AFTER proper posting of public notice, a copy of which is attached hereto, on this the 8th day of December, A.D. 2003, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #505/03:  It being nine a.m., JUDGE BURROWS called the meeting to order and called to the Courts attention the fact that they had previously received copies of the minutes of November 24, and December 1, 2003.  He asked if there were any corrections or additions to the minutes; there being none, the minutes were approved as submitted.          



  2. Agenda #2a - Resolution Concerning Alley in Blocks A, B & C in Salado

    • MINUTE ORDER #506/03:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE the court unanimously approved a resolution declaring that the alley in Blocks A, B and C of O. T. Tyler Addition, Bell County, Texas, as recorded in Volume 49, page 82 of the Deed Records of Bell County, Texas, has never existed on the ground, nor has it been maintained by Bell County, Texas.  All according to a copy of the same attached hereto and made a part of these minutes for all purposes.     



  3. Agenda #2b - Rosemead Subdivision

    • MINUTE ORDER #507/03:  The County Engineer presented the matter of the final plat of the Rosemead Subdivision on Hartrick Bluff Road and recommended its approval.  After due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER SCHILLER the court unanimously approved such subdivision and ordered the same filed for record.     



  4. Agenda #3 - Personnel

    • MINUTE ORDER #508/03:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER SCHILLER, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.  



  5. Agenda #4 - Recognition of Commissioner Brown's Election to Chairman of CUC

    • MINUTE ORDER #509/03:  JUDGE BURROWS made the announcement concerning Precinct #2 Time Brown's election as Chairman of the Conference of Urban Counties and congratulated him on such election.        



  6. Agenda #5 - Bids on Amateur Radio System Equipment

    • MINUTE ORDER #510/03:  Mr. Russell Williams, Assistant County Auditor, presented his recommendation (same being attached) of the low bidder for bids on the amateur radio system equipment.  After due discussion, upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER CORTESE, the Court unanimously approved the awarding of such bid to S. P. Communications of San Antonio in the amount of $2,739.95.       



  7. Agenda #6 - BellNet, Inc. and CTC Agreement

    • MINUTE ORDER #511/03:  JUDGE BURROWS, presented the matter of approval of an agreement with BellNet, Inc. and Central Texas College regarding procedures for fund-raising efforts of the Bell County Human Services Department for scholarship funds and opportunity programs in the name of Dr. Charles Patterson.  After due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER FISHER, the Court unanimously approved authorizing the County Judge to execute such agreement on behalf of Bell County.            



  8. Agenda #7 - Voting Systems

    • MINUTE ORDER #512/03: JUDGE BURROWS gave a report and update on the problems with touch-screen voting systems in Ohio with respect to the new Federal Law instigated by the HAVA bill. 



  9. Agenda #8 - Claims

    • MINUTE ORDER #513/03:  The County Auditor presented all claims for the review of the Court.  After proper review, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.  


      (The Court then went into workshop session to discuss those items on the workshop agenda with no action being taken on any item.)



              There being no further business, the meeting adjourned.
