AFTER proper posting of public notice, a copy of which is attached hereto, on this the 30th day of June, A.D. 2003, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Limited Tax Refunding Bonds

    • MINUTE ORDER #254/03:  It being nine a.m., JUDGE BURROWS called the meeting to order and suspended any action on the issuance of Bell County, Texas, Limited Tax Refunding Bonds, Series 2003, and rescheduled action on such matter at a meeting of the Court for 1 p.m. on Thursday, July 3, 2003.    



  2. Agenda #2 - Bell Co Combination Tax and Revenue Certificates of Obligation, Series 2003

    • MINUTE ORDER #255/03:  The matter of the adoption of an order authorizing the issuance of Bell County, Texas, Combination Tax and Revenue Certificates of Obligation, Series 2003 was suspended until such time as the petition which had been turns into the County Clerk as authorized by the Local Government Code could be verified.    



  3. Agenda #4 - Minutes

    • MINUTE ORDER #256/03:  The presentation of the minutes of June 23, 2003 were waived at the present time.     



  4. Agenda #3 - RFQ'S for Qualifications for a Construction Manager at Risk

    • MINUTE ORDER #257/03:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved authorizing the County Auditor to advertise for Request for Qualifications for a Construction Manager at Risk for the Jail/Courts project.   



  5. Agenda #5a - Injunction Concerning Cliffs of Woodlake Subdivision

    • MINUTE ORDER #258/03:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously approved authorizing the County Attorney to prepare and file an injunction against the Developer of the Cliffs of Woodlake for violation of the County's Subdivision Regulations and a waiver of bond for court costs.  



  6. Agenda #6 - Personnel

    • MINUTE ORDER #259/03:  Upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER SCHILLER, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.   



  7. Agenda #7 - Disability Tax Exemption

    • MINUTE ORDER #260/03:  JUDGE BURROWS presented the matter of allowing a $10,000.00 ad valorem tax exemption under section 11.13 of the Texas Property Tax Code for a residence homestead of an individual who is disabled.  Ms. Albright appeared before the Court to request a $50,000.00 Tax Exemption  instead of the recommended $10,000.00 exemption.  After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved granting a $10,000.00 homestead exemption for a residence homestead of an individual who is disabled.    



  8. Agenda #8 - Service Agreement with Appriss, Inc.

    • MINUTE ORDER #261/03:  Upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER FISHER, the Court unanimously authorized the County Judge to execute a contract with Appriss, Inc. to provide Texas VINE service in which Appriss provides substantial notification to victims of crimes regarding events relevant to victims of violent crimes including but not limited to events in the prosecution, incarceration and release of persons charged or convicted of violent crime in Texas.  All according to a copy of such contract attached hereto and made a part of these minutes.  Such funding to come from the Crime Victims State Fund.   



  9. Agenda #9 - Budget Amendment for JJAEP Budget

    • MINUTE ORDER #262/03:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER FISHER, the Court unanimously approved a budget amendment for the Juvenile Justice Alternative Education Program budget for the operations of the Bell County Juvenile Detention Facility for the next three months.  All according to a copy of the same being attached hereto and made a part of these minutes.     



  10. Agenda #10 - Heights Bank Property

    • MINUTE ORDER #263/03:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously authorized the Tax Appraisal District of Bell County to resale property held in Trust by The Tax Appraisal District of Bell County; Tax Account No. 47736 and 47737, a 3.214 Acre tract located in the J.M. Roberts Survey, Abstract 723 and the A Gallatin Survey; Abstract 363, Bell County, Texas.  All according to a copy of such correspondence from the Appraisal District's Attorney attached hereto and made a part of these minutes.     



  11. Agenda #11 - Claims

    • MINUTE ORDER #264/03:  The County Auditor presented all claims for the review of the Court.  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same on record in the office of the County Auditor.  



             (The Court then went into workshop session to discuss those items on the workshop agenda with 
              no action being taken on the same.)    



              There being no further business, the meeting was adjourned.
