AFTER proper posting of public notice, a copy of which is attached hereto, on this the 29th day of September, A.D. 2003, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #392/03:  It being nine a.m., JUDGE BURROWS called the meeting to order and called to the Courts attention the fact that they had previously received copies of the minutes of September 22, 2003.  He asked if there were any corrections or additions to the minutes; there being none, the minutes were approved as submitted.          



  2. Agenda #2a  - Spring Meadow Estates Subdivision

    • MINUTE ORDER #393/03:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER FISHER, the Court unanimously approved the final plat of Spring Meadow Estates Subdivision and ordered the same filed for record.     



  3. Agenda #2b - Abandonment/Vacation of Deer Park Road

    • MINUTE ORDER #394/03:  Upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER BROWN, the Court unanimously set October 27, 2003, at nine a.m., as the date and time to consider the abandonment/vacation of Deer Park Road in the Triple Seven Estates, from Riverside Drive to the Lampasas River.       



  4. Agenda #2c - Bridge on Bottoms Road

    • MINUTE ORDER #395/03:  Upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER CORTESE, the Court unanimously approved adding the replacement of the flatcar bridge on Bottoms Road, over Pecan Creek to the Precinct #3 annual work plan.      



  5. Agenda #2d - Prairie View Estates

    • MINUTE ORDER #396/03:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER FISHER, the Court unanimously approved the final plat for Prairie View Estates Subdivision and ordered the same filed for record.       



  6. Agenda #3 - Personnel

    • MINUTE ORDER #397/03:  Upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER SCHILLER, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.       



  7. Agenda #4 & #5 - District Judges Orders concerning Auditor and Court Reporters

    • MINUTE ORDER #398/03:  The Court received and authorized the attachment to the minutes the Order of reappointment  of the County Auditor by the District Judges and received the certification of the Auditor's FY 2003-04 budget plus the Order of the District Judges with respect to the various Court Reporters pay.  All according to a copy of all such orders attached hereto and made a part of these minutes.       



  8. Agenda #6 - Sheriff's and Constables' Fee Schedule

    • MINUTE ORDER #399/03:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER FISHER, the Court unanimously approved the 2004 Sheriff's and Constables' Fees.  All according to a copy of the same attached hereto and  made a part of these minutes.          



  9. Agenda #7 - 2004 Holiday Schedule

    • MINUTE ORDER #400/03:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously approved the holiday schedule for the year 2004 for all county employees.  The same being attached hereto and made a part of these minutes.      



  10. Agenda #8 - Sale of Fixed Assets for Auction on September 18, 2003

    • MINUTE ORDER #401/03:  Assistant County Auditor Russell Williams gave the Court a report with respect to certain assets that the Expo Center sold at an auction, the same being attached hereto and thereafter, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER SCHILLER, the Court unanimously approved ratifying such sales.       



  11. Agenda #9 - Advertise for bids for sale of Phone Key Systems

    • MINUTE ORDER #402/03:  Upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER CORTESE, the Court unanimously authorized the County Auditor to advertise for bids for the sale of phone key systems (10 ) available due to installation of the new phone system.       



  12. Agenda #10 - Advertise for bids for Unneeded County Property

    • MINUTE ORDER #403/03:  Upon motion of COMMISSIONER SCHILLER, the Court unanimously authorized the County Auditor to advertise for bids for the sale and removal of the house located at 120 North Blair in Belton, Texas.       



  13. Agenda #11 - Annual Audit of District Attorney's Forfeiture Report

    • MINUTE ORDER #404/03:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously approved the annual audit of the District Attorney's Forfeiture Report.  The same being attached hereto and made a part of these minutes.        



  14. Agenda #12 - Extend the Option time for purchase of Loop 121 Property

    • MINUTE ORDER #405/03:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER FISHER, the Court unanimously approved ratifying the payment of $5000.00 to the Development Corporation of Belton and the City of Belton to extend the option time for the purchase of Loop 121 property until July 9, 2004.        



  15. Agenda #13 - Members of Jail/Courts Task Force

    • MINUTE ORDER #406/03:  Upon motion of JUDGE BURROWS, seconded by COMMISSIONER BROWN, the Court unanimously approved the appointment of members of the Jail/Courts Task Force, the same being attached hereto and made a part of these minutes.        



  16. Agenda #14 - Claims

    • MINUTE ORDER #407/03:  The County Auditor presented all claims for the review of the Court.  After proper review, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.  


      (The Court then went into workshop session to discuss those items on the workshop agenda with no action being taken on any item.)



              There being no further business, the meeting adjourned.
