AFTER proper posting of public notice, a copy of which is attached hereto, on this the 2nd day of September, A.D. 2003, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #343/03:  It being nine a.m., JUDGE BURROWS called the meeting to order and called to the Courts attention the fact that they had previously received copies of the minutes of August 25, 2003.  He asked if there were any corrections or additions to the minutes; there being none, the minutes were approved as submitted.         



  2. Agenda #2a  - Addition to Annual Work Plan

    • MINUTE ORDER #344/03:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously approved adding the installation of a pre-cast box culvert on Dunahoe Road and the replacing of the bridge on Romberg Road over South Darrs Creek to the annual work plan.     



  3. Agenda #3 - Personnel

    • MINUTE ORDER #345/03:  Upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER SCHILLER, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.       



  4. Agenda #4 - Interlocal Agreement with CIRA

    • MINUTE ORDER #334/03:  JUDGE BURROWS presented the matter of the approval of an Interlocal Participation Agreement with the County Information Resources Agency ("CIRA") for central, cooperative and coordinated assistance and services relating to information resources and technologies.  After due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously approved authorizing JUDGE BURROWS to execute such agreement on behalf of Bell County and to designate the County's Contact person, all according to a copy of the same attached hereto and made a part of these minutes.        



  5. Agenda #5 - Report from Planning Director for CTCOG for Statewide Mobility Plan

    • MINUTE ORDER #346/03:  The matter of a update to the Court on the draft of the Statewide Mobility Plan and its treatment for projects on IH #35, was tabled since Ms. Bosley was ill.         



  6. Agenda #6 - Update of Jail/Courts Project and Review of Endorsements of the Project

    • MINUTE ORDER #347/03:  JUDGE BURROWS gave an update on the Jail/Courts project and review of the Endorsements of the project as follows:  a) Bell County Bar Association;  b) Bell County Republican Executive Committee;  c) Bell County Republican Hispanic National Assembly - Tower-Bailon Chapter;  d) Central Texas Homebuilders' Association;  e) City of Morgan's Point Resort;  f) Killeen Daily Herald;  g) Temple Daily Telegram;  h) Temple Area Builders' Association; and  i) Temple Chamber of Commerce Board.        



  7. Agenda #7 - Claims

    • MINUTE ORDER #348/03:  The County Auditor presented all claims for the review of the Court.  After proper review, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.  

      (The Court then went into executive session concerning personnel matters with no reportable action being taken.)



             (The Court then went into workshop session to discuss those items on the workshop agenda with 
              no action being taken on any item.)    



              There being no further business, the meeting adjourned.
