AFTER proper posting of public notice, a copy of which is attached hereto, on this the 7th day of July, A.D. 2003, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #267/03:  It being nine a.m., JUDGE BURROWS called the meeting to order and called to the Courts attention the fact that they had previously received copies of the minutes of June 23, 2003.  He asked if there were any corrections or additions, there being no corrections, the minutes were approved as submitted.  The presentation of the minutes of June 30th and July 1st, 2003 were waived at the present time.     



  2. Agenda #2a - Public Hearing on Installation of Traffic Control Devices 

    • MINUTE ORDER #268/03:  JUDGE BURROWS opened the public hearing on the installation of certain traffic control devices, to-wit:  1) Install stop signs on Avenue E at 3rd Street in Pendleton (north and south-bound traffic);  2) Install 30 mph speed limits on Limewood Lane, Lemonwood Lane, Osage Lane and Little Elm Loop, all in Elm Creek Addition.  He asked if there were any public comments; there being none, the public hearing was closed.  After due discussion, upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER FISHER, the Court unanimously approved all such traffic control installations.   



  3. Agenda #2b - Elbert Shaw Release of Funds

    • MINUTE ORDER #269/03:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER SCHILLER, the Court unanimously approved authorizing the County Judge to execute an Order authorizing the County Clerk to release funds deposited by Mr. Elbert Shaw, said funds being deposited in the Open Trust Account for the maintenance of road improvements for Shaw Valley Subdivision.   



  4. Agenda #2c - Mill Creek Springs Overlook Subdivision

    • MINUTE ORDER #270/03:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved the final plat for Mill Creek Springs Overlook Subdivision, and ordered the same filed for record.   



  5. Agenda #3 - Personnel

    • MINUTE ORDER #271/03:  Upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER CORTESE, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.   Such employment includes Ms. Courtney Felder, the new Assistant County Extension Service Agent.



  6. Agenda #4 - Employment of a Consultant for Insurance Coverage

    • MINUTE ORDER #272/03:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER FISHER, the Court unanimously authorized the employment of Roberta Amos as a consultant to review and give advice on proposed changes in property and liability coverages and amounts of deductibles from St. Paul Insurance, the County's property and liability insurer.     



  7. Agenda #5 - Bids for Health and Dental Insurance

    • MINUTE ORDER #273/03:  Mr. Ron Heuss, Human Services Director presented his recommendations to the Court for the awarding of bids for health and dental insurance.  After due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court awarded the Health and Prescription Rider to Scott and White Hospital (Plan A) and First Care Health and Prescription Rider and to Blue Cross Blue Shield Dental Plan.  All according to a copy of such report attached hereto and made a part of these minutes.   



  8. Agenda #6 - New Media Coverage of the Jail/Court Project

    • MINUTE ORDER #274/03:  Upon motion of JUDGE BURROWS, seconded by COMMISSIONER BROWN, the Court unanimously approved requesting the new media to do a series of report on the Jail/Courts Project.      



  9. Agenda #7 - Claims

    • MINUTE ORDER #275/03:  The County Auditor presented all claims for the review of the Court.  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same on record in the office of the County Auditor.  



             (The Court then went into workshop session to discuss those items on the workshop agenda with 
              no action being taken on the same.)    



              There being no further business, the meeting was adjourned.
