Agenda #1 - Minutes
- MINUTE ORDER #330/03: It being nine a.m., JUDGE
BURROWS called the meeting to order and called to the Courts
attention the fact that they had previously received copies of the minutes
of August 11 and 18, 2003. He asked if there were any
corrections or additions to the minutes; there being none, the minutes
were approved as submitted.
Agenda #2a - Final Plat of Crossland Estates,
Ph II
- MINUTE ORDER #331/03: Upon motion of COMMISSIONER
BROWN, seconded
by COMMISSIONER FISHER, the Court unanimously approved
the final plat of Crossland Estates Phase 2 replat of Lots 1-8, Block 1,
and ordered the same filed for record.
Agenda #2b - Preliminary Plat for Heritage
Subdivision
- MINUTE ORDER #332/03: Upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER FISHER, the Court
unanimously approved the preliminary plat for Heritage Subdivision.
Agenda #3 - Personnel
- MINUTE ORDER #333/03: Upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER SCHILLER, the Court
unanimously approved all employee status report forms, the same being
attached hereto and made a part of these minutes.
Agenda #4 - Recognition of James Davis
- MINUTE ORDER #334/03: JUDGE BURROWS presented
a Certificate of Appreciation to County Agent, James Davis,
for his 26 years of service to Bell County as Bell County Extension
Service Agent.
Agenda #5 - 9-1-1 Child Hero
- MINUTE ORDER #335/03: Mr. Time Leverenz, Director of
the Communications Department appeared before the Court to present a 9-1-1
Child Hero Award to Honora Glass for her actions in a recent incident with
respect to false calls to 9-1-1. All according to a news release
attached hereto and made a part of these minutes.
Agenda #6 - FY 2003-2004 Bell County Budget
- MINUTE ORDER #336/03: JUDGE BURROWS presented
the County's FY 2003-2004 budget, explaining that the public hearing on
the same had been held at the last Court Meeting. He asked if any
Commissioner wished to make any arrangements; there being none, after due
discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER
SCHILLER, the Court unanimously approved the County's FY 2003-2004
budget and ordered the same filed for record.
Agenda #7 - Tax Rate for FY 2003-2004
- MINUTE ORDER #337/03: The Court then took up the
matter of setting the tax rate for the FY 2003-2004 budget. After
due discussion, upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER SCHILLER, the Court
unanimously approved setting the Bell County Tax rate at $0.3351 which
includes a County Maintenance Tax of $0.0299. All according to a
copy of such notice to the Tax Appraisal District attached hereto and made
a part of these minutes.
Agenda #8 - Interlocal Agreement with CTCOG
- MINUTE ORDER #338/03: Upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER CORTESE, the Court
unanimously approved authorizing JUDGE BURROWS to execute an
Interlocal Agreement with Central Texas Council of Governments for PSAP
Maintenance, Equipment Upgrade and Training on behalf of Bell County,
Texas. All according to a copy of such agreement attached hereto and
made a part of these minutes.
Agenda #9 - Elm Creek Water Shed
- MINUTE ORDER #339/03: Mr. Dale Mengers, Consultant
to Elm Creek Water Shed appeared before the Court to give a report of the
status of the operations of the Elm Creek Water Shed. A copy of the
same is attached hereto.
Agenda #10 - Report concerning Jail/Courts Projects
- MINUTE ORDER #340/03: JUDGE BURROWS gave
an update with respect to the Jail/Courts Project reflecting what would
happen if the bond issue does not pass and the cost to tax payers to
remodeling and building downtown versus building on Loop #121.
Agenda #11 - Public Hearing Dates
- MINUTE ORDER #341/03: Upon motion of COMMISSIONER
FISHER, seconded by COMMISSIONER BROWN, the Court
unanimously approved the dates and times for public hearings with respect
to the Jail/Courts Projects, to-wit: 1) Salado Civic Center, 7 p.m.,
August 26, 2003; 2) Academy High School, 7 p.m., Thursday, August
28, 2003; 3) Troy City Hall, 7 p.m., September 2, 2003; 4)
Rogers City Hall, 7 p.m., September 8, 2003.
Agenda #12 - Claims
- MINUTE ORDER #342/03: The County Auditor presented
all claims for the review of the Court. After proper review, upon motion of
COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE,
the Court
unanimously approved all such claims. All according to a copy of the
same being of record in the office of the County Auditor.
(The Court then went into executive to discuss a personnel problem with no
action being reportable.)

to discuss
those items on the workshop agenda with
no
action being taken on any item.)
There being no further business, the meeting
adjourned.
