AFTER proper posting of public notice, a copy of which is attached hereto, on this the 5th day of May, A.D. 2003, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular special session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #179/03:  It being nine a.m., JUDGE BURROWS called the meeting to order and called to the Courts attention the fact that they had previously received copies of the minutes of April 18 and 28, 2003.  He asked if there were any corrections or additions, there being no corrections, the minutes were approved as submitted.    



  2. Agenda #2 - Rotary Exchange Group

    • MINUTE ORDER #180/03:  JUDGE BURROWS introduced members of the Brazil Rotary Student Exchange Group to the Court. 



  3. Agenda #3a - Releasing Warranty Bond

    • MINUTE ORDER #181/03:  Upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER BROWN, the Court unanimously approved releasing Warranty Bond #929168712 (in the amount of $4,454.00) and Warranty Bond #929168733 (in the amount of $15,372.00), both from Continental Casualty Company, for the road and drainage improvements in Walnut Creek Estates, Phase II and Walnut Creek Estates, Phase III, Section 2, respectively.



  4. Agenda #3b - Releasing Letter of Credit

    • MINUTE ORDER #182/03:   Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved acceptance of a Letter of Credit #0390, in the amount of $5,740.00 from First State Bank of Central Texas, for Mill Creek Springs, Phase III, for road and drainage warranty.    



  5. Agenda #3c - Riverscape Subdivision

    • MINUTE ORDER #183/03:   Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved the final plat of Riverscape Subdivision in the ETJ of Temple on Hartrick Bluff Road and ordered the same filed for record.     



  6. Agenda #3d - Village of Salado Interlocal Agreement concerning Subdivisions

    • MINUTE ORDER #184/03:   Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved rescinding the Interlocal Agreement with The Village of Salado regarding subdivision plat review in the ETJ of The Village of Salado (as approved on March 15, 2002) and approving the Revised Interlocal Agreement enabling The Village of Salado to be the lead agency in plat review in its City Limits and ETJ.     



  7. Agenda #3e - Preliminary Plat of Prairie View Estates

    • MINUTE ORDER #185/03:   Upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER BROWN, the Court unanimously approved the preliminary plan of Prairie View Estates.     



  8. Agenda #3f - Recognizing County Engineer Richard Macchi's Installation

    • MINUTE ORDER #186/03:   JUDGE BURROWS recognized County Engineer Richard Macchi's installation as South Central Region Vice-President of the National Association of County Engineers (NACE) at the association's 2003 Annual Management and Technical Conference in Biloxi, Mississippi in March 2003.     



  9. Agenda #3g - Personnel

    • MINUTE ORDER #187/03:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER FISHER, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.  
          


  10. Agenda #4 - Architect's Report

    • MINUTE ORDER #188/03:  Mr. Tom Hooker of Wiginton Hooker Jeffry, the County's Architects gave a report on the projected cost for the Jail/Courts/Sheriff's Office construction project.  Mr. Hooker estimated that the cost would be $57 million.    
          


  11. Agenda #5 - Certificates of Obligation

    • MINUTE ORDER #189/03:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER SCHILLER, the Court unanimously approved instructing bond counsel and financial advisors to proceed with the issuance of Certificates of Obligation and set the final list of projects as follows:  Building of the Jail/Courts Building; right of way; expanded parking; renovation of existing structures; purchase of real estate; Road and Bridge Department Equipment; and Voting Equipment.  The amount of Certificates of Obligation to be set at $60 million dollars plus cost of issuance.  
          


  12. Agenda #6 - Proclamation Concerning Hill Country Community Action Association

    • MINUTE ORDER #190/03:   Upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER CORTESE, the Court unanimously approved a Proclamation naming May 2003 as Community Action Month in recognition of the hard work and dedication of the Board and staff of Hill Country Community Action Association, Inc.  All according to a copy of such proclamation attached hereto and made a part of these minutes.     



  13. Agenda #7 - Health Coverage Bids

    • MINUTE ORDER #191/03:   Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously authorized the County Auditor to advertise for proposals for health insurance coverage for Bell County employees for FY 2004.     



  14. Agenda #8 - Equipment Leases for the Tax Assessor-Collector

    • MINUTE ORDER #192/03:   Ms. Sharon Long, Tax Assessor-Collector, reported to the Court the matter of equipment leases for her office for point-of-sale stickers for auto registration.  After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER SCHILLER, the Court unanimously approved the leasing agreement for four grocery stores and two dealerships with the payment by Bell County of $600.00 each for the grocery stores and the dealership having to pay for their own.  The total being $2400.00 and the approval of the amending of the Tax Assessor's budget to cover such cost.     



  15. Agenda #9 - Interlocal Agreement with Central Texas Council of Governments

    • MINUTE ORDER #193/03:   Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER SCHILLER, the Court unanimously approved an Interlocal Agreement with Central Texas Council of Governments for consultant services for Hazard Mitigation Project in an amount not to exceed $4,921.64.    



  16. Agenda #10 - Operational Services Bids for Operation of the Juvenile Residential Facilities

    • MINUTE ORDER #194/03:   Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER FISHER, the Court unanimously approved authorizing the County Auditor to advertise for proposals/bids for management/operational services for the Bell County Juvenile Residential Facility and authorized the County Judge to contract for consultant services and interim management/operational services pending consideration of proposals/bids, if needed.     



  17. Agenda #11 - DPS STEP Program

    • MINUTE ORDER #195/03:   Upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER BROWN, the Court unanimously approved acceptance of FY 03 Safe and Sober Selective Traffic Enforcement Program (STEP) by the Texas Department of Public Safety through a federal grant program administered by the Texas Department of Public Safety, focusing on Speed, DWI, and Occupant Protection.     



  18. Agenda #12 - Fiber Installation Bid

    • MINUTE ORDER #196/03:   Upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER BROWN, the Court unanimously approved awarding the bid for the installation of fiber to the new Information System site to the low bidder Red Simpson in the amount of $32,773.56.    



  19. Agenda #13 - AS/400 Computer Equipment

    • MINUTE ORDER #197/03:   Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER FISHER, the Court unanimously approved authorizing the disposal of surplus AS/400 computer equipment by seeking request for bids or authorizing trade for more current equipment.    



  20. Agenda #14 - Bids for Furniture & Fixtures for Information Systems New Offices

    • MINUTE ORDER #198/03:   Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER SCHILLER, the Court unanimously approved authorized the County Auditor to advertise for bids for furniture and fixtures for the new Information Systems' Offices.     



  21. Agenda #15 - Claims

    • MINUTE ORDER #199/03:  The County Auditor presented all claims for the review of the Court.  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same on record in the office of the County Auditor.  



             (The Court then went into workshop session to discuss those items on the workshop agenda with 
              no action being taken on the same.)    



              There being no further business, the meeting was adjourned.
