IN THE COMMISSIONERS COURT OF

BELL COUNTY, TEXAS


AUGUST 04, 2003


AFTER proper posting of public notice, a copy of which is attached hereto, on this the 4th day of August, A.D. 2003, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

    (Prior to Judge Burrows calling the meeting to order, he asked for a moment of silence in memory of Sgt. Daniel
    Methvin of Belton and other Fort Hood soldiers killed in Iraq.)



  1. Agenda #1 - Minutes

    • MINUTE ORDER #297/03:  It being nine a.m., JUDGE BURROWS called the meeting to order and called to the courts attention the fact that they had previously received copies of the minutes of July 21 and 28, 2003.  He asked if there were any corrections or additions, there being no corrections, the minutes were approved as submitted.         



  2. Agenda #4 - Personnel

    • MINUTE ORDER #298/03:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER SCHILLER, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.  



  3. Agenda #5 - Burn Ban

    • MINUTE ORDER #299/03:   The Court discussed with the County Fire Marshal, Steve Casey, the matter of instigating a burn ban for Bell County.  After due discussion, upon motion of  COMMISSIONER CORTESE, seconded by COMMISSIONER FISHER, the Court unanimously approved the implementing of a burn ban, effective at 7 p.m. on August 7, 2003.  All according to a copy of such resolution attached hereto and made a part of these minutes.       



  4. Agenda #6 - Appointments to Board of Central Texas MH/MR

    • MINUTE ORDER #300/03:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously approved appointing Dr. John Asbury of Temple and Attorney Mickey Wade of Belton as Bell County representatives to the Central Texas MH/MR Board of Directors.    



  5. Agenda #7 - Renovation of District Court's Building

    • MINUTE ORDER #301/03:  JUDGE BURROWS made a presentation with respect to renovation needs of District Courts Building and the need to vacate the building for 16 to 18 months if the bond issue fails, and the costs involved for relocation of the office of the various departments housed in the Court Building.        



  6. Agenda #8 - Public Hearings Scheduled

    • MINUTE ORDER #302/03:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER FISHER, the Court unanimously approved the setting of public hearings at 5 p.m. at Harker Heights City Council meeting on August 12, 2003, and 5 p.m. at the Killeen City Council meeting on August 19, 2003.        



  7. Agenda #9 - Claims

    • MINUTE ORDER #303/03:  The County Auditor presented all claims for the review of the Court.  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same on record in the office of the County Auditor.  



             (The Court then went into workshop session to discuss those items on the workshop agenda with 
              no action being taken on the same.)    



              There being no further business, the meeting was adjourned.
