AFTER proper posting of public notice, a copy of which is attached hereto, on this the 11th day of August, A.D. 2003, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #304/03:  It being nine a.m., JUDGE BURROWS called the meeting to order and called to the Courts attention the fact that they had previously received copies of the minutes of August 4, 2003.  He asked if there were any corrections or additions to the minutes; there being none, the minutes were approved as submitted.         



  2. Agenda #2 - County Engineer

    • MINUTE ORDER #305/03:  The County Engineer presented the matter of the releasing of the maintenance/warranty bonds for the following subdivisions:  Hidden Springs Phase I - Bond Number 103869365 Travelers Casualty and Surety Company and Walnut Creek Estates, Phase 3, Section I, $19,100 - number 929168717, Continental Casualty Company.  After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER FISHER, the Court unanimously approved such releasing of the bonds referred to above.         



  3. Agenda #3 - Personnel

    • MINUTE ORDER #306/03:  Upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER SCHILLER, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.  



  4. Agenda #4 - Temple Report

    • MINUTE ORDER #307/03:   MAYOR BILL JONES, III, CITY MANAGER MARK WATSON, AND COMMANDER CLINE of Temple appeared before the Court to give their report with respect to the cost to Temple if Bell County cannot provide jail space to the City of Temple and discussed the additional cost to Temple if they had to build another jail.       



  5. Agenda #5 - Public Hearing Dates

    • MINUTE ORDER #308/03:  Upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER SCHILLER, the Court unanimously approved setting the following dates and times for the holding of public hearings on the jail/courts bond issue, to-wit:

      8/12/03 - Harker Heights City Council Chambers, 305 Miller's Crossing at 5:00 p.m.
      8/18/03 - Temple City Council Chambers, Municipal Building, 7:00 p.m.
      8/19/03 - Killeen City Council Chambers, City Hall, 6:00 p.m.
      8/21/03 - Belton, Bell County Commissioners Courtroom, 7:00 p.m.
      8/26/03 - Salado, Salado Civic Center, 7:00 p.m.
      8/28/03 - Academy Schools, Little River/Academy School, 7:00 p.m.     



  6. Agenda #6 - Antenna Tower Agreement

    • MINUTE ORDER #309/03:  The Court discussed the matter of the placing of 3 antennas at a cost of approximately $3250.00.  After due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER SCHILLER, the Court unanimously approved authorizing JUDGE BURROWS to execute a tower agreement with broussard for the placing of the three antennas.        



  7. Agenda #7 - Clarification Resolution JPO Incentive Block Grant

    • MINUTE ORDER #310/03:  JUDGE BURROWS presented a clarification resolution for Juvenile Accountability Incentive Block Grant which had originally been approved on December 9, 2002.  After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER FISHER, the Court unanimously approved such clarification resolution, all according to a copy of the same attached hereto and made a part of these minutes.         



  8. Agenda #8 - Authorize Sale of County Real Property

    • MINUTE ORDER #311/03:  JUDGE BURROWS presented the matter of Real Property that the County owns through a foreclosure on a bailbond licensee default and suggested that the property, located at 711 Dunbar, Temple, Texas, now needs to be sold.  After due discussion, upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER BROWN, the Court unanimously approved authorizing the County Auditor to accept sealed bids for the sale of such property.         



  9. Agenda #9 - Advertise for bids for ATM Services in Killeen Annex

    • MINUTE ORDER #312/03:  Upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER SCHILLER, the Court unanimously approved authorizing the County Auditor to advertise for bids for ATM services in the Killeen Annex.        



  10. Agenda #10 - Claims

    • MINUTE ORDER #313/03:  The County Auditor presented all claims for the review of the Court.  After proper review, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.  



             (The Court then went into workshop session to discuss those items on the workshop agenda with 
              no action being taken on any item.)    



              There being no further business, the meeting adjourned.
