AFTER proper posting of public notice, a copy of which is attached hereto, on this the 8th day of September, A.D. 2003, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #/03:  It being nine a.m., JUDGE BURROWS called the meeting to order and called to the Courts attention the fact that they had previously received copies of the minutes of September 2, 2003.  He asked if there were any corrections or additions, there being no corrections, the minutes were approved as submitted.         



  2. Agenda #6 - Burn Ban

    • MINUTE ORDER #/03:  By consensus the Court agreed to let the Bell County Burn Ban expire by law.      



  3. Agenda #2a  - Advertise for Bids for Road and Bridge

    • MINUTE ORDER #/03:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved authorizing bids on culverts; reinforcing steel; crushed limestone base; rip rap rock; and uniforms.      



  4. Agenda #3 - Personnel

    • MINUTE ORDER #/03:  (No personnel was presented.)       



  5. Agenda #4 - Cutting Horse Association

    • MINUTE ORDER #/03:  JUDGE BURROWS reported that the Cutting Horse Association would be at the Expo Center the week of September 8.         



  6. Agenda #5 - Delinquent Tax Collection Report

    • MINUTE ORDER #/03:  Mr. Harvey Allen of McCreary, Veselka, Bragg and Allen, P.C. gave a report on Delinquent Property Tax Collections for Bell County, the same being attached hereto.          



  7. Agenda #7 - Board Members for MH/MR

    • MINUTE ORDER #/03:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER FISHER, the Court unanimously approved ratifying the following members of the Central Counties MH/MR Board for a two year period, to-wit:  Ms. Sue Faulkner of Lampasas County; Mr. Elwood Shemwell of Coryell County; Ms. Ann King of Milam County; and Dr. Forrest Harris of Hamilton County.        



  8. Agenda #8 - MOU with KISD

    • MINUTE ORDER #/03:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER FISHER, the Court unanimously approved authorizing JUDGE BURROWS to execute a Memorandum of understanding for educational services at the Juvenile Probation Center with Killeen Independent School District.  The same being attached hereto and made a part of these minutes.      



  9. Agenda #9 - Interlocal Agreement with Hill Country Transit District

    • MINUTE ORDER #/03:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved an interlocal agreement with Hill Country Transit District regarding the installation of an above the ground fuel storage tank at the old Precinct #4 barn at FM 2410, in Killeen.     



  10. Agenda #10 - Fort Hood Support

    • MINUTE ORDER #/03:  JUDGE BURROWS announced Heart of Texas Defense Alliance presentation regarding Central Texas Regional Support of Fort Hood and our local defense industry set for 9:30 a.m. until 11:30 a.m. on Tuesday, September 9, 2003 at the Killeen Civic and Conference Center.      



  11. Agenda #11 - Central Texas Narcotics Task Force Audit Report

    • MINUTE ORDER #/03:  Upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER BROWN, the Court unanimously approved the audit report on proceeds of criminal asset forfeitures of Central Texas Narcotics Task Force, the same being attached hereto.      



  12. Agenda #12 - ATM Contract with First National Bank of Killeen

    • MINUTE ORDER #/03:  Upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER BROWN, the Court unanimously authorized JUDGE BURROWS to execute an ATM Placement Agreement with the First National Bank of Killeen for the placing of an ATM machine in the Killeen Annex.  Such agreement being attached hereto.      



  13. Agenda #13 - Architectural Contract

    • MINUTE ORDER #/03:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER FISHER, the Court unanimously authorized JUDGE BURROWS to enter into a professional agreement with Charles Voelter for architectural services concerning property next to Killeen Annex.      



  14. Agenda #14 - Sale of Unneeded Property

    • MINUTE ORDER #/03:  Upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER BROWN, the Court unanimously approved authorizing re-advertising for bids for the sale of unneeded County Property at 711 Dunbar in Temple, Texas.      



  15. Agenda #15 - Support for Bond Issue

    • MINUTE ORDER #/03:  Mayor Jones of Temple presented the resolution of the City Council of Temple support the Bell County Bond Issue on September 13, ballot; further Mr. Bobby Grant, Democratic Chair spoke in support of such issue.     



  16. Agenda #16 - Claims

    • MINUTE ORDER #/03:  The County Auditor presented all claims for the review of the Court.  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same on record in the office of the County Auditor.  


      (The Court then went into executive session to discuss personnel matter and thereafter, went into workshop session to discuss those items on the workshop agenda with no action being taken on the same.)



              There being no further business, the meeting was adjourned.
