AFTER proper posting of public notice, a copy of which is attached hereto, on this the 22nd day of September, A.D. 2003, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #379/03:  It being nine a.m., JUDGE BURROWS called the meeting to order and called to the Courts attention the fact that they had previously received copies of the minutes of September 8 and 15, 2003.  He asked if there were any corrections or additions to the minutes; there being none, the minutes were approved as submitted.          



  2. Agenda #2a  - K-TUTS Board Member

    • MINUTE ORDER #380/03:  Upon motion of JUDGE BURROWS, seconded by COMMISSIONER SCHILLER, the Court unanimously approved the appointment of COMMISSIONER TIM BROWN, to the Killeen-Temple Urban Transportation Study (K-TUTS) Policy Board.     



  3. Agenda #2b - Ingleside Subdivision

    • MINUTE ORDER #381/03:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously approved the final plat for Ingleside Subdivision and ordered the same filed for records.      



  4. Agenda #2c - Interlocal Agreement with the City of Belton

    • MINUTE ORDER #382/03:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER FISHER, the Court unanimously approved an Interlocal Agreement with the City of Belton for the transportation of their tracked loader by the Road and Bridge Department.      



  5. Agenda #2d - Addition to County's Annual Work Plan

    • MINUTE ORDER #383/03:  Upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER CORTESE, the Court unanimously approved the addition of acquisition of right of way on Guyton Road, from Franklin Road to the McLennan County Line to the Precinct #3 annual work plan.      



  6. Agenda #3 - Personnel

    • MINUTE ORDER #384/03:  Upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER CORTESE, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.       



  7. Agenda #4 - Extension Agent Introduction

    • MINUTE ORDER #385/03:  Mr. Ron Woolley, District Extension Administrator appeared before the Court to introduce Mr. Dick Aaron as the new County Extension Agent filing the vacancy created with the retirement of Mr. James Davis.  After due discussion, upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER CORTESE, the Court unanimously approved such employment.      



  8. Agenda #5 - Resolution concerning Fiscal Year 2004 Statewide Mobility Study

    • MINUTE ORDER #386/03:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER FISHER, the Court unanimously approved a Resolution in Support of the Adoption of the Fiscal Year 2004 Statewide Mobility Study, the same being supported by the Killeen-Temple Urban Transportation Study.  All according to a copy of the same attached hereto and made a part of these minutes.         



  9. Agenda #6 - Regional Mutual Aid Agreement

    • MINUTE ORDER #387/03:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER SCHILLER, the Court unanimously approved a Regional Mutual Aid Agreement between Bell County and the other six counties in the Central Texas Council of Governments Region to allow responses to emergencies on a regional level, when necessary, and to utilize all regional resources in an emergency situation.  All according to a copy of the same attached hereto and made a part of these minutes.     



  10. Agenda #7 - Interlocal Agreement with Wood County

    • MINUTE ORDER #388/03:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER FISHER, the Court unanimously approved an Interlocal Agreement with Wood County for the purpose of cooperative purchasing as authorized under sections 271.101 and 271.102 of the Local Government Code.      



  11. Agenda #8 - Citizens' Task Force Jail/Courts Projects

    • MINUTE ORDER #389/03:  Upon motion of JUDGE BURROWS, seconded by COMMISSIONER BROWN, the Court unanimously approved the creation of a Citizens' Task Force for the purpose of making recommendations to the Court with respect to the Jail/Courts Project and approved the appointment of DR. DAVID YIELDING as its Chair Person.       



  12. Agenda #9 - Request for Extension of Option Limits

    • MINUTE ORDER #390/03:  Upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER BROWN, the Court unanimously approved authorizing the County Judge to enter into an agreement with the Development Corporation of Belton and the City of Belton to extend option time for purchase of property on Loop 121.     



  13. Agenda #10 - Claims

    • MINUTE ORDER #391/03:  The County Auditor presented all claims for the review of the Court.  After proper review, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.  


      (The Court then went into executive session to discuss personnel matters and real estate matters and thereafter, went into workshop session to discuss those items on the workshop agenda with no action being taken on any item.)



              There being no further business, the meeting adjourned.
