AFTER proper posting of public notice, a copy of which is attached hereto, on
this the 21st day of July, A.D. 2003, the County Commissioners Court of Bell County, Texas,
met in the Commissioners' Courtroom in Belton, Texas, in regular session with the

Agenda #1 - Minutes
- MINUTE ORDER #283/03: It being nine a.m., JUDGE
BURROWS called the meeting to order and called to the Courts
attention the fact that they had previously received copies of the minutes
of July 14, 2003. He asked if there were any corrections or
additions, there being no corrections, the minutes were approved as
submitted.
Agenda #2a - Advertise for Bids for Striping
- MINUTE ORDER #284/03: The County Engineer presented
the matter of advertising for bids for the installation of centerline
striping on county roads. After due discussion, upon motion of COMMISSIONER
SCHILLER, seconded
by COMMISSIONER FISHER, the Court unanimously approved
advertising for bids for centerline striping on county roads.
Agenda #2b - Replacement of Jarrell-Schwertner Water
Supply Water Lines
- MINUTE ORDER #285/03: The County Engineer presented
the matter of authorizing the Jarrell-Schwertner Water Supply to proceed
with the replacement of approximately 7700 feet of 4" water line on
the Darrs Creek Road in Commissioner Precinct #2. After due
discussion, upon motion of COMMISSIONER BROWN, seconded
by COMMISSIONER CORTESE, the Court unanimously approved
such action with funds for the same being paid from Precinct #2
Maintenance Funds. The two proposals received by the Water Supply
were in the amount of $45,270.00 from Frei Enterprises and the JDH
Materials in the amount of $55,055.
Agenda #3 - Personnel
- MINUTE ORDER #286/03: Upon motion of COMMISSIONER
FISHER, seconded
by COMMISSIONER BROWN, the Court unanimously approved all employee status report
forms, the same being attached hereto and made a part
of these minutes.
Agenda #4 - Claims
- MINUTE ORDER #287/03: The County Auditor presented
all claims for the review of the Court. Upon motion of
COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE,
the Court
unanimously approved all such claims. All according to a copy of the
same on record in the office of the County Auditor.
(The Court then went into executive session to discuss the purchase of
real estate and with all member aforementioned present in open Court, the
following transpired.)
Agenda #6 - Option to Purchase Real Estate in Killeen
- MINUTE ORDER #288/03: JUDGE BURROWS presented
the matter of entering into a Like-Kind Exchange sales contract, under IRC
§ 1031, with Gary Purser for the purchase of two buildings adjacent to
the Killeen Annex on Priest Drive being 307 and 309 Priest Drive, Killeen,
Texas. Such purchase price being $500,000.00, with the property
having a recent appraisal of $822,000.00. After due discussion, upon motion of COMMISSIONER
FISHER, seconded
by COMMISSIONER BROWN, the Court unanimously authorized JUDGE
BURROWS to execute an $5,000.00 option contract on behalf of Bell
County, giving Bell County a 90-day option to purchase said property for
$500,000.00 in a Like-Kind Exchange transaction.
(The Court then went into workshop session
to discuss
those items on the workshop agenda with
no
action being taken on the same.)
There being no further business, the meeting
was adjourned.
