AFTER proper posting of public notice, a copy of which is attached hereto, on
this the 17th day of November, A.D. 2003, the County Commissioners Court of Bell County, Texas,
met in the Commissioners' Courtroom in Belton, Texas, in regular session with the

Agenda #1 - Minutes
- MINUTE ORDER #472/03: It being nine a.m., JUDGE
BURROWS called the meeting to order and called to the Courts
attention the fact that they had previously received copies of the minutes
of November 10, 2003. He asked if there were any
corrections or additions to the minutes; there being none, the minutes
were approved as submitted.
Agenda #2a - The Cliffs of Woodlake, Phase II
- MINUTE ORDER #473/03: Upon the approval on the
County Engineer, on motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER SCHILLER, the Court
unanimously approved the final replat of The Cliffs of Woodlake, Phase II,
and authorized the acceptance of the roads therein.
Agenda #3 - Personnel
- MINUTE ORDER #474/03: Upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER FISHER, the Court
unanimously approved all employee status report forms, the same being
attached hereto and made a part of these minutes.
Agenda #4 - Grant for Victim of Crimes Act
- MINUTE ORDER #475/03: JUDGE BURROWS presented
the matter of a grant submission for Victim of Crimes Act (VOCA) and Mrs.
Jill Hargrove appeared to present such grant application. After due
discussion, upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER
BROWN, the Court unanimously approved such resolution approving
the application. All according to a copy of such resolution attached
hereto and made a part of these minutes.
Agenda #5 - Workshop on HAVA
- MINUTE ORDER #476/03: JUDGE BURROWS announced
that there would be a workshop session with Ms. Melinda Nickless of the
Secretary of State's Office to discuss the matter of the implementation of
the statute that requires the elimination of Bell County's lever voting
machines by January 1, 2006 under the HAVA act recently approved by the
Federal Government and State Legislature. Such workshop to take
place on November 18, at 1:30 p.m.
Agenda #6 - Vehicle Bids
- MINUTE ORDER #477/03: The matter of awarding the
bids for county vehicles was discussed and the following transpired:
Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER
FISHER, the Court unanimously approved awarding the bids as
follows: Seven police special were awarded to Allen Samuels
Chevrolet for $16,944.03 each; One Sport Utility to John McClaren
Chevrolet at $17,795.18; One 3/4 ton pick-up to John McClaren Chevrolet
for $15,393.50; Five 1/2 ton pickups at $11,891.31 each to Allen Samuels
Chevrolet.
Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER
BROWN, the Court unanimously rejected the bids for a one ton
service truck due to the improper submission of the specifications and
authorized the rebidding for the same.
Agenda #7 - Renewal of Contract with Texas
Department of Protection & Regulatory Services
- MINUTE ORDER #478/03: The matter of approval of
renewal of the Staff Contribution contract with the Texas Department of
Protective and Regulatory Services (for child protective services) was
discussed and after due discussion, upon motion of COMMISSIONER
SCHILLER, seconded by COMMISSIONER CORTESE, the Court unanimously approved
such contract effective September 1, 2003 through August 31, 2004.
All according to a copy of the same attached hereto and made a part of
these minutes.
Agenda #8 - EXPO Center Management Agreement
- MINUTE ORDER #479/03: Upon motion of COMMISSIONER
FISHER, seconded by COMMISSIONER CORTESE, the Court unanimously
authorized the County Judge to execute a Management Agreement for the EXPO
Center after first reviewing the same. All according to a copy of
the same attached hereto and made a part of these minutes.
Agenda #9 - Joint Primary Resolution
- MINUTE ORDER #480/03: The matter of a resolution to
allow the County Clerk to contract with the Democratic and Republican
Parties to hold a joint primary for March 9, 2004, and April 13, 2004,
runoff was discussed and after due discussion, upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved
such Joint Primary Resolution. All according to a copy of the same
attached hereto and made a part of these minutes.
Agenda #10 - Claims
- MINUTE ORDER #481/03: The County Auditor presented
all claims for the review of the Court. After proper review, upon motion of
COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE,
the Court
unanimously approved all such claims. All according to a copy of the
same being of record in the office of the County Auditor.
(The Court then went into workshop session to discuss those items on the
workshop agenda with no action being taken on any item.)
There being no further business, the meeting
adjourned.
