03: The Court discussed the
meeting held with TxDOT with respect to the funding category for various
road projects affecting Bell County.
Agenda #4 - Texas Water Development Board's
Population Projections
- MINUTE ORDER #082/03: JUDGE BURROWS gave
a report with respect to the Texas Water Development Board's population
projections with respect to what he believed to be an error in the Bell
County figures. He reported that Region G suggested making a new
study of migration growth figures and to ask the Water Development Board
to change these figures.
Agenda #5 - Alternate to Central Texas Council of
Governments
- MINUTE ORDER #083/03: JUDGE BURROWS reported
to the Court that since former Commissioner had been the Alternate Bell
County Representative to the Central Texas Council of Governments that it
was now necessary that another representative be appointed. Upon motion of
JUDGE BURROWS, seconded
by COMMISSIONER BROWN, the Court unanimously approved
appointing COMMISSIONER CORTESE as the Alternate Bell County
Representative to the Central Texas Council of Governments.
Agenda #6 - Representative to Temporary Emergency
Relief Fund Board
- MINUTE ORDER #084/03: Upon motion of COMMISSIONER
SCHILLER, seconded
by COMMISSIONER FISHER, the Court unanimously approved COMMISSIONER
FISHER as Bell County's representative to the Temporary Emergency
Relief Fund Board with COMMISSIONER SCHILLER being named as
the Alternate to such Board.
Agenda #8 - Claims
- MINUTE ORDER #085/03: The County Auditor presented
all claims for the review of the Court. After proper review, upon
motion of COMMISSIONER BROWN, seconded by COMMISSIONER
CORTESE, the Court
unanimously approved all such claims. All according to a copy of the
same being of record in the office of the County Auditor.
Agenda #9 - Executive Session
- MINUTE ORDER #086/03: The Court then went into
Executive Session to discuss the purchase of real estate with no action
being taken and no report necessary because it was simply a report
concerning such matter.
(The Court then went into workshop session
to discuss
those items on the workshop agenda with
no
action being taken on any item.)
There being no further business, the meeting
adjourned.
