AFTER proper posting of public notice, a copy of which is attached hereto, on
this the 1st day of December, A.D. 2003, the County Commissioners Court of Bell County, Texas,
met in the Commissioners' Courtroom in Belton, Texas, in regular session with the

Agenda #1 - Minutes
- MINUTE ORDER #495/03: It being nine a.m., JUDGE
BURROWS called the meeting to order and waived presentation of the
Minutes of November 24, 2003 at the present time.
Agenda #3 - Personnel
- MINUTE ORDER #496/03: Upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER FISHER, the Court
unanimously approved all employee status report forms, the same being
attached hereto.
Agenda #4 - Member of Policy Analysis Group of the
Texas Association of Counties
- MINUTE ORDER #497/03: JUDGE BURROWS reported
that he and District Attorney Henry Garza had been appointed as members of
the Policy Analysis Group of the Texas Association of Counties. He
reported that the Group was made up of some 30 County Officials to study
efficiency in County Government.
Agenda #5 - Resolution Concerning Unfunded Mandates
- MINUTE ORDER #485/03: Upon motion of COMMISSIONER
SCHILLER, seconded by COMMISSIONER BROWN, the Court
unanimously approved a Resolution supporting Legislation prohibiting
unfunded mandates on Texas counties, whether by an act of the Texas
Legislature or a State Agency of by Executive Order, unless the State of
Texas has fully funded and disbursed all necessary funds to comply with
the mandates. All according to a copy of such resolution attached
hereto and made a part of these minutes for all purposes.
Agenda #6 - Appointment to MHMR Board
- MINUTE ORDER #499/03: Upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER BROWN, the Court
unanimously approved the appointment of Neil White of Salado and Nancy
Holle of Belton to the Board of Central Counties MHMR Center.
Agenda #7 - Bid for County Vending Services
- MINUTE ORDER #500/03: Mr. Russell Williams,
Assistant County Auditor, reported that only one bid had been received for
the County's Vending Services. After due discussion, on motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER FISHER, the Court
unanimously approved awarding such bid to Cen-Tex Vending for a three year
period at 18.3%.
Agenda #8 - Bid for Sale of 4 Motorgraders
- MINUTE ORDER #501/03: Mr. Russell Williams,
Assistant County Auditor, reported that no bids were received for the sale
of four motorgraders in the Road and Bridge Department. After due
discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER
FISHER, the Court unanimously approved accepting the vendor
buy-back program for such motorgraders.
Agenda #9 - MOA with BellNET
- MINUTE ORDER #502/03: Upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER FISHER, the Court unanimously approved
authorizing the County Judge to sign a two year no-cost extension of a
Memorandum of Agreement regarding BellNET between Bell County and Texas
Agricultural Extension Service (TAES).
Agenda #10 - Management Contract for Bell County JPO
Detention Center
- MINUTE ORDER #503/03: Upon motion of COMMISSIONER
FISHER, seconded by COMMISSIONER CORTESE,
the Court unanimously approved the management contract with Right Turn
Management for management services for the Bell County JPO Detention
Center.
Agenda #11 - Claims
- MINUTE ORDER #504/03: The County Auditor presented
all claims for the review of the Court. Upon motion of
COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE,
the Court
unanimously approved all such claims. All according to a copy of the
same on record in the office of the County Auditor.
(The Court then went into workshop session to discuss those items on the
workshop agenda with no action being taken on the same.)
There being no further business, the meeting
was adjourned.
