MARCH  03, 2003


AFTER proper posting of public notice, a copy of which is attached hereto, on this the 3rd day of March, A.D. 2003, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #087/03:  It being nine a.m., COMMISSIONER CORTESE called the meeting to order and called to the Courts attention the fact that they had previously received copies of the minutes of February 24, 2003.  He asked if there were any corrections or additions, there being no corrections, the minutes were approved as submitted.   



  2. Agenda #2a - Release of Letter of Credit

    • MINUTE ORDER #088/03:  The County Engineer reported that the letter of credit #533 in the amount of $258,936.00 from the First National Bank in Killeen was now ready to be released for the Wells Ranch, Phase III Subdivision.  He reported that he had now accepted letter of credit #553 in the amount of $25,893.00 for the maintenance of the roads and drainage in such subdivision.  After due discussion , upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER BROWN, the Court unanimously approved such action.    



  3. Agenda #2b - Interlocal Agreement with Hill Country Transit

    • MINUTE ORDER #089/03:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER FISHER, the Court unanimously approved authorizing JUDGE BURROWS to execute an interlocal agreement with the Hill Country Transit to improve the parking area at the Old Precinct #4 Killeen Maintenance Barn at a cost not to exceed $5000.00.    



  4. Agenda #2c - Personnel

    • MINUTE ORDER #090/03:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER SCHILLER, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes. 



  5. Agenda #3 - Contract with U.S. Army Corps of Engineers

    • MINUTE ORDER #091/03:   The matter of approval of the annual Law Enforcement Contract with the U.S. Army Corps of Engineers for law enforcement for Lakes Stillhouse and Belton was discussed and after due discussion, upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER BROWN, the Court unanimously approved authorizing JUDGE BURROWS to execute such contract in the amount of $94,007.60.  All according to a copy of the same attached hereto and made a part of these minutes.         



  6. Agenda #4 - Horticulture Curriculum Development

    • MINUTE ORDER #092/03:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER SCHILLER, the Court unanimously approved authorizing the County Auditor to publish a request for proposals on Horticulture Curriculum Development.   
          


  7. Agenda #5 - Claims

    • MINUTE ORDER #093/03:  The County Auditor presented all claims for the review of the Court.  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same on record in the office of the County Auditor.    



             (The Court then went into workshop session to discuss those items on the workshop agenda with 
              no action being taken on the same.)    



              There being no further business, the meeting was adjourned.
