AFTER proper posting of public notice, a copy of which is attached hereto, on this the 23rd day of June, A.D. 2003, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #241/03:  It being nine a.m., JUDGE BURROWS called the meeting to order and called to the Courts attention the fact that they had previously received copies of the minutes of June 9, 2003.  He asked if there were any corrections or additions, there being no corrections, the minutes were approved as submitted.    



  2. Agenda #2a - Recognition of Commissioner Cortese

    • MINUTE ORDER #242/03:  JUDGE BURROWS recognized Commissioner Precinct #1 Richard Cortese's election as second Vice-President of the North and East Texas County Judges and Commissioners Association.   



  3. Agenda #3a - J Bar Subdivision

    • MINUTE ORDER #243/03:  Upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER FISHER, the Court unanimously approved the final plat of J-Bar Subdivision and ordered the same filed for record.    



  4. Agenda #3b - Waterhaven Addition Subdivision

    • MINUTE ORDER #244/03:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER SCHILLER, the Court unanimously approved the final plat of the Waterhaven Subdivision Plat and ordered the same filed for record.    



  5. Agenda #3c - Fencing for Willow Grove and Darrs Creek Roads

    • MINUTE ORDER #245/03:  The County Engineer presented his report of the bids received for the fencing of the new right of way on Willow Grove and Darrs Creek Roads and reported to the Court that the low bidder was D.R. Jones in the amount of $10,890.00.  He further reported that a portion of the payment would come from Precinct #1 Maintenance Funds and a portion from the Precinct #2 Maintenance Funds.    



  6. Agenda #3d - Performance Bond for Crossland Estates and Releasing of Letter of Credit

    • MINUTE ORDER #246/03:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved the acceptance of a Letter of Credit for one year in the amount of $15,560.50 (#562) in lieu of a maintenance and performance bond for Crossland Estates Subdivision and the releasing of a letter of credit #552 in the amount of $255,163.93.   



  7. Agenda #4 - Personnel

    • MINUTE ORDER #247/03:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER FISHER, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.   



  8. Agenda #5 - EMS Service Agreement

    • MINUTE ORDER #248/03:  Upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER CORTESE, the Court unanimously approved the Interlocal Mutual Aid Agreement for EMS Services between the Cities of Belton, Temple, Copperas Cove, Harker Heights, Killeen, Nolanville and Bell County for the providing of EMS Services subject to the County Judge reviewing such contract and approving the same.  All according to a copy of the same attached hereto and made a part of these minutes.   



  9. Agenda #6 - Mutual Aid Agreement for Fire Services

    • MINUTE ORDER #249/03:  Upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER CORTESE, the Court unanimously approved the Interlocal Mutual Aid Agreement for Fire Services between the Cities of Belton, Temple, Copperas Cove, Harker Heights, Killeen, Nolanville and Bell County.  All according to a copy of such agreement attached hereto and made a part of these minutes.   



  10. Agenda #7 - Grant Funds from Central Texas Council of Governments

    • MINUTE ORDER #250/03:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved the ratification of Central Texas Council of Governments Executive Committee allocation of Texas Engineering Extension Service grant funds for regional interoperable communications and hazardous materials need for CTCOG Region.  All according to a copy of the same attached hereto and made a part of these minutes.   



  11. Agenda #8 - Appointment of Juvenile Committee

    • MINUTE ORDER #251/03:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved authorizing the County Judge, as Chairman of the Juvenile Board, to a Juvenile Committee to enter into negotiations with Right Turn Management  for management services for the Bell County Juvenile Detention Center for short-term and/or long-term detention services.  JUDGE BURROWS appointed the following individuals to such committee:  Earl Lloyd; Bob Gilliam; Judge Edward Johnson; Judge Rick Morris; Commissioner Fisher; and County Auditor Donna Eakin.  



  12. Agenda #9 - Resolution for City of Temple for a Toll Viability Study

    • MINUTE ORDER #252/03:  Upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER CORTESE, the Court unanimously approved a resolution in support of the City of Temple's request to the Texas Transportation Commission to initiate a toll viability study between the north and south intersections of Loop 363 and I-35.  All according to a copy of such resolution attached hereto and made a part of these minutes.   



  13. Agenda #10 - Claims

    • MINUTE ORDER #253/03:  The County Auditor presented all claims for the review of the Court.  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same on record in the office of the County Auditor.  



             (The Court then went into workshop session to discuss those items on the workshop agenda with 
              no action being taken on the same.)    



              There being no further business, the meeting was adjourned.
