met in the Commissioners' Courtroom in Belton, Texas, in regular session with the

Agenda #1 - Minutes
- MINUTE ORDER #408/03: It being nine a.m., JUDGE
BURROWS called the meeting to order and called to the Courts
attention the fact that they had previously received copies of the minutes
of September 29, 2003. He asked if there were any
corrections or additions to the minutes; there being no corrections, the minutes
were approved as submitted.
Agenda #5 - 4-H Presentation
- MINUTE ORDER #409/03: Ms. Courtney Felder, Bell
County Extension Agent, presented Bell County 4-H Ambassadors, Josh
Burtchell, Rebecca Bulls, and Jennifer Vaughan made a report and
presentation to the Court. The same being attached hereto.
Agenda #2a - Bids for Road and Bridge Department
- MINUTE ORDER #410/03: The County Engineer presented
his recommendations for the awarding of bids for certain materials for the
Road and Bridge Department and after due discussion the Court took the
following action.
Upon motion of COMMISSIONER
FISHER, seconded
by COMMISSIONER CORTESE, the Court unanimously approved
awarding the bids for reinforcing steel to Alamo Steel.
Upon motion of COMMISSIONER
SCHILLER, seconded
by COMMISSIONER BROWN, the Court unanimously approved
awarding the bid for rip rap rock to Shallowford
Construction.
Upon motion of COMMISSIONER
CORTESE, seconded
by COMMISSIONER SCHILLER, the Court unanimously approved
awarding the bid for culverts to Wilson Culverts of Elkhart.
Upon motion of COMMISSIONER
FISHER, seconded
by COMMISSIONER CORTESE, the Court unanimously approved
awarding the bid for crushed limestone base to all bidder. All
according to a copy of the recommendations of the County Engineer attached
hereto and made a part of these minutes.
Agenda #2b - Terra Bella Subdivision
- MINUTE ORDER #411/03: Upon motion of COMMISSIONER
BROWN, seconded
by COMMISSIONER CORTESE, the Court unanimously approved
the final plat for Terra Bella Subdivision and ordered the same filed for
record.
Agenda #2c - Fencing for Right of Way in Precinct #2
- MINUTE ORDER #412/03: Upon motion of COMMISSIONER
BROWN, seconded
by COMMISSIONER SCHILLER, the Court unanimously authorized
the County Engineer to advertise for bids for fencing right of way on
Triangle Road and Barnes Road, both in Precinct #2.

- MINUTE ORDER #413/03: Upon motion of COMMISSIONER
BROWN, seconded
by COMMISSIONER SCHILLER, the Court unanimously approved
the final plat of Treefarm Estates Subdivision and ordered the same filed
for record.

- MINUTE ORDER #414/03: Upon motion of COMMISSIONER
FISHER, seconded by COMMISSIONER CORTESE, the Court
unanimously approved all employee status report forms, the same being
attached hereto and made a part of these minutes.
Agenda #4 - Recognition of Commissioner Brown
- MINUTE ORDER #415/03: JUDGE BURROWS recognized
the election of Tim Brown, Commissioner of Precinct #2 as Chair-Elect of
the Conference of Urban Counties.
Agenda #6 - Task Force Members
- MINUTE ORDER #416/03: Upon motion of JUDGE
BURROWS, seconded by COMMISSIONER SCHILLER, the Court
unanimously approved the following additions and one replacement to the
members for the Jail/Courts Task Force, to-wit: Bill Bryan of
Belton-Morgan's Point, Jail Consultant and former Bell County Jail
Administrator; Dianne Connell owner of Connell Chevrolet and Civic Leader
of Killeen, Texas; Sonny Jarimillo of Temple, Senior Vice-President of
Extraco Investments and Co-Founder of the Temple Hispanic Leadership
Council; Ray Lott of Killeen, retired CPA and former Killeen Council
Member; Gail Peek of Temple, Vice-President and General Counsel of
Wilsonart International; Kathy Peeples of Belton, owner of Belton
Printing, downtown Belton Business; Borah VanDormolen of Salado, owner of
electric grill manufacturing company and retired Army Officer; Mike
Williamson of Salado, retired Executive Vice-President of Methodist Health
Care Systems of Houston; and the replacement of former Mayor Charlie Power
with Ed Thomas, downtown Belton Business Man.
Agenda #7 - Committee to Study Recommendations
Concerning Jail/Courts Processing System
- MINUTE ORDER #417/03: Upon motion of COMMISSIONER
BROWN, seconded
by COMMISSIONER FISHER, the Court unanimously approved
appointment COMMISSIONERS CORTESE and SCHILLER as
a committee to study and make recommendations concerning jail/courts
processing system.
Agenda #8 - Resolution concerning SB 7 Indigent
Defense Grant Program
- MINUTE ORDER #418/03: Upon motion of COMMISSIONER
FISHER, seconded by COMMISSIONER CORTESE, the Court
unanimously approved the 2004 Bell County Resolution for the Indigent
Defense Grant Program. All according to a copy of the same attached
hereto and made a part of these minutes.
Agenda #9 - File Installation for District Clerk
- MINUTE ORDER #419/03: Upon motion of COMMISSIONER
BROWN, seconded
by COMMISSIONER FISHER, the Court unanimously approved
relocating and installation of bi-files from the County Clerk's Office to
the District Clerk's Office and authorized the expenditure of $5,064.94
from the Commissioners Court Record Management Funds.
Agenda #10 - MO of Understanding
- MINUTE ORDER #420/03: Upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER SCHILLER, the Court unanimously
approved the renewal of a Memorandum of Understanding with Lone Star Legal
Aid to provide Services as Juvenile Court Magistrates upon approval by the
Juvenile Court and Memorandum of Understanding for Parent Advocacy
Program, all according to a copy of both Memorandums attached hereto and
made a part of these minutes.
Agenda #11 - Agreement concerning Protective Orders
- MINUTE ORDER #421/03: Upon motion of COMMISSIONER
SCHILLER, seconded
by COMMISSIONER BROWN, the Court unanimously approved the
renewal of Agreement with the Lone Star Legal Aid to process the County's
Protective Orders. The same being attached hereto and made a part of
these minutes.
Agenda #12 - Ratification of the Renewal Contract for
Ice Hockey
- MINUTE ORDER #422/03: Upon motion of COMMISSIONER
CORTESE, seconded
by COMMISSIONER BROWN, the Court unanimously approved
ratification of the renewal of contract between Bell County Expo, Inc. and
Central Texas Hockey, L.L.C. All according to a copy of the same
attached hereto and made a part of these minutes.
Agenda #13 - Settlement of Claim
- MINUTE ORDER #423/03: Upon motion of COMMISSIONER
BROWN, seconded
by COMMISSIONER CORTESE, the Court unanimously an Order
accepting the settlement of claim against E.D. Etnyre and Company for
$1,273.12 for the chipspreader malfunction. All according to a copy
of the same attached hereto.
Agenda #14 - Awarding of Bid for house and Lot at 711
Dunbar in Temple
- MINUTE ORDER #424/03: Upon motion of COMMISSIONER
SCHILLER, seconded
by COMMISSIONER BROWN, the Court accepted the high bid of
John Pemberton in the amount of $5600.00, for the unneeded property of a
house and lot that had been foreclosed on for a bail bond agent
forfeitures.
Agenda #15 - Bids on Uniforms
- MINUTE ORDER #425/03: Upon motion of COMMISSIONER
CORTESE, seconded
by COMMISSIONER BROWN, the Court unanimously approved
awarding such bids to G & K Services for uniforms for the Building
& Grounds Department and the Road and Bridge Department.
Agenda #16 - Claims
- MINUTE ORDER #426/03: The County Auditor presented
all claims for the review of the Court. Upon motion of
COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE,
the Court
unanimously approved all such claims. All according to a copy of the
same on record in the office of the County Auditor.
(The Court then went into executive session to discuss personnel matter
and thereafter, went into workshop session to discuss those items on the
workshop agenda with no action being taken on the same.)
There being no further business, the meeting
was adjourned.
