AFTER proper posting of public notice, a copy of which is attached hereto, on this the 7th day of April, A.D. 2003, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #133/03:  It being nine a.m., JUDGE BURROWS called the meeting to order and called to the Courts attention the fact that they had previously received copies of the minutes of March 31, 2003.  He asked if there were any corrections or additions to the minutes; there being none, the minutes were approved as submitted.   



  2. Agenda #2a - Alford Addition Subdivision

    • MINUTE ORDER #134/03:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER FISHER,  the Court unanimously approved the final plat of Alford Addition Subdivision and ordered the same filed for record. 



  3. Agenda #2b - Shaw Branch East, Phase 2, Subdivision

    • MINUTE ORDER #135/03:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved the final plat of Shaw Branch East, Phase 2, Subdivision, and ordered the same filed for record. .   



  4. Agenda #2c - Lucus Addition Subdivision

    • MINUTE ORDER #136/03:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved the final plat for Lucus Addition Subdivision and ordered the same filed for record. 



  5. Agenda #2d - Personnel

    • MINUTE ORDER #137/03:  Upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER BROWN, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes. 



  6. Agenda #3 - HIPAA Requirements

    • MINUTE ORDER #138/03:   JUDGE BURROWS presented a resolution implementing different requirements, designations, and adoptions of policies and other actions in compliance with the Health Insurance Portability and Accountability Act (HIPAA).  After due discussion, upon motion of JUDGE BURROWS, seconded by COMMISSIONER BROWN, the Court unanimously approved such resolution; the same being attached hereto and made a part of these minutes. 



  7. Agenda #4 - Proclamation Concerning Child Abuse Prevention Month

    • MINUTE ORDER #139/03:  JUDGE BURROWS presented a proclamation concerning "Child Abuse Prevention Month."  After due discussion, upon motion of JUDGE BURROWS, seconded by COMMISSIONER SCHILLER, the Court unanimously approved such proclamation, the same being attached hereto and made a part of these minutes.  
          


  8. Agenda #5 - Pactiv Corporation Tax Abatement

    • MINUTE ORDER #140/03:  The Court considered the matter of a Tax Abatement Agreement for Pactiv Corporation in Temple, Texas.  After due discussion, upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER CORTESE, the Court unanimously approved such Tax Abatement.  All according to a copy of the same attached hereto and made a part of these minutes for all purposes.   
          


  9. Agenda #6 - Tobacco Settlement Expenditure Report

    • MINUTE ORDER #141/03:  JUDGE BURROWS presented the report of the County Auditor concerning the 2003 Tobacco Settlement Expenditure Report.  The same being attached hereto and made a part of these minutes. 
          


  10. Agenda #7 - Depository Contract Bids

    • MINUTE ORDER #142/03:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER FISHER, the Court unanimously authorized the County Auditor to advertise for bids for the County's Depository of all Funds, including the County and District Clerk Registry Funds. 
          


  11. Agenda #8 - Bids for Installation of Fiber Optic

    • MINUTE ORDER #143/03:  Upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER SCHILLER, the Court unanimously authorized the County Auditor to advertise for bids for the installation of fiber optic at three locations, to-wit:  Blackland Research Center; VA Hospital, and Bell County Health District Office at Lanier Center in Temple.   
          


  12. Agenda #9 - Fiber Optics for the IS Department

    • MINUTE ORDER #144/03:  Upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER SCHILLER, the Court unanimously authorized the County Auditor to advertise for bids for outside installation of fiber optic at the new Information Systems Office on Waters Street in Belton, Texas. 
          


  13. Agenda #10 - Addendum to Contract between A & M and Bell County

    • MINUTE ORDER #139/03:  Upon motion of JUDGE BURROWS, seconded by COMMISSIONER CORTESE, the Court unanimously approved authorizing JUDGE BURROWS to execute an addendum to the contract between Bell County and the Texas Agricultural Experiment Station Texas A & M University System, dated October 6, 2002.  All according to a copy of the same attached hereto and made a part of these minutes.  
          


  14. Agenda #11 - Curriculum Development

    • MINUTE ORDER #146/03:  Upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER BROWN, the Court unanimously approved authorizing JUDGE BURROWS to negotiate with Temple College concerning the awarding of the bid for Curriculum Development.  
          


  15. Agenda #12 - Domestic Preparedness Funding

    • MINUTE ORDER #147/03:  Upon motion of JUDGE BURROWS, seconded by COMMISSIONER FISHER, the Court unanimously approved authorizing JUDGE BURROWS to execute, on behalf of Bell County, the Inter-Jurisdictional Mutual Aid Agreement between Bell County and all municipalities located within or partially within Bell County as part of qualification for Domestic Preparedness  Funding. 
          


  16. Agenda #14 - Claims

    • MINUTE ORDER #148/03:  The County Auditor presented all claims for the review of the Court.  After proper review, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.  



             (The Court then went into workshop session to discuss those items on the workshop agenda with 
              no action being taken on any item.)    



              There being no further business, the meeting adjourned.
