met in the Commissioners' Courtroom in Belton, Texas, in regular session with the

Agenda #1 - Minutes
- MINUTE ORDER #452/03: It being nine a.m., JUDGE
BURROWS called the meeting to order and called to the Courts
attention the fact that they had previously received copies of the minutes
of October 20 and 27, 2003. He asked if there were any
corrections or additions to the minutes; there being none, the minutes
were approved as submitted.
Agenda #2a - Walnut Creek Estates Subdivision
- MINUTE ORDER #453/03: Upon motion of COMMISSIONER
FISHER, seconded by COMMISSIONER BROWN, the Court
unanimously approved the final plat of Walnut Creek Estates, Phase Five
Subdivision and ordered the same filed for record.
Agenda #2b - UTP Off-System Bridge Replacement
- MINUTE ORDER #454/03: The Court discussed whether or
not to participate in the 2004 UTP Off-System Bridge Replacement and
Rehabilitation Program for Structure #62, on Taylors Valley Road over the
Leon River. After due discussion, upon motion of COMMISSIONER
CORTESE, seconded
by COMMISSIONER SCHILLER, the Court unanimously agreed NOT
TO PARTICIPATE in such Program for Structure #62.
Agenda #3 - Personnel
- MINUTE ORDER #455/03: Upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER BROWN, the Court
unanimously approved all employee status report forms, the same being
attached hereto and made a part of these minutes.
Agenda #4 - Platting Process for Old Precinct #4
Property
- MINUTE ORDER #456/03: Mr. Robert Ator, Director of
Urban Operations for the Hill Country Transit District appeared before the
Court to discuss the City of Killeen's platting process for property owned
by Bell County (Old Precinct #4 Maintenance Property). He explained
that before another building could be added to the property by the Transit
District, the City of Killeen was requiring that the County owned property
would have to be platted. After due discussion, upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER FISHER, the Court
unanimously approved authorizing the County Judge to execute documents for
City of Killeen platting process for Bell County's Old Precinct #4
Maintenance Barn.
Agenda #5 - Contract with State for Child Support
Disbursement Unit
- MINUTE ORDER #457/03: The Court discussed the matter
of a renewal of the Cooperative Agreement between the Office of the
Attorney General of Texas and Bell County, Texas, for continued
participation in the support of the Texas Child Support Disbursement
Unit. After due discussion, upon motion of COMMISSIONER
SCHILLER, seconded by COMMISSIONER FISHER, the Court
unanimously approved authorizing the County Judge to execute such renewal
Cooperative Agreement, the same being attached hereto.
Agenda #6 - Museum Expansion Construction Advisory
Committee
- MINUTE ORDER #458/03: JUDGE BURROWS reported
to the Court that the following individuals had been recommended as
members for the expansion project advisory committee for the expansion of
the Bell County Museum, to-wit: Tim Brown, Chairman, Paul Boston,
Vic Means, Bill Clark, Margaret Williamson, Bob Kennedy, and Stephanie
Turnham. After due discussion, upon motion of COMMISSIONER
FISHER, seconded
by COMMISSIONER CORTESE, the Court unanimously approved
such appointments.
Agenda #7 - Bids for Vending Services
- MINUTE ORDER #459/03: Upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER FISHER, the Court
unanimously authorized the County Auditor to advertise for bids for
vending services for the County.
Agenda #8 - Bids for Amateur Radio System
- MINUTE ORDER #460/03: Upon motion of COMMISSIONER
SCHILLER, seconded
by COMMISSIONER CORTESE, the Court unanimously approved
authorizing the County Auditor to advertise for bids for amateur radio
system.
Agenda #9 - Indigent Defense Discretionary Grant
Application
- MINUTE ORDER #461/03: The matter of approval of FY
2004 Indigent Defense Discretionary Grant Program Application was
discussed and after due discussion, upon motion of COMMISSIONER
FISHER, seconded by COMMISSIONER SCHILLER, the Court unanimously
authorized the County Judge to execute such grant application on behalf of
Bell County. All according to a copy of the same attached hereto and
made a part of these minutes.
Agenda #10 - Claims
- MINUTE ORDER #462/03: The County Auditor presented
all claims for the review of the Court. After proper review, upon motion of
COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE,
the Court
unanimously approved all such claims. All according to a copy of the
same being of record in the office of the County Auditor.
(The Court then went into executive session to discuss personnel matters,
real estate and County Litigation with no action being taken, they then
went into workshop session to discuss those items on the
workshop agenda with no action being taken on any item.)
There being no further business, the meeting
adjourned.
