AFTER proper posting of public notice, a copy of which is attached hereto, on
this the 28th day of July, A.D. 2003, the County Commissioners Court of Bell County, Texas,
met in the Commissioners' Courtroom in Belton, Texas, in regular session with the

Agenda #1 - Minutes
- MINUTE ORDER #289/03: It being nine a.m., JUDGE
BURROWS called the meeting to order and waived presentation of the
minutes of July 21, 2003, at the present time.
Agenda #2a - Letter of Credit on Mill Creek Springs
Subdivision, Phase II
- MINUTE ORDER #290/03: The County Engineer presented
the matter of releasing a letter of credit #0305 from the First State Bank
in the amount of $8500.00 for road maintenance and drainage improvements
in Mill Creek Springs Subdivision, Phase II and recommended its
approval. After due discussion, upon motion of COMMISSIONER
BROWN, seconded
by COMMISSIONER SCHILLER, the Court unanimously approved
such request.
Agenda #2b - S & L Addition Subdivision
Plat
- MINUTE ORDER #291/03: The County Engineer presented
the matter of approval of the final plat for the S & L Addition
Subdivision and recommended its approval. After due discussion, upon motion of COMMISSIONER
BROWN, seconded
by COMMISSIONER CORTESE, the Court unanimously approved
such final plat and ordered the same filed for record.
Agenda #3 - Personnel
- MINUTE ORDER #292/03: Upon motion of COMMISSIONER
FISHER, seconded
by COMMISSIONER FISHER, the Court unanimously approved all employee status report
forms, the same being attached hereto and made a part
of these minutes.
Agenda #4 - Memorandum of Understanding with SBI
& Company
- MINUTE ORDER #293/03: The County Auditor
presented the matter of a Memorandum of Understanding between Bell County
and SBI & Company with respect to additional work by such Company in
implementing the CarteGraph Engineering Software Documentation and budget,
position control, human resources, and financial statements in support of
GASB34 CAFR and requested the approval of such Memorandum of
Understanding. After due discussion, upon motion of COMMISSIONER
SCHILLER, seconded by COMMISSIONER FISHER, the Court
unanimously authorized the County Judge to execute such Memorandum on
behalf of Bell County with such cost being reflected as $32,000.00.
All according to a copy of such Memorandum of Understanding attached
hereto and made a part of these minutes.
Agenda #5 - Fines and Fees Collection Contract
- MINUTE ORDER #294/03: JUDGE BURROWS presented
the matter of a contract with Linebarger, Goggan, Blair, and Sampson, LLP
for collection of service of unpaid fines, fees, court costs, forfeited
bonds, and restitution. After due discussion, upon motion of COMMISSIONER
SCHILLER, seconded by COMMISSIONER FISHER, the Court
unanimously approved authorizing JUDGE BURROWS to execute
such contract on behalf of Bell County and make whatever changes necessary
to comply with updating such agreement. All according to
a copy of the same attached hereto and made a part of these minutes.
Agenda #6 - Fixed Assets Policy Manuel and User Guide
- MINUTE ORDER #295/03: The matter of adoption of a
fixed asset (Capital and Infrastructure) policy manuel and user guide for
Bell County was presented and after due discussion, upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER CORTESE, the Court
unanimously approved the same. All according to a
copy of the same attached hereto and made a part of these minutes for all
purposes.
Agenda #7 - Claims
- MINUTE ORDER #296/03: The County Auditor presented
all claims for the review of the Court. Upon motion of
COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE,
the Court
unanimously approved all such claims. All according to a copy of the
same on record in the office of the County Auditor.
(The Court then went into workshop session
to discuss
those items on the workshop agenda with
no
action being taken on the same.)
There being no further business, the meeting
was adjourned.
