AFTER proper posting of public notice, a copy of which is attached hereto, on this the 15th day of September, A.D. 2003, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #/03:  It being nine a.m., JUDGE BURROWS called the meeting to order and waived the presentation of the minutes of September 8, 2003, at the present time.         



  2. Agenda #2a  - Public Hearing on Traffic Control Devices

    • MINUTE ORDER #/03:  JUDGE BURROWS opened the public hearing on the installation of traffic control devices and asked if there were any public comments; there being none, the public hearing was closed and thereafter upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER CORTESE, the Court unanimously approved the installation of the following traffic control devices, to-wit:  Stop sign on Retama Drive at Wells Drive, Wells Ranch Subdivision; Stop sign on Retama Drive at Upton Drive, Wells Ranch Subdivision; and Stop sign on Danzig Drive at Wells Drive, Wells Ranch Subdivision.     



  3. Agenda #2b - Bond Release

    • MINUTE ORDER #/03:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER SCHILLER, the Court unanimously approved releasing construction bond #SS6179 from River Chase Venture in the amount at $1,321,587.75 and replacing it with a Maintenance Bond from Shallowford Construction in the amount of $135,640 (Bond #103869397), expiring on June 30, 2003; and a rider to the Construction Bond in the amount of $10,000.00 to cover revegetation costs.     



  4. Agenda #2c - Letter of Credit Release

    • MINUTE ORDER #/03:  Upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER FISHER, the Court unanimously approved the releasing of Letter of Credit No. 1015, First Texas Bank, in the amount of $91,058.00 and the accepting of a Maintenance Letter of Credit, No. 1016, in the amount of $4,750.00 for road and drainage improvements in Cedar Oaks Estates, Phase 2.      



  5. Agenda #3 - Personnel

    • MINUTE ORDER #/03:  Upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER CORTESE, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.       



  6. Agenda #4 - Certificate of Appreciation

    • MINUTE ORDER #/03:  JUDGE BURROWS presented a Certificate of Appreciation to the Temple Amateur Radio Club in appreciation for their service to Bell County.        



  7. Agenda #5 - Solid Waste Advisory Committee

    • MINUTE ORDER #/03:  Upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER BROWN, the Court unanimously approved appointing the County Engineer, Richard Macchi, as a voting member to the Solid Waste Advisory Committee.         



  8. Agenda #6 - Hazardous Mitigation Coordinator

    • MINUTE ORDER #/03:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER FISHER, the Court unanimously approved appointing the Fire Marshal, Steve Casey as Hazardous Mitigation Coordinator for Bell County.      



  9. Agenda #7 - Statewide Mobility Plan

    • MINUTE ORDER #/03:  Ms. Molly Bosley of CTCOG gave the Court a report on the Statewide Mobility Plan, the same being attached hereto.     



  10. Agenda #8 - Bell County Master Gardner Association Greenhouse

    • MINUTE ORDER #/03:  Upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER CORTESE, the Court unanimously approved an Order allowing Bell County Master Gardner Association to establish and maintain a greenhouse for horticultural exhibits.  A copy of such Order being attached hereto and made a part of these minutes.      



  11. Agenda #10 - State of Work for Service from SBI

    • MINUTE ORDER #/03:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved the Statement of Work for services from SBI and Company relating to Kronos personnel software for maintenance department and Sheriff's Office, financial reporting for GASB 34 and implementation of payroll for new budget.  The same being attached hereto.      



  12. Agenda #9 - 2003 Law Enforcement Block Grant

    • MINUTE ORDER #/03:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER SCHILLER, the Court unanimously approved a $26,424.00 Law Enforcement block grant with Bell County's share being $2,936.00.     



  13. Agenda #11 - Claims

    • MINUTE ORDER #/03:  The County Auditor presented all claims for the review of the Court.  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same on record in the office of the County Auditor.  


      (The Court then went into executive session to discuss personnel matter and thereafter, went into workshop session to discuss those items on the workshop agenda with no action being taken on the same.)



              There being no further business, the meeting was adjourned.
